Executive Summarv
Review the results from the recently completed Vanderbilt Beach
Recreational Pier public workshops and obtain direction from the
Board of County Commissioners on how to proceed.
Objective: Review the recently completed public meeting results and obtain direction
from the Board of County Commissioners on how to proceed with the Vanderbilt Beach
Recreational Pier.
Considerations: On June 26, 2007 the Board of County Commissioners approved a
feasibility study to build a Recreational Pier at Vanderbilt Beach and on January 15, 2008
the Board of County Commissioners directed staff to conduct public workshops to
determine public input and support on this topic. Staff conducted public workshops at the
following times and places:
. Pelican Bay Property Owners Association on February 19, 2008 at the Pelican
Bay Community center with approximately 200 residents in attendance.
. District I on February 21, 2008 at East Naples Community Center with 6
individuals in attendance.
. District 3 on February 25,2008 at the Golden Gate Community Center with 13
individuals in attendance.
. District 5 on March 12, 2008 at Max Hasse Community Center with 8 individuals
in attendance.
. District 2 at St. John the Evangelists Catholic Church on March 18, 2008 with
approximately 300+ residents in attendance.
Community sentiment at all the public meetings expressed clear, overwhelming
opposition to the concept of a pier and facilities at Vanderbilt Beach road. Also evident
was the lack of significant community support from Collier County residents east of CR
951. Community concerns relative to traffic congestion, parking, security, quality of life
impact and reduced property values dominated all discussions. Additionally, residents
were concerned about the need for beach access and the location of the proposed
facilities.
There was however, support for a mixed solution with a potential pier located at Delnor-
Wiggins State Park or some other relatively less congested location and a combined
public restroom/snack bar facility constructed in the area approximating the current
public bathroom facility located just south of Vanderbilt Beach road.
Several options exist moving forward. Each of these options has various levels of
community support and is summarized as follows:
I. Construct the pier and facilities as presented at the end of Vanderbilt Beach road.
2. Retain the pier concept but relocate it to a more suitable location and build the
facilities within the Right-of-Way at the end of Vanderbilt Beach road.

3. Retain the pier concept but relocate it to a more suitable location and build the
facilities in the area approximating the current public bathroom facility located
just south of Vanderbilt Beach road. This would involve obtaining permission
from WCI (previously Coral Ridge - Collier Properties Inc.) as required by
restrictive deed covenants as well as a possible variance from SFWMD for a
conservation easement and height restriction.
4. Eliminate the concept of a pier and build the facilities within the Right-of-Way at
the end of Vanderbilt Beach Road.
5. Eliminate the concept of a pier and build the facilities in the area approximating
the current public bathroom facility located just south of Vanderbilt Beach road.
This would involve obtaining permission from WCI (previously Coral Ridge -
Collier Properties Inc.) as required by restrictive deed covenants.
6. Refurbish/remodel the existing bathrooms by only executing a cosmetic
refurbishment and not addressing any capacity needs.
7. Do nothing
The existing public bathrooms at Vanderbilt Beach are inadequate and in need of
expansion and replacement. Any significant work on these bathrooms other than a
cosmetic refurbishment will require elevated construction to comply with recently revised
FEMA flood guidelines. A significant investment must be spent in the near future to
expand/replace these bathrooms. Adding the snack bar, outside seating area and storage
area to the bathrooms provides the needed facilities and public amenities in the area,
Staffs concept of a snack bar and adjacent seating area would be similar to the facilities
at Clam Pass, Tigertail Beach or Lowdermilk Park. This snack bar would provide
economically priced menu items that would enhance the public's beach experience. No
sit down service would be anticipated but rather ordered and picked-up from a service
counter/window. This snack bar would replace the already existing concession of cold
drinks and snacks provided by Cabana Dan while adding hot foods similar to pizza, hot
dogs and hamburgers to the menu.
The restrooms, snack bar, and storage area if constructed in the area of the existing public
restroom would be a stand-alone elevated structure. Even though Collier County owns
this property, restrictive covenants in the deed would require WCI (previously Coral
Ridge - Collier Properties Inc.) to approve the concept, location and design. In addition,
staff continues to research related potential zoning and land development code issues that
may need further actions depending on Board direction to proceed. It is further
anticipated that the design of this facility would not exceed the originally proposed 5,400
SF but will include bathrooms, storage, snack bar and adjacent outdoor seating area.
Permitting a stand alone facility regardless of the location either in the Vanderbilt Road
Right-of-Way or the existing bathroom location would be significantly simpler than a
combined pier/facility project and most probably could be accomplished within 12
months. Construction could be accomplished in an additional 12 months making the total
project duration 2 years. Estimated development costs are $2.5M to $3.0 M and include
design, permitting, and engineering fees of $330,000.

