EXECUTIVE SUMMARY
HD-2008-AR-I2980, Patricia and Steve Huff request a Historic Designation for JT's Island
Grill and Gallery, located on the east side of Mamie Street in Section 36, Township 53,
Range 29, Chokoloskee, Florida.
OBJECTIVE:
To have the Board of County Commissioners (BCC) consider a Historic Designation application
for JT's Island Grill and Gallery pursuant to Section 2.03.07.E of the Land Development Code
(LDC).
CONSIDERATIONS:
The BCC adopted Ordinance 91-102 establishing the Historical and Archaeological Preservation
Ordinance. This Ordinance was enacted to protect, preserve and perpetuate Collier County's
historic and archaeological sites, districts, structures, buildings and properties. The BCC may
distinguish properties with architectural and/or historical significance by designating them as
local historic landmarks.
The CUlTent owners of JT's Island Grill and Gallery, Patricia and Steve Huff, would like to obtain
a Historical Designation from Co llier County so they can preserve the structure and continue its
tradition. The submitted application for historic designation is required to be presented to The
Collier County Historic and Archaeological Preservation Board (HAPB) for their review and
recommcndation.
The HAPB reviewed and considered the application for histmic designation of JT's Island Grill
and Gallery during their public meeting on November 21,2007. At this meeting, HAPB voted 4-
o to forward petition HD-200S-AR-129S0 to the BCC with a recommendation that JT's Island
Grill and Gallery be officially designated as a local historically significant site and structure. The
HAPB found that JT's Island Grill and Gallery qualities as a local significant historic structure
pursuant to criteria "a" and "b" of the Designation Criteria as listed in the LDC Section
2.03.07.E.I and as noted below:
a. Association with distinctive elements of the cultural, social, ethnic, political,
economic, scientific, religious, prehistoric and architectural history that have
contributed to the pattern of history in the community, Collier County, the state or the
nation.
JT's Island Grill is the original business of early pioneer settler e.G. McKi.11.11ey. The original
structure was built in the 1920's by Barron Collier and used as a small office behind the Rod &
Gun Club in Everglades City. It was moved to Chokoloskee after the causeway linking the two
islands was completed in 1955.
The McKi.11.11ey's Store has evolved since that time, but has remained the meeting place of
Chokoloskee. The original business was a general store and has been operated continuously as a
general store and restaurant by a number of local fanlilies, including the Brown's, Hamilton's,

Week's, Kelley's, and Wells. It was renamed JT's when bought by John and Fran Tifft in 1989.
The CUITent owners of JT's Island Grill & Gallery showcase local artists from around the state, as
well as, everything from home-made soaps and sea salt baths to antique window paintings and
hand-crafted fine jewelry. They also keep a selection of books by Florida authors and on Florida
subjects and are still considered "the best little out-of-the-way cafe" in the Everglades.
b. Association with the lives of persons significant in history.
JT's Island Grill & Gallery was originally established circa l890 as e.G. McKinney General
Store. Mr. e.G. McKinney (one of the very first to settle in the southwest Everglades, in 1880)
was a writer, postmaster, shop owner, farmer and acted as a doctor delivering many of the
islands' children for over 50 years. For 20 years (until his death), e.G. McKinney wrote a
weekly article for The American Eagle writing under the Pen name - Progress. Just after the
1926 hurricane, e.G. McKinney had a heart attack and passed away on October 16, 1926, on the
dock at Everglades where he had gone for a load of freight for his store at Chokoloskee.
Sometime thereafter, the business was moved by a new owner into a different building nearby on
the same beach. After the road to the island was built in 1956, Doc Brown moved the business to
its present location.
Section 2.03.07.E.2.y-dd of the LDC offers some incentives to encourage historic preservation.
These incentives include the ability of the property owner to obtain relief from the Standard
Building Cod.e and dimensional variances from the LDC required setbacks as noted below:
Building Code: Designated projects may be eligible for administrative variances or other forms
of relief from building codes as follows:
Repairs and alterations may be madc without conformance to requirements of the Standard
Building Code when the work has been issued a Certificate of Appropriateness. . . provided that:
I. The restored building will be no more hazardous than it was in its original condition,
2. Plans are sealed by a Florida registered architect or engineer, if required,
3. The Community Dcvelopment & Environmental Services (CDES) Administrator has
required the minimum necessary cOlTection to be made before use, in the interest of public
health, safety and welfare.
Zoning Ordinance: Subject to the conditions contained in the LDC, a variance for any
historically designated site or structure can be approved regarding setbacks, lot widths, depths,
area requirements, and dcvelopment regulations, open space and parking requirements and
similar variances not related to a change in use of the propeliy.
Financial Assistance: Historically designated sites and structures arc cligible for financial
assistance set aside for hi storie preservation projects by the State of Florida or the federal
government, provided they meet the requirements for those financial assistance progran1S.
Certificates of Appropriatcness: Such eeltificates are issued by the Preservation Board for
designated sites before issuance of pcnnits to alter, cxcavate, relocate, reconstruct or dcmolish;
these are needed before the issuance of building, tree removal, or dcmolition permits.

