EXECUTIVE SUMMARY
Recommendation to approve a request by the Marco Island Historical
Society to name in perpetuity the new County-owned museum to be
constructed on Marco Island as the Marco Island Historical Museum.
OBJECTIVE: To have the Board of County Commissioners approve a request by the
Marco Island Historical Society to name in perpetuity the new County-owned museum to
be built on Marco Island as the Marco Island Historical Museum.
CONSIDERATIONS: On May 13, 2003 the Board of County Commissioners
concluded a license agreement with the Marco Island Historical Society to construct a
County-owned museum with privately raised donations and grant funds on Section 16,
Township 52, Range 26, Marco Beach Unit 7, Tract D, Marco Island.
As provided in Article 3, C-3 of the Marco Island Museum Agreement, the Marco Island
Historical Society was granted the opportunity to name the new museum building or any
of the interior rooms, subject to approval by the Board of County Commissioners, to
fulfill the Historical Society's commitments to large donors.
On January 28, 2008, the Marco Island Historical Society informed the Board of County
Commissioners that a substantial financial contribution of $1,500,000 had been given by
Jon and Sonja Laidig towards construction of the new museum building. The Society
estimates that this donation will fund over 75% of the building costs and qualifies Mr.
and Mrs, Laidig for the naming opportunity of the building, In accordance with the
Laidig's wishes, the Marco Island Historical Society ha~ requested that upon receiving
title to the new museum, Collier County name the building the Marco Island Historical
Museum, in perpetuity.
This action is consistent with the County's policy on naming and dedicating County-
owned buildings and facilities as approved by the Board of County Commissioners on
May 13, 2003, and which provides for naming a County-owned facility in accordance
with the functions thc facility performs, the services provided to the public by the facility,
and the planned geographic location of the facility.

FISCAL IMPACT: In accordance with the County's building naming policy, any
plaque or other memorial or notation to be placed on or at the County-owned facility
must be approved by the County and must be supplied and paid for in full by others at no
cost to the County unless the Board decides in the specific case that it is appropriate and
is in the public's interest for the County to contribute money and/or in kind contributions
toward any such plaque, memorial or notation.

GROWTH MANAGEMENT IMPACT: There is no impact on the Collier County
Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approve the request
by the Marco Island Historical Society to name in perpetuity the new County-owned
museum building the Marco Island Historical Museum, upon receiving title to the new
museum building.

Dear Mr. Perdichizzi:
It was wonderful to learn of the large donation made to the Marco Island Historical
Society toward the building of the new museum facility. The entire Collier County
community will benefit from the generosity of Jon and Sonja Laidig.
In your letter, you indicated that the Marco Island Historical Society requests that the
name of the new museum be "The Marco Island Historical Museum" in accordance with
the wishes of contributors Jon and Sonja Laidig, You further requested that the proposed
name remain in ''perpetuity''.

As indicated in Article 3, C-3 of the Marco Island Museum A2Ieement. "The MIHS, with
approval from the County Board, will have the right of naming the building or any of the
interior rooms to allow the MillS to fulfill its commitment to large donors; " Therefore,
I will place this item on the agenda for the April 8, 2008 meeting, for consideration by
the Board of County Commissioners.
It is essential that you continue to work with County staff to ensure that the development,
design, and construction plans meet the approval of the County prior to commencement
of construction. '

opportunity is based on substantial fmancial contribution.

As the Society indicated in it letter to the commissioners da1ed January 28, 2008, Jon and Sonja Laidig

qualifies them for the naming opportunity for the building. The Society estimates that this donation will

to honor a natural person. They desire that the building be named "The \1arco Island Historical

Accordingly, the Marco Island Historical Society requests that, in accordance with the County policy for
naming County owned buildings, structures, or facilities and upon receiving title to the museum
building, the County names the museum, "The ~arco Island Historical Museum", in perpetuity.