Advisory Committee Recommendations: The Parks and Recreation Advisory Board
voted 5-1 on 4/16/2007 not to approve this item. Approval was with held largely for the
inclusion of a snack bar in the project scope.
County Attornev Findinl!s: The County Attorney has reviewed this item for form and
legal sufficiency and is working with Coastal Zone Management to review applicable
legal documents and provide direction.
Fiscal ImDact: The source of these funds will be Category "A" Beach Park Facilities
Fund (183), Tourist Development Tax. Current budgeted Beach Park Facility Fund
reserves total $1,924,800. It is anticipated that when permitting is complete that all
required funding will be in place.
A budget amendment is necessary moving dollars from Fund (183) reserves to the
appropriate Fund (183) project in order to fund any preliminary design contract.
Growth Manal!ement Impact: Depending on the approach and direction provided by
the Board of County Commissioners the impact to the Growth Management Plan may
vary, However, any approach taken will be consistent with the Conservation and Coastal
Management Element Policies supporting Objective 10.3 that addresses developed
coastal barriers and shorelines.
Staff Recommendations: Based on community input and prudent facilities planning,
staff recommends the Board direct the following actions:
1. Continue to work with Delnor- Wiggins State Park at the Regional and State levels
to determine the possibility of a recreational pier at that location.
2. Engineer, permit and construct an elevated, stand alone facility including
restrooms, snack bar with adjacent seating area and storage area in the current
public bathroom location just south of Vanderbilt Beach road. This plan is
contingent upon approval from WCI (previously Coral Ridge - Collier Properties
Inc.) for relief of certain deed restrictions and compliance with applicable zoning
and land development code (LDC) requirements.
3. If unsuccessful in obtaining approval from WCI (previously Coral Ridge - Collier
Properties Inc.) or successful resolution of potential zoning and LDC
requirements necessary to construct facilities at the existing Vanderbilt Beach
bathroom location; staff would then propose constructing these elevated facilities
in the Vanderbilt Beach road Right-of-Way as originally proposed. Six months
should be reserved to successfully resolve these issues before other options are
investigated.
4. Make a finding that any facilities constructed at this location are Beach Park
Facilities and authorize TDC 183 Fund monies to be used for this purpose.
5. It is understood this proposal would need to be presented and reviewed with the
appropriate regulatory agencies and advisory boards for recommendations prior to
being presented to the Board of County Commissioners for consideration.

Vanderbilt Pier Public Information Meeting for District 5, on this date at
6:00 PM at St. John the Evangelist Catholic Church, 625 11 th Avenue N,
Naples, Florida, with the following speakers present:

Introductorv Remarks
Commissioner Halas welcomed everyone to the meeting and introduced the other Collier
County Staff members that were present; spoke briefly about tourism, beach re-
nourishment, beach access, beach parking and the need to up-grade beach facilities.
Leo Ochs provided background on the feasibility study and how issues identified would
be dealt with if this project goes forward; indicated that Collier County was here to fulfill
the BCC directives to share with the Collier county community and to forward findings at
a future BCC meeting. Staff was to receive input/concerns from the entire community
via letter or e-mail and then report back to the BCC their findings. This is the last of a
series of five informational meetings held within the community.
Presentation
Gary McAlpin discussed concept of a recreational pier; presented aerials indicating
where facility would be constructed and various designs to be considered with shade
screens.
Permitting process with FDEP will take 2 to 3 years to permit project. Permitting will be
difficult but not impossible. All of the last 6 piers have been permitted by the state.
There will be minimal amount of impact to coral reefs but mitigation will be required.
The county has allowed $1,250,000 and has the unused mitigation credit from the
recently created artificial reef to offset mitigation requirements on this project.
The pier construction will take about 2 years to complete. A total of $8.6 million will be
spent for pier and facilities; $3,700 for office space/restrooms/snack bar is provide in
addition to 1,700 SF of observation deck. The observation deck will be elevated just over
the turn-around at the end of Vanderbilt Beach Road.
This project could also be done in phases. The concept would be to develop a master
plan footprint now, build the facilities as soon as permitting could be obtained and
concurrently begin permitting for the pier.
Traffic study has been completed and indicates sufficient capacity for increased traffic.
This traffic study was conducted in the middle of November 2007.
A capacity and shutdown analysis was done on parking garage since it was opened 18
months ago. The data indicates that the garage has only been shutdown four times a
month for about 30 minutes each time.
Public concerns that crime will go up as a result of an undesirable element visiting the
pier have proven to be unfounded. A review of the Naples Pier incident logs over the
past three years did not support an increase in crime. The Naples Pier has been a positive

