EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve a request to
apply for a Florida Recreation Development Assistance Program Grant in the
amount of $200,000 for improvements to Vineyards Community Park.
Obiective: To expand recreational opportunities for County residents and visitors using
available grant opportunities.
Considerations: The Florida Department of Environmental Protection's Florida
Recreation Development Assistance Program (FRDAP) is a competitive program that
provides grants for acquisition or development of land for public outdoor recreation use
or to construct or renovate recreational trails. Up to $200,000 in matching funds is
available per project during each cycle. Recipients can have up to three grant projects
ongoing at one time. Collier County currently has one for the development of South
Park in Immokalee and one for Golden Gate Community Park. If this project is
awarded, Collier County will have up to three (3) years to complete the Vineyards
Community Park project.
The Parks and Recreation staff plans to apply to the program for $200,000 to make the
following improvements at Vineyards Community Park: Interactive Water Feature
improvements including a new shade structure, walking path improvements to allow for
(' connectivity with existing paths. In addition landscaping improvements will be made
along the paths.
If awarded, a grant agreement will be presented to the Board of County Commissioners
for consideration and approval.
Fiscal Impact: No fiscal impact is associated with applying for this grant. However if the
full amount is awarded, Collier County will be required to match $200,000. Matching
funds would be available through the FY 09 budgeted Capital Improvement Program
which the Board of County Commissioners is set to approve September 18, 2008.
Growth Manaaement Impact: The Growth Management Plan will inventory the
developed facilities.
LeQal Considerations: This application has been reviewed by the County Attorney's
Office. It is legally sufficient for Board action. CMG
Recommendation: That the Board of County Commissioners approve a request to
apply for a Florida Recreation Development Assistance Program grant in the amount of

WHA TIS FRDAP AND HOW IS IT ADMINISTERED?
The Florida Recreation Development Assistance Program (FRDAP) is a competitive program
which provides grants to local governmental entities for acquisition and development of land
for public outdoor recreation use or to construct recreational trails. The Florida Department
of Environmental Protection (DEP), Office of Information and Recreation Services
administers FRDAP. The FRDAP Administrative Rule can be downloaded at
www.deD.state.fl.us/Darks/oirs.

FACTS ABOUT FRDAP
WHO MA Y APPL Y FOR FRDAP FUNDS?
Municipal and county governments or other legally constituted entities with the legal
responsibility to provide public outdoor recreation.
WHA T IS THE GENERAL APPLlCA TlON INFORMA TION?
A proposed FRDAP project must be for one of the three following categories: acquisition ofland
for public outdoor recreational purposes, development and/or renovation of land for public
outdoor recreational purposes, or construction and/or renovation of a public recreational trail. If
an acquisition project receives a FRDAP grant, the applicant must develop the acquired sjte for
public outdoor recreation use within three (3) years.
HOW DO I APPL Y?
Applicants must submit a completed FRDAP Grant Application during an announced submission
period. Applicants may submit up to two applications during the submission period. Each
agency may only have a total of three (3) active projects, including any applications being
submitted. Applications must involve only one project site except for acquisition or development
of sandy beach access. DEP evaluates applications on the basis of the infonllation provided by
the applicants, except where such data is superseded by official DEP information. Failure by an
applicant to present all required application infonuation and documentation may result in the
application being declared ineligible for funding consideration, or may result in a loss of points
for the applicant's competitive score. Aoolication will be evaluated and scored based on the
information submitted bv the end of the submission period. The deficiencv oeriod has been
eliminated.
Applicants must submit three copies (I original and 2 copies) of the completed application and
all supporting documents during the announced submission period of (September 15, 2008,
through September 30, 2008). Please use a soft covered binder, no HARD 3-ringbinders.
To facilitate review and scoring, please tab all exhibits. ANY APPLICATIONS SUBMITTED
WITHOUT EXHIBITS BEING TABBED, WILL BE SENT BACK TO THE APPLICANT
AND ASKED TO BE TABBED OR WILL BE CONSIDERED INELIGIBLE. Applications

HOW ARE FRDAP GRANTS AWARDED?
Each application is reviewed to determine eligibility. The Division of Recreation and Parks
evaluates each eligible application according to Florida Administrative Code and assigns a final
score. Based on the scores, DEP prepares and submits a recommended priority list to the Florida
Legislature for funding consideration. The Department's performance and obligation to
award program grants is contingent upon an annual appropriation by the Florida
Legislature. Should the project receive funding, the l!rantee will have UP to three (3) vears
from the start of the state's fiscal vear in which funds are appropriated to complete the
proiect or funds will revert.

