EXECUTIVE SUMMARY
HD-2008-AR-I298I, Everglades Society for Historical Preservation is requesting a
Historical Designation for The Bula Missionary Baptist Church of Copeland now known as
The Frances Hodge Community Center. The subject property is located at 210 Turnstile
Drive which is located on the south side of Turnstile Drive and approximately 150 feet west
of the intersection with Lee Cypress Drive in Section 13, Township 52, Range 29, Copeland,
Florida.
OBJECTIVE:
To have the Board of County Commissioners (BCC) consider an application to designate The
Bula Missionary Baptist Church (The Frances Hodge Community Center) as locally historic
pursuant to Section2.03.07.E. of the Land Development Code (LDC).
CONSIDERATIONS:
The BCC adopted Ordinance 91-102 establishing the Historical and Archaeological Preservation
Ordinance. This Ordinance was enacted to protect, preserve and perpetuate Collier County's
historic and archaeological sites, districts, stmctures, buildings and properties. The BCC may
distinguish properties with architectural and/or historical sig.nificance by designating them as
.~ local historic landmarks.
The Everglades Society for Historical Preservation has submitted an application to designate The
Bula Missionary Baptist Church (The Frances Hodge Commu.nity Center) as a locally significant
historic structure.
The Collier County Historic and Archaeological Preservation Board (HAPB) reviewed and
considered the application for historic designation of The Frances Hodge Community Center
during their public meeting on November 21, 2007. At this meeting, HAPB voted 6-0 to forward
petition HD-200S-AR-129S1 to the BCC with a recommendation that The Bula Missionary
Baptist Church (The Frances Hodge Community Center) be officially designated as a local
historically significant site and structure. The HAPB found that subject structure qualifies as a
local sig.nificant historic structure pursuant to criteria "a" and "b" of the Designation Criteria as
listed in the LDC Section 2.03.07.E.I and as noted below:
a. Association with distinctive elements of the cultural, social, ethnic, political,
economic, scientific, religious, prehistoric and architectural history that have
contributed to the pattern of history in the community, Collier County, the state or
the nation.
b. Association with the lives of persons significant in histOlY.
The Bula Missionary Baptist Church of Copeland, Florida was built for the African-American
families in the community who workcd for the Lee Tidewater Cypress Company in the I 940s.
African-Americans played an impOliant role in the founding of Copeland and provided much of

the labor force. The completion of the Florida Railroad opened up the interior of Florida for both
settlement and trading and helped cstablish Collier County. The Lee Tidewater Cypress
Company operated extensive sawmill and logging operations in Collier County west of Copeland
in the early ] 900s. In the 1940s the company built a new logging railroad out of Copeland,
Florida. Logging of the cypress started in ] 944 in response to wartime needs. An average of
] ,000,000 board feet per wcek was harvested from this facility. The trees were removed from the
swamp via temporary railroads, which were built along roadbeds created by draglines. The
logging operations started in the south in what is now Fakahatchee Strand State Preserve, and
moved north through the refuge area. Lee Tidewater Cypress Company was instrumental in
providing logging material during the World War II however, by 1957, the last trees were
harvested.
Whilc the subject structure itself is of no architectural significance it is locally significant
because it was the only church that would serve the local African-AmeIican residents in
Copeland working at the Lee Tidewater Cypress Company. It is a simple two-story frame
structure of a style common to the early 1900s. The church was built in the 1940s and the
parsonage is a rectangular frame and timber two-story vernacular structure with a low pitched
gable roof. Recent storms have damaged the structure, and the building has becn boarded up and
repairs have not been made. The Collier County Building Review and Permitting Dcpartment
determined that the building was not suitable for habitation in its damaged condition and the
Code Enforcement Department has given a Notice of Violation for an unsafc structure. Since this
petition was up for a historic designation, Code Enforcement has agreed to hold off on the code
case (2007]00162) until the designation is complete. If the BCC determines this structure is
historically significant, County staff and the applicants have agreed to work together to
accomplish the dream of Frances Hodge and utilize this structure as a community center.
The Bula Missionary Baptist Church was renamed in 2002 to The Frances Hodge Community
Center. Douglas O. McGoon, Jr. was the steward of The Bula Missionary Baptist Church. After
Mr. McGoon passed away, his fan1ily and Marilyn Reynolds (caretaker of the church) deeded the
church property to the oldest living member of the parish, Frances Hodge. It was Ms. Hodge's
wishes to dedicatc the church to the community for a center that would bc utilized by everyone
in the arca. Frances Hodge passed away August 17,2007.
The Frances Hodge Community Center is in nced of major repairs as well as protection from the
adverse weather conditions. The much needed repairs will reinforce its structure without
changing the footprint of the structure. The rehabilitation of thc structure will not change the
look ofthe original dcsign of the church that served the African-American residents of Copeland.
According to the Everglades Society for Historical Preservation, preliminary plans are underway
to repair the community center; however, the estimated costs to repair the structural damages and
interior improvements will be excessivc. Fortunatcly, Sammy Hamilton, Mayor of Everglades
City, has committed to seek funding !cJr the rcstoration of the Community Center; however,
funding sources had not yet been identified for the restoration. The Everglades Society for
Historical Preservation hired an independent contractor to asscss the structural integrity of the
building and has agreed to reconstruct the building as best as can be possible to its original
historic state. The findings and rccommendations are as follow; the damage is local and has