structure for the community. The operation and security of the pier will be enforced by
the Collier County Park Rangers with support from Collier County Sheriffs Department.
This project is funded by TDC tax monies which are allotted for these types of projects.
The area will need to be rezoned from RT to Community Park
From a larger standpoint, there are 60 miles of coast in Collier County with only five
County public restroom facilities and one additionally within the City of Naples.
Public Comments and Questions
Questions and comments presented from the audience with the appropriate response were
as follows:
I. What are the benefits of this building? Receiving shifting statements from staff.
Understands that the people from the eastern part of the county and tourists want
the "pier experience"; opposed to the building of the pier.
Halas commented: Not just a fishing pier, it's also a recreational pier - creates an
atmosphere of solitude.
2. Made a statement that he sent a letter to the editor of a newspaper that if we need
a pier it should be at Delnor Wiggins Park. We build it and the state provides the
land. There is more room for parking there and it is buffered north by the park
and south by undeveloped land.
3. Asked if there were any piers in other residential areas and what impact it made;
also left a list of written questions with admin assistant to be answered by the staff
upon receipt.
Gary McAlpin listed some attributes and stated that pier experiences were
positive.
4. Comment made on why this meeting was not held in a larger place; what criteria
is base for pier proposal; thinks tourists attracted to beach rather than pier; fishing
off pier as opposed to fishing from beach; point was made that they did not see
anyone at the meeting that wanted the pier.
Gary McAlpin commented that 20% of the people are pro fishing from the pier; it
will also provide much needed facilities for the people.
5. Had environmental concerns; injury to pelicans was an issue; also concerned
about sharks being attracted to area; operating costs also a concern.

Gary McAlpin noted that the pier will have a fish cleaning station and there
should be no problems with sharks as there are none at the Naples Pier. Operating
costs are revenue neutral.
6. In favor of pier; thought it will prove to be a nice place and will help with much
needed public access.
7. Voiced concerns about having to stay 150 ft. from either side of the pier while
swimming; is a senior citizen and thinks this is unacceptable.
Gary McAlpin commented that he would have to look into this further. It may be
a State Ordinance.
8. In favor of the pier; it has good possibilities and will enhance the area; it will be
good for everyone.
Gary McAlpin thanked her for her comments.
9. Disappointed at only having one Commissioner at meeting. Comments made
regarding being able to walk on beach; will create traffic problems.
Gary McAlpin stated that Nick Casalanguida will speak to the traffic issues
shortly.
10. Addressed Commissioner Halas that the pier was against the wishes of his
constituents. Thought that a thorough feasibility study was not done.
Commissioner Halas commented that residents east of 41 need beach access and
the commissioners look to the needs of the entire community.
II. Comment regarding wildlife issues; people watch group involved; has issues with
taking hooks out of pelicans at Naples Pier and worries about that happening at
this pi er.
Gary McAlpin commented that pier was not just about fishing; that it will be
enjoyed by all.
12. Security concerns are a major factor; necessary to shut pier down at night; what
about night security.
Gary McAlpin commented that security is always a concern and that it will be
designed into the costs; cameras may be a possibility.
13. What percent of tourists come to Naples to fish?
Gary McAlpin commented that any type of tourism brings in tourist tax dollars.

14. Went to pier on Sunday and took pictures of child kicking pelican (brought
pictures with her); pelican with hook and pelican caught in net. How do you plan
to prevent more pelicans from being injured?
Gary McAlpin commented that some of these issues needed to be addressed
further.
15. Had issues with beach access; parking and towing problems; hiding places for
drug dealers.
Gary McAlpin stated that there is a parking structure for cars and there will be
security provided through the Sheriff s Department and will be paid for with
revenue neutral dollars.
16. Stated that he is for the pier and will love to fish from it and kids needs a place to
go besides the streets.
Gary McAlpin thanked him for his comments.
17. Also for the pier; it will not be like Ft. Myers as there will be no commercial
aspects involved; good for people who want to see sunset and cannot walk in the
saud.
Gary McAlpin thanked her for her comments.
18, Has the answer to beach access question - county should pay everyone's
admission to Delnor Wiggins; where will the kids play if they can't be within
150ft of either side of pier; what other uses can we make of money.
Gary McAlpin commented on parking garage and options for a shuttle.
Commissioner Halas said that he is working with the state park on parking issues
on Gulf Shore Drive.
19. What are the benefits of removing 300 feet of swimming area to tourists or
residents?
Gary McAlpin commented that this needs to be further addressed.
20, Questioned pier being built at the end of lmmokalee Road; is beach public
property near Ritz; also questioned public access; single street parking and
easement.
Gary McAlpin commented on further looking into pier/beach space; Bluebill's
sale of property as having a 30 foot easement;

