EXECUTIVE SUMMARY
Recommend approval of the recently completed Manatee Park Master Plan; Approval of
staged approach to the park deyelopment; and approye of a time and material, not-to-
exceed proposal to Corzo Castella Carballo Thompson Salman, P.A. (C3TS) to develop a
Design Criteria Package to be utilized for design-build bidding and package solicitation for
a total amount of $193,950.
OBJECTIVE: To approve the recently completed Manatee Park Master Plan and obtain
approval to proceed with a staged approach to park development and authorize the development
of a Design Criteria Package to be used in design-build bid package for this project. The cost to
deyelop the Design Criteria package is estimated at $193,950 on a time and material, not-to-
exceed basis.
CONSIDERATIONS: The County is proposing to deyelop a 60 acre parcel located in East
Naples adjacent to Manatee Elementary School in the vicinity of Roost and Manatee roads into a
predominantly passive park with isolated active elements.
A phased approach is recommended to develop this park. In the initial phase of the park
deyelopment the park infrastructure will be completely developed. Infrastructure deyelopment
will include earthwork, utilities, drainage and roadways. The park will also include a dog park,
maintenance compound, tennis courts, volleyball courts, horseshoes, bocce-ball, playground,
splash deck, golf green, picnic areas, open play areas and supporting restrooms, pathways and
shelters. Additionally, through an inter-local agrecment with Collier County Public Schools the
existing lake will be expanded and deeded to the county. This will allow the public to utilize the
lake concurrent with the park; the county to utilize the fill material from the lake for construction
of the park; and, the county to maintain the lake consistent with the recreational needs of the
community. The approximate cost of the initial phase development is $8,000,000.
The second phase of the park development will be to build the complete Community Building
Complex: The Community Building Complex will include a 6,700 SF community center
building with capacity for 235 people; a 3,300 SF fitness center with capacity for 40 individuals;
and a 6,700 SF day care center with a capacity for approximately 150 children. It is expected the
completion of the Community Building Complex will cost an additional $7,000,000.
The total cost of developing this park is estimated at approximately $15,000,000.

Development of a Design Criteria Package to be used as the basis of our design-build bid
package will be by C3TS on a time and material basis and not to exceed $193,950. The Design
Criteria Package will not only include the initial park deyelopment phase but also an option for
the Community Building Complex. Once design-build quotes are received, the cost and
schedule of both phases of this project can be further developed and appropriate
recommendations presented for funding. A design-build contracting method has been selected
on the project due to the relatiYely straight forward nature and complexity of this project along
with the economic enyironment within the consulting and contracting industries.

ADVISORY COMMITTEE RECOMMENDATIONS: The Parks and Recreation Advisory
Board voted to approve the Park master plan, approval of the phasing approach to Manatee Park
development and approval of the work order to C3TS to develop the Design Criteria Package on
4/1 6/2008 by unanimous vote.
COUNTY ATTORNEY FINDING: The County Attorney has reviewed and approved this
item for form and legal sufficiency.
FISCAL IMPACT: The Source of funds is from Parks & Recreation Fiscal Impact Fee Fund
346, Project 801222. Sufficient funds are ayailable to fund the Design and Criteria for $193,950.
Additional funds for the total estimated cost are currently not available.
GROWTH MANAGEMENT IMPACT: Manatee Community Park satisfies requirements of
the Growth Management Plan and will be inventoried within the growth management plan.

Dear Mr. McAlpin:
The firm of Corzo Castella Carballo Thompson Salman, P.A. (C3TS) is pleased to
submit this price proposal for the above referenced project for your review and
consideration. We look forward to the opportunity of working with Collier County (County).
It is our understanding that the County is proposing to develop a Parks facility on a 60 acre
parcel of property that is currently undeveloped. The facility, to be known as Manatee
Park, is intended to be a predominantly passive park with isolated actiye elements.
The scope of the park will be based on the Master Plan developed in the previous stagE
the project. The initial phase of park development is intended to include the majority VI
underlying infrastructure improvements including earthwork, utilities drainage and
roadways. The park will also include a Dog Park, Maintenance Compound, Tennis Courts,
Volleyball Courts, Horseshoe, Bocce Ball, Playground, Splashdeck, Golf Green, Picnic
Areas, Open Play Areas and supporting restrooms, pathways and shelters. Ultimately the
park is intended to contain a Community Center with Meeting Rooms, Fitness Center,
Game Room, Administrative Offices and a Child Care Center.
At this time, we understand that the County wishes to continue to develop the approved
Site Plan into preliminary plans with a Design Criteria Package to be utilized in the
adyertisement for a Design Build Contractor. Concurrent with this effort, the County wishes
to proceed with the processing of permits through the SFWMD and the County CDES.
Consultant Scope
Phase 2 - Schematic Design and Plans Development

The CONSULTANT will continue design efforts for the elements selected to be
included in this phase of Construction. The degree of design completion will deper>rl
on the project element and its relation to permitting and plans development.