Vanderbilt Beach Road and Pine Ridge Road. ThiS 32 acre park is an attraction for families with little
ones who enjoy the park's interactive water play area and for those who love to picnic.
Park amenities include: a Community Center, 2 lit softball fields, 4 soccer fields (3 are lit), 4 lit comfort
cushioned tennis courts, 2 lit basketball courts. 4 racquetbali courts, walking trail around a 3.5 acre
lake, 8 picnic shelters, pavilion, lit playground, rest rooms and a 50' x 36' interactive water play feature.
The Park has a publiC transportation stop less than a mile from the entrance.

grant application for the current cycle of the Florida Recreation Development Assistance Program
for development of facilities at Vineyards Community Park. If this project is chosen for funding,
Collier County is committed to fulfilling all commitments made in the application.
I authorize Shari Ferguson, Regional Manager for Collier County Parks and Recreation Department,
to act as the official contact person for this grant project. I understand that all correspondence
regarding the grant application will be directed to her.

Comprehensive Outdoor Recreation Plan. ~.
The Florida State Comprehensive Outdoor Recreation Plan developed specific goals for Florida's outdoor recreation
system.
Goal four:
"Provide more opportunities for a wide range of resource-based outdoor recreation in both urban and rural areas,
with a range offacility development from the primitive to the fully developed."
Expanding the existing pathways in the park to create interconnectivity with the lake path and other paths throughout
the park improves the overall functionality of the paths allowing for greater enjoyment by a variety of recreational users
including but not limited to cyclists, inline skaters, runners etc.
Goal five:
"Support special programs to broaden public participation in outdoor recreation, improve recreational access for
those with physical or mental disabilities, promote a stewardship ethic, encourage volunteerism, and increase public
understanding of the value and importance of Florida s natural and cultural resources. "
The water play area is one of the most popular features at Vineyards Community Park. It is heavily used on a daily basis
and since located in Southwest Florida is a feature that can be used year round. With the extreme heat and mostly sunny
days, having a functioning water feature is a necessity for residents of this community. This is the only community based
water feature of its kind in the area. Replacing and upgrading this feature will encourage greater usage of this enjoyable
recreation water alternative. In addition, the plan calls for a new shade structure partially covering the water play area and
the waiting area which will give the participants an area to avoid the sun's hannful rays. The picnic/lounging area will be
furnished with benches and picnic tables.
The existing walking path is not one complete system throughout the path. Having the path start and stop at different
points reduces its functionality. Completing the existing path and connecting it to the path around the lake will encourage
a variety of recreation enthusiasts to use this beautiful setting for their leisure activity.
Collier County has very few dedicated bike paths. One of these paths is located along Vineyards Boulevard bordering the
Park which could allow bikers, runners and inline skaters to include the use of this new expanded path surrounding the
lake and throughout the park in their routes.
Goal six;
Increasefunding and revenue generating capabilities for outdoor recreation.
There is a large pavilion adjacent to the water play area which is rented out fi'equently to residents of Collier County. The
water play area is definitely the drawing card for party and family picnic rentals. An anticipated increase in rentals will
occur with a new and improved interactive water feature.

Vineyards Community Park Improvements

Vineyards Community Park is located adjacent to the Vineyards Development in North Naples between
Vanderbilt Beach Road and Pine Ridge Road. The park is an attraction for families with little ones who enjoy
the park's interactive water play area and for those who love to picnic.
Park amenities include: a Community Center, 2 lit softball fields, 4 soccer fields (3 are lit), 4 lit comfort
cushioned tennis courts, 2 lit basketball courts, 4 racquetball courts, walking trail, 8 picnic shelters, pavilion, lit
playground, rest rooms and a water play feature.
Collier County Parks and Recreation Department is applying for a Florida Recreation Development Assistance
Program (FRDAP) Grant for park improvements.
Please let us know what you think of our plans for this grant:
. Widen the existing walking path around the lake to be between
10 and 12 feet to accommodate multi-use recreational activities
including but not limited to bicycling, inline skating and jogging