21. Asked about the Ritz and where their beach ends and if we need beach access
why bother with a pier and not just facilities?
Gary McAlpin commented on the Ritz public property line being a Code
Enforcement issue.
22. Resident all for the beach not the pier; concerned about 300 feet being taken
away.
Commissioner Halas commented that he could not get the state to give back state
park; previous commissioners had no vision towards the future; address half
million on location to provide access.
23. How many people will use the pier and what will the additional costs be.
Gary McAlpin commented that he does not have all the answers.
24. In favor of pier because of handicap - wheelchair accessible.
Gary McAlpin thanked him for his comments.
25. What funds are available and can it totally pay for pier and up keep?
Gary McAlpin commented that $2.8 million is available and that the county has a
[mancial plan.
26. Would like more data to compare lengths of piers (Naples) and wants to know if
Clam Pass facilities are the same size.
Gary McAlpin commented that the pier will be the same size as the Naples pier
(1,000) feet and the snack bar similar to Clam Pass.
27. Comment made that she went to Naples pier and there was no parking there-
what about this pier.
Gary McAlpin commented on availability of parking garage,

problem.
Gary McAlpin commented that street parking should not be an issue and will look
further into the loss of beach space.
29. The current proposal is for a pier, snack bar, offices, etc. Think this should be

Commissioners.
30. Concerned that streets will be used for drag racing where homes are; questions
about child safety for 40 plus streets.
Nick Casalanguida commented that studies show that traffic will not be an issue;
there will only be site related incidences regarding speeding or circulation.
31. Comments made on spending money the county doesn't have.
Gary McAlpin commented that there is money in the budget for this project.
32. Comment made that there is no beach now because of the Ritz and we will also be
losing 300 more feet of beach.
Gary McAlpin commented that he will look further into this issue.
33. Statement make that HOA has received 53 calls and 120 or more e-mails to stop
pier from being built.
Gary McAlpin thanked him for input.
34. Thinks that pier will degrade five-start hotel and that they should just enlarge the
restroom area.

35. Statement that she jives near 951 and likes the parking garage - not the pier.

36. Asked for a show of hands on how many do not want the pier.
A show of hands was seen, but not counted.
37. Statement made that the pier will take up 26,000 square ft. of beach and
swimming space and it will be an atrocity.

who money was pushing the project.
Gary McAlpin commented that $35,000.00 was spent on project so far.
40. Commented that he does not want pier because it will increase traffic.
Gary McAlpin thanked him for comment.
41. Statement made that the pier will set a "down & dirty" social tone in the area.
Gary McAlpin commented that this will not be the case. The Naples pier has no
such problem either.
42. Pelican Marsh resident couldn't get to beach the other day because of traffic.
Gary McAlpin commented that Nick Casalanguida will address traffic issues.
43. Pelican Bay resident thinks the value of property will change if pier built.
Gary McAlpin commented that the pier will not cause this to happen.
44. Comment was made that pier will attract sharks because of the fishing; that there
was a 4 ft shark caught off Naples pier.
Gary McAlpin commented that he does not anticipate any shark attacks because
of the pier.
45. Comment made as to why Commissioner Halas wants the pier.
Commissioner Halas commented that he is here to get more information from
public.
46. Statement made that pier is not solution to increased access problem; opposed to
pIer.
Gary McAlpin thanked him for comment.
47. Concern regarding the maintenance and security costs.
Gary McAlpin commented that the costs were revenue neutral.
48. Concerns that the pier will cause erosion and deplete the money which should be
set aside for hunicane renourishment.

Gary McAlpin commented that the county is prepared for hurricane
renourishment.
49. Pelican Marsh resident wants to know where does the demand for pier come
from; is it mandated; where will money come from.
Gary McAlpin commented that the public would benefit from a pier and the
money will come from tourist tax dollars.
50. A show of hands was asked for again; wants issues addressed concerning walking
on the beach, traffic problems getting out onto Vanderbilt Road; there is no light.
Nick Casalanguida commented that we can't build road for tourist season and that
they will do a site impact traffic analysis.
51. Concerned that Commissioner Halas is evading questions on the who is the
"driving force" behind building the pier.
Commissioner Halas responded that there is no "driving force". The pier is being
built to accommodate all residents now and in the future.
52. Wanted it taken back to the commissioners that during the building process,
which will take about two years, the parking for workers and the general building
of the pier is going to have a very negative impact on the area.
Gary McAlpin commented that there will be some issues, as with any building
process.
53. En masse, the issue again surfaced about the driving force behind the pier.
Commissioner Halas commented that this was a plan to accommodate residents
who did not live in the immediate area and for the future population.
Commissioner Halas thanked the people for attending and Leo Ochos gave out the e-mail
address of the county website and instructions as to how to send their questions and/or
comments to the Commissioners.

Gary McAlpin Discussed concept for recreational pier. Presented aerials indicating
where facility would be constructed and various designs to be considered with shade
screens.
Permitting process with FDEP will take 2 to 3 years to permit project. Permitting will be
difficult but no impossible. All of the last 6 piers have been permitted by the state.
There will be minimal amount of impact to coral reefs but mitigation will be required.

