EXECUTIVE SUMMARY
Recommendation to approve Amendment 7 to Contract 03-3517 with
Greeley and Hansen LLC for "Professional Engineering Services for
Water Main Projects" in the amount of $230,520, Projects 70151 and
70152.
OBJECTIVE: The public purpose of the project is to provide additional water flow and
pressure to the southeastern portion of the Collier County Water-Sewer District water
service area,
CONSIDERATIONS: The scope of this $21 million project includes the construction of
34,700 lineal feet (6.5 miles) of water transmission mains through the highly congested
utility corridor of Collier Boulevard to carry potable water from the South County
Regional Water TreaUllent Plant to existing and proposed water storage facilities on
Manatee Road and to new customers along Collier Boulevard and US 41. It will also
increase the flows and boost the pressure to customers in the project area and beyond.
The project is consistent with the 2005 Water Master Plan Update adopted by The Board
of County Conunissioners on June 6, 2006, Agenda Item lOB. (Master Plan Table 8-2,
page 5 of 5, lines 10 and Il).
The Board approved Contract 03-3517 with Greeley and Hansen, LLC for "Professional
Engineering Services for Water Main Projects" on December 16, 2003, Agenda Item 16
(C) 19,
Additional inspection hours are required to provide necessary quality control for the
construction of underground utilities during additional time granted to the contractor and
for a second inspector to cover night work. The contractor was granted two time
extensions to the construction contract, which totaled 147 days, in order to make two
alignment changes, due to unforeseen conditions encountered during construction. The
time extensions were approved and ratified by the Board on September 11, 2007, Agenda
Item 16 (F) 1. In addition to the normal daytime work, the contractor works during the
night to minimize disruption to traffic during the daylight hours. The cost of the
additional engineering inspection services is estimated at up to a not to exceed amount of
$230,520. Staff has reviewed these costs and has detennined that they are fair and
reasonable. Staff will attempt to reduce this cost by reducing the inspection hours, where
appropriate, and/or using County staff whenever possible.
Staff has reviewed and recommends approval of Amendment 7 to the Contract for
"Professional Engineering Services for Water Main Projects" in the total amount of
$230,520. The fees are based on the previously established hourly contract rates for
construction inspection services. Even with this amendment, the total project costs will be
less than the Board approved budget amount.

FISCAL IMPACT: Funds in the amount of $230,520 are available in Projects 70151
and 70152 - C. R. 951 Water Mains. Source of funds is Water Impact Fees (411). This
project is consistent with the 2008 Fiscal Year Capital Improvement Budget approved by
the Board of County Commissioners on September 20, 2007.
GROWTH MANAGEMENT IMPACT: This project is consistent with and furthers the
Goals, Objectives and Policies of the Collier County Growth Management Plan.
RECOMMENDA nONS: Staff recommends that The Board of County Commissioners,
as Ex-officio governing board for the Collier County Water-Sewer District;
1. Approve Amendment 7 to Contract 03-3517 with Greeley and Hansen LLC for
"Professional Engineering Services for Water Main Projects" in the amount of
$230,520.
2. Authorize the Chairman to execute the Amendment.

This amendment, dated , 2008 to the referenced agreement shall be by and
between the parties to the original Agreement, Greeley and Hansen LLC, (to be referred to as
"Consultant") and Collier County, Florida, (to be referred to as "Owner").
Statement of Understanding
RE: Contract 03-3517 "Professional Engineering Services for Water Main Projects"
In order to continue the services provided for in the original Contract document referenced
above, the Consultant agrees to amend the above referenced Contract as follows.
Perfonn the additional tasks identified on the attached page.
The Consultant agrees that this amends the original Contract and that the Consultant agrees to
complete said services in the amount of two hundred thirty thousand five hundred twenty dollars
($230,520).
All other terms and conditions of the agreement shall remain in force.
