EXECUTIVE SUMMARY
Recommendation to authorize the Chairman to sign Modification No.3 to U.S. Fish
and Wildlife Service (USFWS) Cooperative Agreement No. 401815J021 to fund
habitat restoration at the Railhead Scrub Preserve in the amount of $15,000.
OBJECTIVE: To have the Board of County Commissioners authorize the Chairman to sign the
attached Modification No. 3 of USFWS Cooperative Agreement No. 401815J021 to provide
reimbursable grant funds for habitat restoration at Railhead Scrub Preserve in the amount of
$15,000.
CONSIDERATION: The Board of County Commissioners approved the acceptance of USFWS
Cooperative Agreement No. 401815J021 on October 11, 2005, Item 16A13. The award is a
$250,000, 10-year Cooperative Grant Agreement through the Partners for Wildlife Program. As
stated in the Executive Summary from that date, "Future grant funds awarded through this
Cooperative Grant Agreement will be brought back to the Board as a modification of the original
agreement. "
The funds are to be used to perform various habitat restoration projects on Conservation Collier
properties. The priority emphasis for the USFWS Partners for Fish and Wildlife program is on
Federal trust resources (e.g., migratory birds, endangered and threatened species, wetlands,
fioodplains and riparian areas). The program emphasizes habitat restoration (I.e., hydrology and
vegetation), and to a lesser extent habitat improvement and creation. At least 50 percent of the
total project cost must be covered with in-kind services and/or non-Service funds.

Specific Conservation Collier projects are funded annually through the USFWS and are identified
as modifications to Cooperative Grant Agreement No, 401815J021. Over a 10-year period, the
USFWS will allow Collier County to receive up to $250,000 under this agreement. Below is a
breakdown of the funding to date:

FISCAL IMPACT: Collier County will receive $15,000 in reimbursabie USFWS funds in FY08. A
match in the amount of $29,800 is required for this grant. The County will use reserve funds from
the Conservation Collier Land Management Fund as the required match. These funds were not
budgeted into the current FY08 Natural Resources Grants Budget (117). The Natural Resources
Grants Budget (117) will need to be amended to reflect the increased revenues and expenses
associated with this grant award.

GROWTH MANAGEMENT IMPACT: The project will support Objective 7.3 of the Conservation
and Coastal Management Element, which requires the County to continue to Implement programs
that conserve and protect endangered and threatened wildlife species,
LEGAL CONSIDERATIONS: Approval of this Agreement Modification conforms to the County's
Grant Administration procedures. The Agreement will be signed for form and legal sufficiency.
Being that this Agreement increases funding to Collier County, Fish and Wildlife Service requires
Collier County to first execute the Agreement. This item is legally sufficient for Board Action. -

The Railhead Scrub Preserve is located east of Old US 41 and south of Railhead Industrial Park
in Sections 10 and 15, Township 48, Range 25 within the northwest comer of Collier County,
Florida The 135.34 - acre site contains primarily scrubby flatwoods. Mesic flatwoods, dome
swamp, and depression marsh plant wmmunities also exist on the property. See Maps I and 2.
Relationship to nearest National Wildlife Refuge, State Management Area, National Forest,
Wetland Reserve Program Easement, Other Easement or otherwise protected area:
Collier County Barefoot Beach Preserve is located approximately 2.5 miles southwest of
Railhead Scrub Preserve, while Corkscrew Regional Ecosystem Watershed lands are
approximately 3.5 miles northeast of Railhead Scrub Preserve. Both of these protected areas are
separated from the preserve by roads and developed property. Two small private conservation
areas belonging to North Collier Industrial Park and Railhead Industrial Park are adjacent to the
preserve to the west and north respectively. See Map 1.

This project is part of a larger restoration project currently occurring at Railhe ?.!'t.~: PrP"~~"< - .
The preserve was acquired for conservation primarily because it contains a large amount of
scrubby flatwoods and some scrub habitat - both of which are rare in ColIier County. Since its
purchase in September 2004, measures (such as limiting the unauthorized use of off road
vehicles, removing debris, and controlling invasive exotic vegetation) have been taken to restore
all the habitats in the preserve.
In May/June 2007, through a $50,600 grant awarded from the Florida Department of
Environmental Protection's Bureau of Invasive Plant Management (FDEP-BIPM), a contractor
removed dense stands of melaleuca (Melaleuca quinquenervia) and Brazilian pepper (Schinus
lerebinlhifolius) that once dominated historic mesic flatwoods, depression marsh, and cypress
dome habitats. The contractor used a "brontosaurus" - a track back-hoe machine with a mower
head attachment - to mow the vegetation from above, chipping the trees in place and leaving the
mulch on site. Grant funds previously received from the USFWS Partners for Fish and Wildlife
Program ($10,000), have been committed to removing invasive exotics within the remainder of
the original 80 acre preserve outside of the mowed area. The preserve was expanded in June
2007 with the purchase of an additional 55 acres to the south. Another FDEP-BIPM grant will
be sought to remove invasive exotic vegetation from this new section of the preserve. In
addition, Collier County staff has been working with the Department of Forestry's Urban Fire
Mitigation Team to install firebreaks and plan burn units for future management of the fire
dependant habitats within the preserve.
Because little native vegetation recruitment has occurred within the historic mesic f1atwoods,
cypress dome, and depression marsh that were mowed in May/June 2007, funds, if received, will
be used to re-vegetate approximately 7.7 acres of these habitats. See Photos and Map 3. These
areas were densely vegetated with invasive exotic flora for such an extended period oftime that
planting native species to replace them is imperative for restoration.