Public Comments and Questions
1. Sue Levell- Had many concerns. Noted that from Christmas to March the roads
are packed and this will cause increased traffic. Please take snowbirds needs into
consideration. Fishing off the pier will bring in larger fish closer to the shore.
Parking is a problem and will only be worse with this pier. Fishing pier would be
better at Wiggins Pass. The restrooms are over used and need to be replaced.
Concerned about the quality of life they will haye if this pier is put in place.
Indicated concerned that crime will increase. The turnaround is already very
difficult to maneuver and with additional colunms installed for structure it will
only be more difficult. Indicated concerned that assessed property value will
decrease. Feels this is a very poor use of money.
2. Barbara Klanber - Feels the same was as Sue Levell. Why spend the money at
this end of town?
3. Bill Klanber - A message in its self that no people from District 1 showed up.

Introductorv Remarks
Gary McAlpin welcomed everyone to the meeting and introduced the other Collier
County Staff members that were present.
Presentation
Gary McAlpin Discussed concept for recreational pier. Presented aerials indicating
where facility would be constructed and various designs to be considered with shade
screens.
Permitting process with FDEP will take 2 to 3 years to permit project. Permitting will be
difficult but no impossible. All of the last 6 piers have been permitted by the state.
There will be minimal amount of impact to coral reefs but mitigation will be required.

Public Comments and Questions
Questions and comments presented from the audience with the appropriate response were
as follows:
1. Jay Walsh - Noted that he felt Naples Pier stinks, also extra traffic will make it very
difficult as the beach at Vanderbilt is already crowded. Has the county looked other
place to place this pier?
Gary McAlpin commented, the only practical place we have to place this pier is at
Vanderbilt. At the north end there is no room. We do not have the space to deal with
this type of a facility anywhere else. To repair the current restroom facilities we
would need to raise the facility up and expand; we currently have restricted covenants
with Pelican Bay in this area.
2. Jackie Bammed - lives at Gu1fshore and understood that this pier was being built to
draw tourist. Concerns of parking issues will increase and a structure over the
beautiful roundabout will take away from the area. We will also lose some of the
beach view and felt that we did not need two piers in Naples.
Gary McAlpin commented traffic would be addressed so any problems would be
minimal.
3. Paul Murphy - This pier will change the character of the beach. Typically, piers
become ugly over time. The only facility clean is at Clam Pass.
Gary McAlpin commented this will be built for 50 year storm not 50 year life, and we
will maintain the structure.
4. Carol Griffin - Carol is from Island Walk. She raised the questions, has anyone
asked the public if they have a desire for this? This pier is being forced on Naples. I
go to this beach for what it is today. Voiced her concern of not wanting to swim with
fishing hooks, and this pier will contribute to the bad smell.
Gary McAlpin commented, I can't answer this question. We were asked to do this
study by the BCC. Beach access has been very limited to all residents of Collier
County. Weare having this meeting just for the opposite reason, to get your input
and return to the BCC with your responses.
Commissioner Coletta commented that he has gone through this process many times
and the people that show up are the people that have a problem with the proposal.
People that don't show up don't have a problem. Collier County is growing and more
people will come if things are opened up and available. For every one person that is

against this I can give you 25 people that agree with the building this pier. Many
people in my district want this facility. We need to continue the course to go through
the process.
4. King Forness - Pelican Marsh - very strongly we haye more people and a beautiful
beach with limited amenities and space.
5. David Galloway - I am all for haying more access but constructively. The beach was
backed up today. Three days ago there must have been 100 pelicans at Naples pier
eating scraps. The restrooms are horrible. There are better ways to do this than
spending money for study after study. A restaurant will compete with restaurants in
the area. The Ritz Carlton, why do we want to lost tourist tax dollars from this five
star hotel? Where will we be in 10 years? Will we be another Coney Island? This
pier will not create a good atmosphere. Security problems. Why not use money for
something else. Do 50% increase on restrooms. Let's not ruin it.
Gary McAlpin commented, would be a major project just to do restroom.
6, Stephen Wright - A longtime fisherman - many nice spots to fish in Naples. Forget
the pier. Upgrade the restroom. Put money towards something else. Upgrade
Wiggins Pass.
Gary McAlpin commented, that Delnor Wiggins Pass they believe is at capacity.
Marla Ramsey commented, the state park close the doors before capacity is full. This
is a recreation area and they are not running as a recreational area. We manage
Barefoot beach for the state at no cost and have a good relationship with them.
7. Question - Will this go to the citizens to vote?
Gary McAlpin commented, no, we will take our finding back to the BCC that is why I
am requested that you fill out the forms we have provided and put in your own words
your concerns and questions.
8. Question - Will the traffic study be done by the I sf of April.
Gary McAlpin commented more work will need to be done first.
9. Question - What ifrestrooms were just to be done where would the funds come from.

