EXECUTIVE SUMMARY
APPOINTMENT OF MEMBER(S) TO THE ENVIRONMENTAL ADVISORY COUNCIL
OBJECTIVE: To appoint four members to serve various terms (see below), to the
Environmental Advisory Council.
CONSIDERATIONS: The Environmental Advisory Council has several openings. This 9
member (plus 2 alternate members) council acts in an advisory capacity to the Board in matters
dealing with the regulation, control, management, use or exploitation of any or all natural
resources within the County, and the review of all land development petitions which require an
environmental impact statement (EIS) per section 10.02.02 A of the Code, all developments of
regional impact (DRl), lands with special treatment (ST) or Area of Critical State Conceml
Special Treatment zoning overlays, areas of the county covered by interlocal agreements, any
petitions which cannot be resolved between the applicant and staff. The membership will include
technical and non-technical members. Technical members shall demonstrate evidence of expertise
in one or more of the following areas related to environmental protection and natural resources
management: Air Quality, Biology (including any of the sub-disciplines such as botany, ecology,
zoology, etc.), Coastal Processes, and Estuarine Processes, Hazardous Waste, Hydrogeology,
Hydrology, Hydraulics, Land Use Law, Land Use Planning, Pollution Control, Solid Waste,
Stormwater Management, Water Resources, Wildlife Management, or other representative areas
deemed appropriate by the Board such as, but not limited to, a representative of the development
community. Alternate EAC members will be requested to attend meetings when regular EAC
members have notified staff that they will be absent. Alternate members will participate in
discussions and vote when replacing a regular member. Alternate members must be technical
members that can demonstrate expertise in environmental protection and natural resource
management. Terms are 4 years. A list of the current membership is included in the backup.

EAC applications

Environmental staff has reviewed two applications for the upcoming vacant EAC
positions. The following applicants are proposed to fill two of the full time vacancies.
Both of the applicants are current members.
Judith Hushon, Ph.D. (current member in good standing seeking a second term) is a
qualified technical applicant. Dr. Hushon has had 2 absences, both excused, during her first
term.
Dr. Hushon is currently the Vice-Chair of the EAC, Chair of the EAC LDC amendment
Subcommittee and Chair of the Habitat Conservation Plan Advisory Committee. She is active
in the Conservancy of Southwest Florida and regularly attends the RLSA review and Watershed
Management Plan committee meetings. Dr. Hushon has 42 years of chemical and
environmental consulting experience.
Lee Horn (current member in good standing seeking a second term) is a qualified
non-technical applicant. Mr. Horn has had 5 absences in his first term.
Mr. Ham is also currently serving on the Contractors' Licensing Board. He has attended
college with majors in Business Marketing and Finance. He is also Assistant Head
Football Coach and Collegiate Recruiting Coordinator for St. John Neumann High
School. Mr. Horn is currently South Florida Director of the National Football Foundation
and College Football Hall of Fame.

Environmental staff has reviewed three more applications for the vacant EAC positions. All
applicants are qualified to fill any of the vacancies.
Allison Delaine Megrath is a qualified technical applicant. Currently Ms. Megrath is an
alternate member of the EAC in good standing and is seeking one of the open regular member
posi:ions She has attended both regular meetings held since her appointment. She currently
owns a land use planning firm in Naples. She has previous experience in Rural Land
Stewardship Overlays in Collier, St. Lucie and Highlands Counties. Ms. Megrath has over 14
years experience in professional planning and zoning in both the public and private sectors.
She is a member of the American Institute of Certified Planner (AICP), the American Farmland
Trust, U.S. Green Building Council, and is currently seeking to be a LEED Accredited
Professional. Current community activities include: Current Chair of Promised Lands Section
of Florida Chapter of the American Planning Association (2007-2009) Previous Vice-Chair of
Promised Lands Section of Florida Chapter of the American Planning Association (2004-2007)
Parent Teacher Organization Liaison to the Board of Directors, Christ Community Lutheran
School (2006-2007) Sunday School Teacher at Vanderbilt PreSbyterian Church (2005-2006)
Paul Lehmann is a qualified technical applicant. Mr. Lehmann has a Bachelors
Degree in biology and a Doctor of Jurisprudence. His experience includes work as an
attomey in the real estate, environmental and finance section in the private sector. He
has also served The US Coast Guard as Attomey/Judge Advocate Member of General
Law section with emphasis on environmental, maritime, regulatory and other issues. He
is a member of both the Florida and Wisconsin Bar since 2002. Mr. Lehmann has
experience working for Wisconsin's Department of Natural Resources as a conservation
officer and has clerked for 3 offices in Wisconsin. He has also worked in the private
sector as a Project Manager/Environmental Scientist. Mr. Lehmann's community
activities include: memberships in Reserve Officers' Association, Ducks Unlimited,
Young Lawyers of Collier Bar and is a Reserve Officer in the US Coast Guard.

Susan Leach Snyder is a qualified technical applicant. Ms. Snyder has a Bachelors of
Science in Biology Education, a Master's of Science in Entomology and an additional 40 hours
in science and education related courses. She has taught middle school science for 28 years,
co-authored numerous science textbooks. Ms. Snyder is a certified Master Naturalist in
wetland, coastal and upland modules and docent for the Conservancy of Southwest Florida.

Dear Ms. Filson,
I am in receipt of your letter dated March 5, 2008 in which you state that your county attomey is of the "opinion" that the state
dual office holding statue applies to me because I hold 2 advisory board quasi-judicial pos~ions in the Environmental Advisory
Committee (EAC) and the Contractor's Licensing Board.
I am a bit disappointed that this has been brought to my attention approximately 3 years into my commitment to both of these
boards, versus from the start.
However, based on your information, you require me to immediately resign from one of these boards based on this recent
opinion.
That is not any easy decision since I have invested quite a few years of time in both county boards and have enjoyed working
with my feliow board members and your hard working county staff on both boards.
The only fair way I could decide was to stay with the Board I have been a member of longer. Therefore, I will continue my
position with the Contractor's Licensing Board and resign my position with the EAC as per your request.
It has been a pleasure to serve as a member of the EAC for the past few years and I will definitely miss the meetings.