Gopher tortoises (gopherus polyphemus) inhabit the upland areas of Railhead Scrub Preserve. A
total of 85 Active, 139 Inactive, 43 Abandoned, and 1 Start gopher tortoise burrows were
observed during a January 2005 survey by Johnson Engineering. Although no eastern indigo
snakes (Drymarcher corais) have been directly observed on site, it is highly likely that this
federally threatened species is present on the property - inhabiting gopher tortoise burrows.
Planting native vegetation in the wetland open areas where invasive exotic vegetation has been
removed will create more habitat for prey species of the eastern indigo snake.
The following list of migratory bird species (as designated by the USFWS: Division of Bird
Habitat Conservation) have been observed on the property by Collier County staff:
Belted Kingfisher, (Ceryle alcyon), Mourning Dove (Zenaida macroura), Blue-gray Gnatcatcher
(Polioptila caerule), Northern Parula (Parula americann), Broad-winged Hawk (Buteo
platypterus), Osprey (PamJion haliaetus), Cattle Egret (Bubu/cus ibis), Palm Warbler
(Dendroica palmarum), Common Nighthawk (Chordeiles minor), Pine Warbler (Dendroica
pinus), Common Yellowthroat (Geothlypis trichas), Prairie Warbler (Dendroica disc%r), Great
Blue Heron (Ardea Herodias), Red-tailed Hawk (Buteo jamaicensis), Great Crested-Flycatcher
(Myiarchus crinitus), Turkey Vulture (Cathartes aura) and House Wren (Troglodytes aedon).
The following list of birds have been observed on the site and have been known to breed in
similar habitat located near the property: Bald Eagle - (Haliaeetus /eucocepha/us; observed
soaring over property), Common Nighthawk (Chordeiles minor), Great Crested-Flycatcher,
Mourning Dove, Pine Warbler, Blue Jay (Cyanocitla cristata), Carolina Wren (Thryothorus
/udovicianus), Common Ground-Dove (Co/umbina passerina; a bird of conservation concern),
Downy Woodpecker (Picoides pubescens), Eastern Towhee (Pipilo erythrophJha/mus), Hairy
Woodpecker (Picoides vi/losus), Loggerhead Shrike (Lanius /udovicianiJs), Northern Cardinal
(Cardinalis cardinaUs), Northern Mockingbird (Mimus po/yg/OIlOS), PiIeated Woodpecker
(Dryocopus pileatus) ,Red-bellied Woodpecker (Me/anerpes carolinus), Red-shouldered Hawk
(Buteo lineatus), White-eyed Vireo (Vireo griseus).
The following list of migratory birds have been observed in similar habitat located near the
property and will most likely be observed on the property when it is visited by staff in winter
and early spring: American Coot (Fulica Americana), American Kestrel (Falco sparverius),
Swallow-tailed Kite (E/anoides forjicatus; a bird of conservation concern), American White
Pelican (Pelecanus erythrorhynchos), Barn Swallow (Hirundo rustica), Blue-headed Vireo
(Vireo solitarius), Chuck-will's-widow (Caprimulgus carolinensis) , Common Moorhen
(Ga/linula ch/oropus), Cooper's Hawk (Accipiter cooperii), Great Egret (Ardea alba), Green
Heron (Butorides virescens), Northern Harrier (Circus cyaneus), Killdeer (Charadrius
vociferus), Northern Flicker (Co/aptes auratus), Northern Rough-winged Swallow
(Stelgidopteryx serripennis), Purple Martin (Progne subis), Sharp-shinned Hawk (Accipiter
striatus), Tree Swallow (Tachycineta bic%r), Whip-poor-will (Caprimulgus vociferous),

The removal of dense, invasive exotic vegetation has left these wetland areas nearly
devoid of all native vegetation. Replanting the areas should improve biodiversity within
the entire preserve by restoring wetland ecosystems that were dominated by invasive
exotics for many years. Wetland dependant wildlife species, as well as adjacent upland
species, will benefit from these restored isolated wetlands.

Photo points of the planting areas will be taken every six months. In order to stop the
return of the invasive exotic vegetation, the entire preserve will be treated for re-sprouts
quarterly at a cost of approximately $ I 0,000 per year. Because of its location, Railhead
Scrub Preserve has no legal public access at this time. Once public access is established,
an educational kiosk and several educational signs will be installed along the trail system.