to disturb the pristine beauty ofV.B. with any type of structure - let alone a massive-

socializing; with 6 food and beverage sources in the immediate area - 3 on the beach. 3
across Gulfshore Drive - iust 1 to 2 blocks away!! And with NOT ENOUGH
PARKING!!
From Jay Walsh: Commissioner Hallas has suggested that we need a location on
Vanderbilt Beach for residents to gather replacing the Chickie Bar from the old
Vanderbilt Inn. I suggest that a pier/restaurant at the north end of the beach would better
sere the residents and visitors to Collier County.
For these reasons:
There are no restaurants on or near the north end of the beach.
The county is already committed to investing 2+ million dollars for a turnaround and
elevated restrooms at the north end of the beach and adding 70 plus parking spaces.
There are three restaurants already on the south end of Vanderbilt Beach. Gtunbo Limbo
at the Ritz. The turtle and La Playa have beach locations. plus. Buzz's Lighthouse. the
Palm Beach Cafe and The Beach Store all serve the south end of the beach. The three
hotels collect TDC taxes to pay for the proposed pier and we would have a government

facility competing with local business. The Ritz Carlton has obiected to a per located
next to their Five Star facility.
The restrooms on the south end of VB could be upgraded for lOOk over two years to meet
FIMA guidelines. This would save the county approximately 2 million dollars.
The south end of Vanderbilt Beach is already congested. The additional traffic that the
?ier would generate plus normal increases in traffic with growth in the county would
make the Vanderbilt Beach Rd. area very difficult for all who use this on a dailv basis. I
ask the commissioners to exercise good fiduciary responsibility and not create a problem
that would be yery expensiye to solve with road widening needed much sooner than
growth alone would require.
If additional parking is needed at the north end of Vanderbilt Beach. I challenge the
county and the state to work quickly and in harmony to serve their common constituents.

people in the water because bail will attract sharks. This recreational pier" is unnecessary
because it will have ill effects on the recreations of choice by current users of Vanderbilt

In addition the "snack bar" will contribute to an excess of trash. will create offensive odor
and allow groups of?eoP!e to "hang out".
People come to Vanderbilt Beach because of the amenities it offers as it is today. This is
their CHOICE for recreation.
Why do yOU feel these facilities are "critically needed"?
96 incidents at Naples Pier - Ifwe have no pier we will avoid these incidents.
If the county wants to "increase beach access" than they need to open more/different
locations along the coast.
I personally feel that the $42.000 appropriated to "study the fishing pier" would haye
been better spent upgrading the bathroom facilities at V.B.
I personally feel that this construction should be a referendum item.

The other day I took the family and out-of-town guests to see the sunset at the
Naples Pier.
What we saw was very disturbing - all those people there to watch the sunset had
to watch some fisherman at the end of the pier dangling pelicans that were either caught
on hooks or entangled in fishermen's lines being made fun of
When my wife complained, she was told to go back where she came from
Well, we are full-time residents and have just as much right as others to be there.
Also, fishermen were casting with hooks on the line without regard to anyone
behind them. I saw two people get hit by a fish that was yanked up and onto the crowd.
There were fish just left to flop around on the deck while people walked by.
There was a fisherman who had cut up a small ray for bait; it was left out for
everyone to see - just under the sign saying not to do this.
After sunset we finally saw some non-uniformed police come out, but everyone
was leaving by then.
I'm not against fishing on the pier, but I thin that it should stop a half-hour before
sunset and not restune until a half- hour afterward

1. Concern regarding shark attaches and wanted to know ifthere had been attached
to the Naples Pier?
Gary McAlpin commented, not that we were aware of.
2. Why would the demand for this pier be at Vanderbilt and what about traffic and
parking at other facilities?
Gary McAlpin commented that we do not have traffic information at other county
facilities. We also do not have available space at other facilities to build a pier.
3. Suggestion was made for our Governor to be invitee down here to see the
improvements that we need.
Gary McAlpin noted that Collier County has had workshops and continues to
work with the State Departments.
4. Commit was made that they did not see anyone at the meeting that wanted the
pier. Raised the question if it wasn't more cost effective to add additional parking
at a different facility.
Gary McAlpin commented that we are very limited to where parking garages can
be added.
5. Noted that swimming would be a problem within 150 ft of each side of pier.
Gary McAlpin noted that he was not sure if no swimming zone meant no sitting
or wading zone. This is a County Ordinance and will be looked into.
6. If the no swimming ordinance enforced at the Naples Pier?
Gary McAlpin could not commit on this issue.
7. Gentleman voiced support of pier, but voiced concern if this was the best place.
Large buildings tend to look ugly at the end of a road and thought it would be
more like the current Naples Pier. We are talking about a year round facility that
is not full year round and I know because I live here.
Gary McAlpin commented that usage was high right now during season but will
go down after season. Additional studies will be made.

