To receive approval from Board of County Commissioners (BCC) to aUow the
existing driveway connections on Green Boulevard, that serve as secondary access
point to the residents of 15tb Avenue SW, to remain until such time the County
improves Green Bonlevanl to a four lane urban cross section,
OBJECTIVE: To approve existing temporary secondary access points on Green
Boulevard (County collector) for the residents that have primary access off of 15111 Avenue
SW (local street) until the County modifies Green Boulevard to a four lane urban cross
section.
CONSIDERATION: Currently, residents have primary access off of 15111 Avenue SW and
some also have unpermitted secondary access points on Green Boulevard. None of the
access points on Green Boulevard are consistent with the Land Development Code (LDC)
from 1982 which states:

Facility and Service Improvement Requirements
The following improvements in this section are required in conjunction with the
subdivision and development of any and all property pursuant to procedures set forth in
Chapter 10 within the unincorporated areas of Collier County. Any required improvements
shall be designed and constructed in accordance with the design requirements and
specifications of the entity having responsibility for approval, including all federal, state,
and local agencies.
A. Street System. The design and construction of all subdivision streets, access
improvements and related facilities shall be in conformance with the design
requirements, regulations and standards established in Chapter 6 of this LDC and the
Collier County Construction Standards Manual and shall include but not be limited to
the pavement structure, drainage, sidewalks and traffic control/safety devices.
I. Access to lots within a subdivision shall be desilmed to accomolish access
to the lots bv use oflocal streets. Access to residential lots shall be in
accordance with Ordinance No. 82-91 [superseded by ordinance found in
LDC ch. 110, art. II], construction standards handbook for work within the
public right-of-way Ordinance No. 93-63, as may be amended.
Note: The code recital above incorrectly references Ordinance No. 93-63 which will be
corrected as part of the next LDC cycle update to reflect Ordinance No. 2003-37.
The above section of code directs access to be off of the local street and not a County
collector road when a property has frontage to both facilities. While not permitted, the
existing driveways off of Green Boulevard do not currently pose a problem because it is a
rural cross section and the secondary access points do not significantly affect the current
level of service. Green Boulevard is identified on the Long Range Transportation Plan to be
improved and extended. The design will most likely be a four lane urban cross section. To

maintain the optimal level of service and avoid any operational conflicts, the future design
of Green Boulevard would not incorporate any curb cuts that would be determined as
secondary access points that conflict with the LDC section 4.03.08.A.1.
The Golden Gate Fire District was contacted to discuss emergency response time should
the secondary access points be removed. They indicated that while they could adequately
serve the residents of 15th Avenue SW with no access from Green Boulevard, additional
access points to properties are always viewed as a benefit.
FISCAL IMPACT: There are no fiscal impacts in the existing condition. The County
would incur additional costs should the future improvements on Green Boulevard
incorporate these access points.
GROWTH MANAGEMENT: The future removal of secondary access points is
consistent with GMP Transportation Element which requires that we maintain the adopted
level of service.
RECOMMENDATION: The Board of County Commissioners allows the existing, non
permitted, secondary access points on Green Boulevard to remain in the current condition
and direct staff to notify the owners with driveways off Green Boulevard that when the
County improves Green Boulevard to an urban cross section, their second access point will
be eliminated and that their sole access will be off of 15th Avenue SW consistent with the
Land Development Code.