FISCAL IMPACT:
This petition by and of itself will not have a fiscal impact on Collicr County. However, historic
designated sites and structures are eligible to receive financial assistance set aside for historic
preservation projects by the State of Florida and/or the federal government, provided it meets the
requirements of those financial assistance programs.
GROWTH MANAGEMENT:
The subject property is Village Residential (VR) as shown on the Future Land Use Map of the
Growth Management Plan (GMP). The Land Development Regulations have been adopted to
implement the GMP in order to ensure protection of historic resources. Policy 3.I:h of the Future
Land Use Element provides protection of historically significant properties.
LEGAL CONSIDERATIONS:
LDC Section 2.03.07.E.2.q. authorizes a property owner to petition for the historic designation of
a specific site or building. The Board of County Commissioners is to consider "the preservation
board's reports, findings, and recommendations, and upon consideration of the criteria and
guidelines set forth in Section 2.03.07.E., the Board of County Commissioners shall approve, by
resolution, or deny a petition for historic designation." The criteria and guidelines are set forth
on page 1 and page 2 of this Exeoutive Summary. Should the Board elect to approve the
designation, then this sitc will be added to the official listing of all history sites and properties
throughout Collier County, which is coordinated through the Collier County Museum. The
Resolution has been prepared by thc County Attorney's Office, and is legally sufficient for

HISTORICAL AND ARCHAEOLOGICAL PRESERVATION BOARD (HAPB)
RECOMMENDATION:
The HAPB heard this petition on November 21, 2007. At this meeting, HAPB voted 4-0 to
forward petition HD-200S-AR-129S0 to the BCC with a recommendation that JT's Island Grill
and Gallery be officially designated as a local historically significant site and structure.
RECOMMENDATION:
Staff recommends that the BCC approve Petition HD-200S-AR-129S0 JT's Island Grill and
Gallery as a local historically significant site and structure.

John and Fran Tiffi in 1989. Avery Stunner purchased the building in 2000 and
expanded the business to include a gifi shop, gallery and coffee bouse. lJl October 2007
the property was sold to Patricia and Steve Huff \vho plan to continue its tradition.

DESIGNATION CRIfERIA:
The Des;gnatioll of Historical/Archaeological Sites, Structures, Districts, Buildings and
Properties as "Historically Significant" is authorized by Section 2.2,25.5 of the Collier County
Land Development Code. The recommendation of the Historical and ll,.rclw.eological
Preservation Board and the decision of the Board of County Commissioners will be based on the
following criteria as found in Section 2.2.25,1 of the LDC. Pl'Ovided a detailed response,
lncluding any documentation or other resources, to each of the criteria, which is applicable to this
petition. For consideration by the Board of County Commissioners, the petition need only meet
one of the required criteria. However, a detailed response should be provided to any of the

A RESOLUTION DESIGNATING THE
PROPERTY COMMONLY KNOWN AS JT'S
ISLAND GRILL AND GALLERY, AND
DESCRIBED IN THE ATTACHED EXHIBIT
"AU, AS A HISTORlCALLY SIGNIFICANT
SITE, PURSUANT TO THE COLLIER COVNTY
HISTORIC AND ARCHAEOLOGICAL
PRESERVATION REGULATIONS AS
PROVIDED FOR IN THE COLLIER COUNTY
LAND DEVELOPMENT CODE.
WHEREAS, the Board of County Commissioners of Collier County adopted
Ordinance No. 91-70, the Historical and ./v'chaeological Preservation Ordinance, on
August 7, 1991, and subsequently incorporated this Ordinance into Section 2.03.07.E.,
Collier County Land Development Code, Ordinance No. 04-41; and
WHEREAS, the Board of County Commissioners of Collier CoWIty seeks to
recognize the-importance and significance of Collier County's historical heritage, and to
this end has enacted regulations to protect, preserve, and perpetuate Collier County's
historic and archaeological sites, districts, structures, buildings and properties; and
\VHEREAS, Section 2.03.07.10., Land Development Code, pro;ides for
official designation of particular sites as historically significant and Section 2.03.07.E.
provides regulations to maintain the historic character of officially designated properties;
and
WHEREAS, the Collier County Historic and Archaeological Preservation
Board reviewed and considered the historic designation of J1's Island Grill and Gallery at
a public meeting held for that purpose; and
\VHEREAS, the Preservation Board v'oted to nominate JT1s Island Grill and
Gallery to the Board of County COJ11lTlissioners for official designation in recognition of
the importance and significance of this site in the County's historical heritage; and
WHEREAS, the Preservation Board hereby fom.ards said nomination to the
Board of County Commissioners.
NOW, THEREFORE, BE IT RESOLVED BY The Board of County
Commissioners of C.ollier County, Florida, that:
In recognition of its important and significant place in the historical heritage
of CoHier County and South Florida, the property commonly known as JT's Island Grill
and Gallery and legally described in the attached Exhibit "A", is hereby designated as an
historic site,

BE IT FURTIIER RESOLVED that JT's Island Grill and Gallery shan
hereafter be subject to the Historic and Archaeological Preservations Regulations of the
Land Development Code as they pertain to historically designated property, including all