8. Will you never widen Vanderbilt Beach Road.
Gary McAlpin commented that he would not say that. If the report comes out we
will address that, but right now it is not at capacity.
9. Why doesn't the city do this project? The current facility is about 15 what will
the new facility look like in 15 years?
Gary McAlpin commented that part of this project would be to maintain the new
facility.
10. Commit was made very against what was going to be placed at this facility.
Gary McAlpin commented that we want to leave open what we will be placing at
this facility, be it a snack bar, restroom, meeting facilities, etc. This project could
be done in phases till more community support.
11. Commit was made that these meetings are a charade, Commissioners have said
pier is going in one way or another.
Gary McAlpin commented that this is not true and these meeting are not a
charade.
12. Commit was made that there are a number of places in Collier County to fish.
Very limited to go to the beach and enjoy without the smell of dead fish.
Gary McAlpin commented that it is hard to gage support when this project is so
far in the future. I bet at the Naples Pier it is not just limited to fishermen, so I
don't know why you would think this is built just for fishing?
13. Has the Fort Myers fishing pier been looked at? Not very pleasant.
Gary McAlpin commented that we looked at Naples as a bench mark.
14. Why not look at Fort Myers?
Gary McAlpin commented that Fort Myers a different area, more of a commercial
area.
15. Question was present, why so far out?
Gary McAlpin commented we need to go out 1,000 feet to get to water 20 feet
deep.

16. Commit was made that what is attracted to Naples Pier now is very different from
Vanderbilt. Suggested was made, why not have the county re-covenant with
Pelican Bay Property owners to build oyer existing facility.
Gary McAlpin commented we will look into that.
17. How are you going to gage how the people feel? I expected to see more people
here. Commissioner Colletta said his people were for it.
Gary McAlpin commented we will take all comments and answers and submit to
the BCC. We will place this on our website sometime in April.
18. Is it possible for the swimming ordinance to be changed?
Gary McAlpin commented yes it can but I can't say it will be.
19. Commit was made, what is shadow? All you will see is the wood not the water.
Gary McAlpin commented our opinion was it will not be blocked by structure,
point taken that you do not want view taken away.
20. What will the BCC do with this information you are providing?
Gary McAlpin commented I am not going to guess what the BCC will do.
21. Have we asked the hotelier what they want?
Gary McAlpin commented we do that at our monthly meetings and reviewed by
the TDC.
22. Question was asked if the new public water park was paying for itself.
Barry Williams commented that 90% paying for itself through the water park.
Softball parks do not pay for themselves. This year we should be at break even.
23. Commit was made that education should be built into this pier by Parks &
Recreation.
Commit was made that this was a good suggestion.
24. Question was raised about concerns of potential storms or hurricanes.
Gary McAlpin commented this pier will be built 20 feet tall to running wave
surge. It will haye the latest technology in design where areas of pier will be
removed till after storm.

Introductory Remarks
Dave Trucker welcomed everyone to the meeting and went over the procedures and setup for the
meeting and introduced the speakers.
Commissioner Halas introduced the staff; spoke briefly about tourism, beach re-nourishment,
beach access, beach parking and the need to up-grade beach facilities.
Leo Ochs provided a background on the feasibility study and how issues identified would be
dealt with if this project goes forward. Indicated that Collier County was here to fulfill the BCC
directives to share with Collier County Community and forward finding at a future BCC
meeting. Staff was to receive input/concerns from the entire community and then report back to
the BCC their fmdings in late March or early April 2008. This is the fIrst of a series if 5
information meetings held with the community.
Presentations
Gary McAlpin discussed concept of a recreational pier. Presented aerials indicating where the
facility would be constructed and various designs to be considered. The point was stressed that
at this time everything is preliminary.
Permitting process with FDEP will take 2 to 3 years to complete. Permitting will be difficult but
not impossible. All of the last 6 piers have been permitted by the state.
There will be minimal amount of impact to coral reefs but mitigation will be required. The
county has allowed $1,250,000 and has the unused mitigation credit from the recently created
artificial reef to offset mitigation requirements on this project.
The pier construction will take about 2 years to complete. A total of$8.6 million will be spent
for pier and facilities; 3,700 SF of office space/restrooms/snack bar is provided in addition to
1,700 SF of observation deck. The Observation deck will be elevated just over the turn around at
the end of Vanderbilt Beach road.
This project could also be done in phases. The concept would be to develop a master plan
footprint now, build the facilities as soon as permitting could be obtained and concurrently begin
permitting for the pier.
Traffic study has been completed and indicates sufficient capacity for increased traffic. This
traffic study was conducted in the middle of November 2007.
A capacity and shutdown analysis was done on parking garage since it was opened 18 months
ago. The data indicates that the garage has only been shutdown four times a month for about 30
minutes each time.
Public concerns that crime will go up as a result of an undesirable element visiting the pier have
proven to be unfounded. A review of the Naples Pier incident logs over the past three years did