Plans Development
The CONSULTANT will develop preliminary plans to better define the intended
scope of the project. The degree of plan development will vary depending on the
project element and its relation to permitting and the ultimate Design Criteria
Package (DCP). The plans indicated below will be accompanied by notes and the
DCP written narrative that will provide a descriptiye supplement to the design intent.
Following is a list of various plan components and the anticipated degree of plan
development

. Site Plan - The site plan is anticipated to be 75% complete to account for
permitting requirements through the Site Deyelopment Plan reyiew process
· Paving Grading Drainage Plans - The Master PGD Plan is anticipated to be
at least 50% complete to indicate the oyerall system with drainage patterns
and general grading. Large scale plans of the park with specific grading will
be left to the Design-Builder. Detail Sheets may be proYided as necessary to
secure permits and communicate design intent.
. Utility Plans - Master Plan of the proposed water and sewer systems are
expected to be at least 50% to show the layouts, sizes and operating
parameters of the elements. Element specific plans and profiles with
elevations will be left to the Design-Builder. Detail Sheets may be provided
as necessary to secure permits and communicate design intent. Plans for
water utilities will be limited to on-site development. Plans for sewer
development require construction to extend along Roost Road to Manatee
Road. This part of the deyelopment will not be specifically designed or
surveyed and will be deferred to the responsibility of the design build team.
. Architectural Plans - Building Plans are anticipated to be developed to
Schematic Design Phase to show floor plans and eleyations for the intended
design. Additional schedules and details may be added as necessary to
communicate the design intent. The services for the main Community
Center building have been separated into a distinct task that can be included
or excluded at the direction of the County pending the funding available for
the project budget.
. Building Systems - Design intent for Structural, Electrical, Mechanical and
Fire Protection are anticipated to be communicated through written narrative
specifying the systems, standards, materials, code references, performances
and other qualifying characteristics. A simple schematic plan may be
included for Structural if deemed necessary to communicate the design
intent.
. Electrical and Communication Services - A schematic plan may be required
to indicate service points and/or proposed easements for service proyiders.
Otherwise, it is anticipated that the provision of electrical, phone and cable
services will be communicated through written narratiye.
· Landscape Architecture - It is anticipated that Landscape Plans will be at
least 50% complete to allow for Site Development Plan Review. It is also

anticipated that a Site Furnishings Plan will be at least 50% complete in order
to communicate project scope. Detail Sheets may be provided as necessary
to secure permits and communicate design intent.
. Irrigation Plans - It is anticipated that Irrigation Plans might require a
schematic plan for the major system components. Specific zone and
sprinkler head layout will be left to the Design Builder. Detail Sheets may be
proYided as necessary to secure permits and communicate design intent.
Otherwise, this element will be specified through written narrative.
. Additional Survey - Additional survey will be performed to provide legal
descriptions and sketches for the lake property being conveyed by the school
board.
Phase 3 - Permitting
Permitting
The Consultant team will be responsible for preliminary permitting in order to
address significant project concerns prior to engaging a Design Build team. It is
anticipated that the status of permits will be at various stages at the end of '
Design Criteria Package Phase. Following is a list of various permitting efforts ai,,,
the anticipated leyel of completion.
. Site Development Plan - The Consultant team will apply for and process an
SDP package through the Collier County CDES. It is anticipated that we will
address the major comments that materially affect the design of the project.
However, it is anticipated that the permit will not be finalized at the time of
RFP. We anticipate having a list of outstanding comments that will be
included in the RFP package. The design builder would then be responsible
for incorporating the necessary comments and finalizing the permitting
process prior to construction
. Drainage Permits - The Consultant team will apply for and process an
Environmental Resource Permit (ERP) package through the South Florida
Water Management District (SFWMD). Similarly, we anticipate addressing
the major comments while leaving a list of outstanding comments for the
design build team to address during final processing.
. Environmental Permits - The Consultant team will process the environmental
components of the ERP and SDP. The ERP process includes review and
processing from the Army Corps, Fish and Wildlife, DEP and other state
agencies. It is anticipated that the enyironmental aspects of these permits
will need to be satisfied prior to proceeding to the Design Build RFP process.
. Water Use Permit - It is anticipated that the SFWMD Water Use Permit 10""1
be applied for and processed by the Design Build team.
. Utility Permits - It is anticipated that the processing of local utility permits will
be filed and processed by the Design Build team.

