Recommendation to approve a Resolution authorizing the Chairman of the Board of
CoUier County Commissioners to execute a Statutory Deed for the couveyance of County
owned property to the Collier County Community Redevelopment Agency to implement

Focus Initiative for the construction of qnality honsing within the Coastal High Hazard
Area as part of a CRA residential in-fill project: Site Address 2605 Van Buren Avenue.

OBJECTIVE: Recommendation to approve a Resolution authorizing the Chairman of the Board
of Collier County Commissioners to execute a Statutory Deed for the conveyance of County
owned property to the Collier County Community Redevelopment Agency to implement
provisions of the Bayshore/Gateway Triangle Master Plan and the Bayshore Neighborhood
Focus Initiative for the construction of quality housing within the Coastal High Hazard Area as
part of a CRA residential in-fill project: Site Address 2605 Van Buren Avenue,
BACKGROUND: The County acquired title to property located at 2605 Van Buren Avenue via
Quit-Claim Deed in October of 1995 to satisfy outstanding assessments and liens levied against
the property. All outstanding liens were satisfied in November, 1995,
~ In accordance with F.S. 125.379 and in an effort to provide an accurate, concise list of properties
for determination by the BCC as "surplus," the Real Estate Services Section circulated a list
among the County's Constitutional Offices for their review and input. A copy of the list was
distributed in a mass e-mail by the office of the County Manager and the CRA staff found that
the list contained a parcel located within the Bayshore/Gateway Triangle Redevelopment
Overlay boundaries which is targeted for residential in-fill for the construction of 'owner-
occupied' residential units.
The CRA staff notified the Real Estate Services Section of the CRA's desire to acquire the parcel
located within the Bayshore/Gateway Triangle Redevelopment Overlay boundaries targeted for
residential in-fill in the CRA's Master Redevelopment Plan for purposes of:
I. Provision of quality housing in a blighted area
2. Increase owner-occupied housing in heavy rental neighborhoods
3. Generate private enterprise interest in redeveloping other vacant parcels in the area
4. Turn vacant parcels into contributing community assets
The lot was removed from the final version of the inventory of property for consideration as
surplus under F.s. 125.379 and subsequently the CRA staff has agreed, pending CRA approval,
to reimburse the County for associated costs incurred by the County paid to abate outstanding
special assessments when the County took title to the parcel from Society First Federal,
estimated to be in the amount of $3,000.00. The County staff desires to convey the land to the
CRA in accordance with Section 125.38.FS.

CONSIDERATIONS: County staff and the CRA staff concur that the subject County owned
land is no longer needed or required by the County for a County purpose, and that the
conveyance of same to the Collier County Community Redevelopment Agency is in the best
interest of the resident's of Collier County and in accordance with the intent of BCC
RESOLUTION No. 2000-181 established to promote community redevelopment.
FISCAL IMP ACT: No impact to the County Manager's Agency.
GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the
Growth Management Plan states that redevelopment plans may be developed for specific areas
within the County, including the Bayshore Gateway Triangle CRA. This property is a part of a
targeted Neighborhood Focus Initiative and the conveyance is consistent with the Bayshore
Gateway Triangle Redevelopment Plan.
RECOMMENDATION: That the Collier County Board of Commissioners Approve a
Resolution authorizing its Chairman to execute a Statutory Deed for the conveyance of County-
owned land to the Collier County Community Redevelopment Agency.

RESOLUTION NO. 2008-
RESOLUTION APPROVING THE CONVEYANCE OF COUNTY OWNED
PROPERTY TO THE COLLIER coUNTY COMMUNITY REDEVEWPMENT
AGENCY FOR THE PURPOSES OF DEVELOPMENT OF RESIDENTIAL
INFILL AND AUTHORIZING THE CHAIRMAN OF THE BOARD OF
COUNTY COMMISSIONERS TO EXECUTE A STATUTUTORY DEED FOR
PROPERTY LOCATED AT Ui05 V AN BUREN AVENUE.
WHEREAS, the staff of Collier County (County) and the staff of the Community
Redevelopment Agency (CRA) have agreed to terms for the conveyance of County owned-land; and
WHEREAS, the conveyance of the County-<>Wl1ed land to the Community Redevelopment
Agency will assist with the implementation of the BayshorelOateway Triangle Master Plan and the
Bayshore Neighborl1ood Focus Initiative lD acquire vacant lots lD facilitate the construction of new
housing that meets the Collier County Code; and
WHEREAS. the conveyance of the County-<>wned land lD the Community Redevelopment
Agency is in accordance with Section 125.38, Florldo Statutes; and
WHEREAS, the BoaId of County Commissioners of Collier County, based on the facts and
recommendations from Staff, now finds that the County's fee ioterest in 1605 Va. B_ Ave...,
more particularly described in the attached Statutory Deed, is required by the Collier County
Community Redevelopment Agency ror the aforesaid use and is no longer needed or required by the
County for a County pUlJlOse, and that the conveyance of same lD the Collier County Community
Redevelopment Agency is in the best interest of the residents of Collier County, provided that the
County receives reimbursement, from the CRA, of the associated costs incurred by the Comty paid to
abate outstanding special assessments when the County took title to the pan:el from the Society First
Fedeml Savings Bank, together with certain electrical utility, access and other improvements as set
forth in the attached Statutory Deed; and
WHEREAS, by this Resolution the Board of Comty Commissioners desires to authorize its
Chainnan to execute the StatulDry Deed attached hereto, and take such other actions needed to
complete the conveyance of the property.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