not support an increase in crime. The Naples Pier has been a positiye structure for the
community. The operation and security of the pier will be enforced by the Collier County Park
Rangers with support from Collier County Sheriffs Department.
This project is funded using TDC tax monies which are allotted for these types of projects. The
area will need to be rezoned from RT to Community Park.
From a larger standpoint, there are 60 miles of coast in Collier County with only five County
public restroom facilities and one additionally within the City of Naples.
Public Comments and Questions
Dave Tucker began by expressing additional concerns for traffic and when the parking analysis
was done. In response, Gary McAlpin indicated that there will be a number of issues we will
look at as we move forward to address this concern. Nick Casalanguida also indicated that site
impact study and analysis will be done if the Commission elects to move forward with this
project.
Questions and comments presented from the audience with the appropriate response were as
follows:
1. Felt this was a slap in the face to the Ritz Carlton and it is an insult for Bay Colony
within Pelican Bay. Some nice people will use the pier but mostly a bad element and the
property yalues will decrease.
Commissioner Halas commented that security is one of our biggest concerns and will be
addressed. The County will not jeopardize your safety.
2. Where is the demand for a pier come from? Delnor- Wiggins Park has more room, why
not move the pier to that location?
Commissioner Halas commented that a lot of people that live on the other side of
Highway 41 have a hard time to get to the beach. This is where the demand is coming
from. And the Commissioners must look at the needs of the entire community.
Gary McAlpin commented that this is the only location in the County that will support a
pier. We have worked with the State Park and will continue to work with the State Park
to try to locate the pier at this location. Currently, there is not enough room to site a pier
anywhere but Vanderbilt Beach Road and the park is unwilling to consider this
possibility at their location.
3. Can't this be addressed though our state representative?
Gary McAlpin commented that this is something we can look at and address in our report
to the Commission.

4. A public apology was given to Commissioner Halas for remarks made under this item at
the January 15,2008 BCC meeting. The commenter then asked, what other projects were
being considered to improve parking in the area?
Commissioner Halas responded that Connors Park was being rebuilt to add 96 additional
parking spaces.
5. A questioner concurred with the need for facilities on the beach and asked ifthere was a
trade off if they agreed to the facilities in place of the pier? The questioner also asked if
in light of the increased traffic generated from these facilities, would it would be prudent
to widen Vanderbilt Road?
Nick Casalanguida commented that these facilities by themselves will generate no
demand and would be addressed in a really good site impact study.
Gary McAlpin commented that if the existing bathrooms were rebuilt, FEMA would
require them to be elevated 12 feet. Phasing the facilities would address the bathroom
needs and would be presented as an option to the Commission if community support for
the Pier was not evident.
6. A public speaker commented that the Ritz Carlton is important to Naples and this project
would have a negative effect on these establishments and TDC funds and for that reason,
this project should be abandoned.
7. A commenter asked, relative to the feasibility of this project, why are TDC monies being
used? How are they going to get the money; isn't it already committed? What about the
committees that these request have to go through?
Gary McAlpin commented that these requests will go to the CAC, P&R Advisory Board
and to the BCC. TDC Funds pay for beach park facilities and can only be used for these
type of projects. A funding analysis will be presented to the BCC with the results of this
public comment period.
8. A member of the public noted that the parking garage had been closed during the hours of
11-12 am. When full people will park on our property and there will be no privacy.
Commissioner Halas commented that he understands and appreciates this concerns and
that is what this meeting is about to make sure we are not looking in your living room.
Any proposal approved by the BCC will have an effective parking plan with it.
9. Concerned was expressed by a resident that this project will have a negative effect on
property values.

Commissioner Halas responded that the Naples Pier has been in Naples for a ntunber of
years and property values have not been negatively impacted but have increased.
10. A follow-up comment to Commissioner Halas noted that Naples Pier property was
deyeloped before the surrounding neighborhoods were established. Commissioner Halas
responded that the property values around the pier are not depressed relative to
comparable property in the surrounding beach community.
I I. A resident stated that he moved to Vanderbilt for the serenity and the pier will destroy
that serenity and that the rest of the community does not have a problem getting to the
beach.
Gary McAlpin stated that if anything is done, the objective will strive for the balance
between maintaining the quality of the beach experience for the current residents and
additional facilities and access for the balance of the community.
12. A resident felt very concerned that the existing restrooms are in disarray. Why not do a
20% improvement each year.
Gary McAlpin commented that the restrooms need to be rebuilt and expanded and that
would involye elevating to conform to new flood plain guidelines. Refurbishing 20 % a
year would violate current ordinances and trigger a rebuild. Renovations would not
enlarge the facility.
13. A resident expressed concerns about security and what exactly would be done to protect
the residents?
Marla Ramsey commented that we haye not resolved the exact type of security that
would be employed at the pier. Security would be by park rangers and then the sheriff s
office. The county has not resolved if security camera, locking the facility, 24 hour
presence or a combination of these would be implemented. Marla also commented that
the county can't increase the restroom facilities without violating PUD and deed
restrictions.
14. During season it is very difficult to make a left turn on to Vanderbilt Beach Road from
Gulf Shore Drive. The resident has concern that this project will prohibit making left
hand turns.
Commented that indicated that both sides of Vanderbilt Beach Road will be widened
sometime right after season. An In-depth traffic study will cover his concerns and be
presented to the community in the next phase of this project if it goes forward.