affected the outside structure and can be replaced and framing is fixable.
It should be noted that Section 2.03.07.E.2.y-dd of the LDC offers some incentives to encourage
historic preservation. These incentives include the ability of the property owner to obtain relief
from the Standard Building Code and dimensional variances from the LDC required setbacks as
noted below:
Building Code: Designated projects may be eligible for administrative variances or other forms
of relief from building codes as follows:
Repairs and alterations may be made without conformance to requirements of the Standard
Building Code when the work has been issued a Certificate of Appropriateness. . . provided that:
1. The restored building will be no more hazardous than it was in its original condition,
2. Plans are sealed by a Florida registered architect or engineer, if required,
3. The Community Development & Environmental Services (CDES) Administrator has
required the minimum necessary cOITection to be made before use, in the interest of public
health, safety and welfare.
Zoning Ordinance: Subject to the conditions contained in the LDC, a variance for any
historically designated site or structure can be approvcd regarding setbacks, lot widths, depths,
area requirements, and development regulations, open space and parking requirements and
similar variances not related to a changc in use of the propcrty.
Financial Assistance: Historically designated sites and structures are cligible for financial
assistance set aside for historic preservation projects by the State of Florida or the federal
governmcnt, provided they meet the requirements for those financial assistance programs.
Certificates of Appropriateness: Such certificates are issued by the Preservation Board for
designated sites before issuance of pennits to alter, excavate, relocate, rcconstlUct or demolish;
these are needed before the issuance of building, tree rcmoval, or demolition pern1its.
FISCAL IMPACT:
This petition by and of itself will not have a fiscal impact on Collier County. However, historic
designated sites and structures are eligible to receive financial assistance set aside for historic
preservation projects by the State of Florida and/or the fedcral government, provided it meets the
requirements ofthose financial assistance programs.
GROWTH MANAGEMENT:
The subject propeliy is in the Copeland Urban Area and is zoned Village Residential (VR-
ACSC-ST) Area of Critical State Concern Special Treatment Overlay as shown on the Future
Land Use Map of the Growth Management Plan (GMP). The Land Developmcnt Regulations
have becn adopted to implement the GMP in order to ensure protection of historic resources.
Policy 3.l:h of the Future Land Use Element provides protection of historically significant
properties.

LEGAL CONSIDERATIONS:
LDC Section 2.03.07.E.2.q. authorizes a property owner to petition for the historic designation of
a specific site or building. The Board of County Commissioners is to consider "the preservation
board's repOlis, findings, and recommendations, and upon consideration of the criteria and
guidelines set forth in Section 2.03.07.E., the Board of County Commissioners shall approvc, by
resolution, or deny a petition for historic designation." The criteria and guidelines are set forth in
full on page 1 of this Executive Summary. Should the Board elect to approve the designation,
then this site will be added to the official listing of all history sites and properties throughout
Collier County, which is coordinated through the Collier County Museum. The Resolution has
been prepared by the County Attorney's Office, and is legally sufficient for Board action. -JW
HISTORICAL AND ARCHAEOLOGICAL PRESERVATION BOARD (HAPB)
RECOMMENDA TION:
The HAPB heard this petition on November 21, 2007. At this meeting, HAPB voted 6-0 to

Missionary Baptist Church (The Frances Hodge Community Center) be officially designated as a
local historically significant site and structme.
RECOMMENDATION:

PROPERTY, COMMONLY KNOVv'N AS THE BULA
MISSIONARY BAPTIST CHURCH OF COPELAND. NOW
KNOWN AS THE FRANCES HODGE COMMUNITY CENTER,
AS A HISTORICALLY SIGNIFICANT SITE, PURSUANT TO
THE COLLIER COUNTY HISTORIC AND
ARCHAEOLOGICAL PRESERVATION REGULATIONS AS
PROVIDED FOR IN SECTION 2.03.07.E. OF THE COLLIER
COUNTY LAND DEVELOPMENT CODE.
WHEREAS, the Board of County Commissioners of Collier County adopted
Ordinance No. 91-70, the Hiscorkal and Archaeological Preservation Ordinance, on August 7,
1991, and subsequently incorporated this Ordinance into Section 2.03.07.E., Collier County
Land Development Code, Ordinance No. 04-41; and
\-VHEREAS, the Board of County Commissioners of Collier County seeks to
recognize the importance and significance of Collier County's historical heritage, and to this end
has enacted regulations to protect, preserve, and perpetuate Collier County's historic and
archaeological sites, districts, structures, buildings aod properties; and
WHEREAS. Section 2.03.07.8., Land Development Code. provides for official
designation of particular sites as historically significant and Section 2.03.07_E. prOVides
regulations to maintain the historic character of officially designated properties; and
WHEREAS, the Collier County Historic and Archaeological Preservation Board
reviewed and considered tbe historic designation of the Bula Missionary Baptist Church of
Copeland, now known as the Frances Hodge Community Center~ and
'WHEREAS, the Preservation Board voted to nominate the Frances Hodge
Community Center to the Board of County Commissioners for official designation in recognition
of the distinctive elements of the cultural, social, ethnic. religious, and, architectural history that
have contributed to the pattern of history in the community. the County, the State of Florida; and
WHEREAS, tbe Preservation Board hereby forwards said nomination to the Board of
County Commissioners.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:

Bula Missionary Baptist Church
Copeland, Florida
The Bula Missionary Baptist Church \vas built in the 1940's for the estimated 50 Black
families in the conmlunity, many who worked for the Lee Tidewater Cypress Company, a
logging company which provided wood for aircraft carriers during World War II. The
Church continued to be a place of worship for the Black conullunity until recent storms
damaged the building and it became too costly for the community to repair. The Church
was given to Ms. Frances Hodge as the oldest living member of the congregation after it
was dissolved. Ms. Frances died in Augus12007 just before her 101" birthday. She had
tile title changed to The Frances Hodge Com1lllUlity Center since it 'WllS her wish that the
Church remain a par1 of the commmuty.

DESIGNATION CRITERIA:
The Designation of Historical! Archaeological Sites, Structures, Districts, Buildings and
Properties as "Historically Significant" is authorized by Section 2.2.25.5 of the Collier County
Land Development Code. The reCDmmendatiou of the Historical and Archaeological
Preservation Board and the decision of the Board of County Conunissioners will be based On the
following criteria as found in Section 2.2.25.1 of the LDC. Provided a detailed response,
including any documentation or other resources, to each of the criteria, which is applicable to this
petition. For consideration by the Board of County Commissioners, the petition need only meet
one of the required criteria. Howevcr, a detailed response should be provided to any of the
criteria, which appear relevant.
1. Association with distinctive elements of the cultural, social, ethnic, political, economic,
scientific, religious, prehistOlic and architectural history that have contributed to the
pattern of history in the community, Collier County, the state or the nation; or
2. Association with the lives of persons significant in history; or
3. Embodiment of the distinctive characteristics of a type, period, method or materials of
construction, or that possess high altistic values, quality of design and craftsmanship, of
that represent an individual architect or builder's prominence or contribution to the
development of Collier County, Florida; or
4. Location of historic or prehistoric activities such as habitation, religious, ceremonial,
burial, fortification; etc. during a particular period to time, and may maintain a sufficient
degree of environmental integrity to reflect some aspect of the relationship of the site's
original occupants to the environment; or
5. All historic or prehistoric site which has been severely disturbed but which may still
allow useful and representative data to be recovered; or
6. Have yielded or are likely to yield information on local history or prehistOlY; or
7. Derive their primalY significance from architectural or artistic distinction of historical
importance; or
8. Is the birthplace or-grave of an historical figure or is a cemetery which delives its
primary significance from graves of persons of transcendent importance, from age,
distinctive design features, or from association with historic events; or

I AM FAXING YOU THE DEED AND DESCRIPTION OF THE LAST TRANSFER OF THE PROPERTY. I
ALSO FOUND IF YOU ARE INTERESTED:
THE DEED TRANSFER OF PARCELS 59,60,61 & 62 FROM MR & MRS MCGOON TO THE BULA
MISSIONARY BAPTIST CHURCH AFTER HE CUT OFF THE PARCEL WITH THE nvo HOUSES TO
DEACON BROCKINGTON IN OCTOBER 1979.
THE SURVEY DESCRIPTION OF PARCELS 59,60,AND 61 TO DONNIE MACDOWELL IN AUGUST 1984
LEAVING JUST THE SMALL PARCEL 62 FOR THE CHURCH.
DOUGLAS O. MCGOON, JR CONSIDERED HIMSELF TO BE THE BULA MISSIONARY CHURCH. AFTER
HE DIED, HIS SON DOUGLAS O. MCGOON III AND HIS SISTER WHO BOTH LIVED IN CALIFORNIA
PUT MARILYN REYNOLDS IN CHARGE OF WHAT PROPERTY WAS LEFT TO THEM IN FLORIDA. SHE,
WITIi HIS CONSENT LEFT MS FRANCES AS AGENT FOR THE CHURCH PROPERTY AS SHE HAD BEEN
FOR YEARS.
I ALSO FOUND A TEN PAGE APPRAISAL DONE BY PAUL E. LEES, AN EVERGLADES CITY REALTOR
FOR DOUG MCGOON IN OCTOBER OF 1979 THAT DESCRIBED AND VALUED THE PROPERTY
OWNED BY THE CHURCH AT AT TIME, I BELIEVE THIS WAS DONE FOR TAX PURPOSES, BUT IT
NOTED THAT THE PROPERTY WAS A BLACK CHURCH FOR GENERATIONS, DESCRIBED IT AND
VALUED IT.
I ALSO HAVE THE DOCUMENT OF CERTIFICATE OF STATUS OF THE FRANCES HODGE COMMUNITY
CENTER, INC.
I WILL BE GLAD TO SEND ALL OR ANY PART OF IT.