· Building Permits - It is anticipated that the Design Build Team will be
responsible for filing and processing of all building permits.
· Concession Permits - It is anticipated that the Design Build Team will be
responsible for any kitchen permits through DBPR Hotels and Restaurants.
· Utility Coordination - The consultant will provide additional coordination for
the provisions of utility services at the park entrance. Utility locates and
softdigs will be performed to identify existing utilities within the right-of-way of
Roost Road in front of the park.. Additional survey will be performed to
collect the location data and show those utilities on the survey.
Phase 4 Design Criteria Package
The CONSULTANT shall prepare Design Criteria Documents consisting of concept
drawings and other documents illustrating the scale and relationship of Project
components. The criteria design submittal shall include:
a) Request for Design-Build Qualifications (RFQ)
b) Request for Design-Build Proposals (RFP);
c) RFQ weighted selection criteria and Procedures;
d) Master Plan Concept
e) Concept site plan
f) Concept floor plans
g) Concept elevations indicating aesthetic characteristics;
h) Permit packages and outstanding comments
i) Equipment requirements;
j) Performance specifications;
k) Legal Description;
I) Survey Information
m) Interior space requirements;
n) Material quality standards;

It is anticipated that this project will be advertised in a two step process. The Request for
Design-Build Qualifications (RFQ) solicits submittals of relevant experience, references,
bonding capacity, etc, for the purpose of pre-selecting a group of design-build teams with
the capabilities to perform the project. After short listing the qualified teams, the RFP will
request the project specific technical design and price proposal for the project.
Phase 5 Bidding and Evaluation
The CONSULTANT shall assist in the bidding and evaluation process by participating in the
following actiyities:
. Evaluating and commenting on qualification packages for the submittals for
the Step 1
. Attending a short listing meeting with the selection committee
. Attending pre-bid meeting for the short-listed proposers.
. Addressing RFl's and issuing addenda regarding questions raised during the
bid process
. Eyaluate the Step 2 Proposals from the short-listed teams
. Attend selection committee meeting to assist in the evaluation of team
presentations and to rank proposers
. Assist in negotiation by evaluating alternate recommendations and yalue
engineering.
Meetings
C3TS will meet with the County at various stages throughout the planning phase.
Two meetings with the County are anticipated.
Deliverables
Throughout this phase, C3TS will deliver the results of our efforts as defined above.
We anticipate that deliyerables will include the following.

Deliverables will include five signed and sealed copies of various surveys and
documents, as well as additional unsigned copies as requested. Expenses for
deliverables will be charged as reimbursable as defined below.

ADDITIONAL WORK
Phases for Design Review and Construction Administration will be performed in future
phases and are not a part of this proposal. Service under this work order terminate when
the Design Criteria Package is ready for advertisement.
CONSULTANT FEES
The performance of the attached Scope of Work will be billed in accordance with Contract
No 07-4153 "Professional Engineering Services for Coastal Zone Management Projects"
The Scope of Work will be performed on an Hourly-not-to-Exceed Basis for the Prime
Consultant and major Sub-Consultants. Minor Sub-Consultants with a defined scope of
work such as Surveying and Geotechnical Exploration will be billed as a lump sum.
Due to the nature of this proposal, there are work efforts that are indefinable at this time.
The permitting process will possibly raise questions that will affect the work effort involyed
in this proposal. Furthermore, the issue of joint permitting with the School Board and the
time implications involved could be a factor. As a result, this proposal represents an
estimate of the time and materials needed to perform the scope of services described.
The estimated billings for this project as described is $193,950.00 (One Hundred Ninety
Three Thousand Nine Hundred Fifty Dollars and Zero Cents) broken down as follows:

TOTAL BASE SERVICES
The Scope of Work described above will be performed with due diligence in regards to
schedule. It is anticipated that the scope will be completed in 180 Days from a Notice to
Proceed. This schedule assumes timely cooperation from the County and other necessary
Agencies.
We will bill you monthly for the percentage of services or hours of service rendered and for
any Reimbursable expenses.