APPROVAL OF A BUILDING NAMING POLICY WlUCH WOULD ALLOW
FOR THE SPECIAL NAMING AND DEDICATION OF COUNTY-OWNED
BUILDINGS, STRUCTURES AND/OR OTHER F ACILITlES.
OBJECTIVE: To have the Board of County Commissioners approve and adopt a
building naming policy which would allow for the special naming and dedication of
Collier County-owned buildings, structures and/or other County-owned facilities.
CONSIDERATION: Collier County Government is responsible for the building and
acquiring of government facilities ranging from public libraries to maln government
administration buildings_ As part of this effort, occasions occur where special groups and
County staff n:quest a building or facility be named and or dedicated to honor a natural
person or persons. In an effort to facilitate this process, and to ensure consistency, staffis
recommending that the attached building naming policy be adopted.
County-owned buildings, structures, and or facilities shall be named based upon several
cri1l:ria including; naming based upon the functions(s) the facili rforms or the
services provided jO' e u Ie m e acili ; nammg a County-owned building,
,or aCI ity to honor a naturlll person or person(s) lvmg or dead; or naming
based upon the specific and/or planned geographic location of the facility.
This policy will help to facilitate and provide clear direction to staff when naming and/or
dedicating County-owned buildings, structures and facilities. Each recommendation will
require a formal application presented to the County Manager who in turn refers the
application or recommendation to the Constitutional Officer occupying the building, the
County Division Administrator(s) under the facility's jurisdiction, or to each County-
Affiliated Historical Agency or Group if the facility has historical significance.
FISCAL IMP ACT: Any plaque or other memorial or notation to be placed on or at the
County-owned facility must be approved by the County and must be supplied and be paid
for in full by others and at no cost to the County unless the Board decides in the specific
case that it is appropriate and is in the public's interest for the County to contribute
money and/or in kind contributions toward any such plaque, memorial or notation.
GROWfH MANAGEMENT IMPACT: There is no impact on the Collier County

RECOMMENDATION: That the Board of Collier County Commissioners approve and
adopt the altached Building Naming Policy for dedications and naming of Collier
County-owned buildings, structures or other County-owned facilities.

I, Naminl! of County-Owned Build!n!!. Structure or Facilitv.
The following is the policy of the County Manager of Collier County, Rorida, regarding
naming Collier County-owned buildings, structures. or other County-owned facilities. Each
County-owned building. structure, or facility, or integral part therein, e.g., chapel in a hospital,
hereinafter "facility," shall be named based upon the function(s) the facility performs, or the
services provided to the public from the facility. The specific location of the facility can, of
course, be included in the name; for example, an adjacent right-of-way, body of water, or any
other prominent landmark. Examples: Collier County Courthouse. Central A venue Library,
Sheriff's Annex, Tarpon Lake Park, South Pass, or Pine Ridge Road Library.
II. Namin!! of County-Owned Buildin!!. Structure or Facilitv to Honor a Natural
Person.
"Natural person" means actual human being(s). The Board of County Commissioners
("Board") may name a County-owned facility to honor a natural person or persons, living or
deceased. Examples could be "The John Jones County Courthouse," "The Bill Smith County
Library," "The Mary White and Bill White Sheriff's Annex," "The Joe Green Museum," "The
Jim Gallagher Pass" or "The Dan Marino Athletie Field" (provided the Athletic Facility is based
upon a Substantial Financial Contribution).
A. Namin!! A County-Owned Structure To Honor A Natural Person Based unon
Actions and not based upon Substantial Financial Contribution(s).
I. The natural person(s) must have, by his or her local actions (other than Substantial
Financial Contribution), specifically and directly benefited Collier County, and, preferably, the
specific facility, or at least the geographic area where the facility exists (or is planned to exist).
(a). Fields of Endeavor. If the public achievements of the sponsored, local natural
person(s) are primarily in a specific field of endeavor, that field of endeavor should have a direct
and significant logical relationship to the facility. As examples: A medical facilit should be
