Recommendation that the Board of County Commissioners approve, and authorize the Chairman
to sign, a grant agreement amendment from the U.S. Department of Housing and Urban
Development (HUD) to extend the contract period for a 2006 Supportive Housing Agreement
(FL 14B50-6002, 10 # FL 14066) for St. Matlhew&#B217;s House.
OBJECTIVE:That the Board of County Commissioners approve, and authorize the Chairman to sign,
a grant agreement amendment from the U.S. Department of Housing and Urban Development (HUD) to
extend the contract period for a 2006 Supportive Housing Agreement (FL 14066) for St. Matthew’s
House through September 30, 2009.
CONSIDERATIONS:
On July 25, 2006 Collier County entered into Supportive Housing Agreement (FL 14B50-6002, ID#
FL 14066) with the U.S. Department of Housing and Urban Development (HUD) for $291 ,61 0 to fund
operations for St. Matthew’s House, Wolfe Apartments. The agreement is currently scheduled to
end on September 30, 2008. HUD has agreed to extend the length of this agreement so St.
Matthew’s House will not have to reapply for funding as a new initiative. St. Matthew’s
House has committed to use their own monies to fund this program should the original contract funds be
expended prior to the proposed extended end date. The proposed new end date for this agreement is
September 30, 2009.

FISCAL IMPACT:No County general funds are being requested in the acceptance of this grant
agreement amendment.
GROWTH MANAGEMENT IMPACT: Acceptance of this grant agreement amendment wili
further the goals, objectives and policies of the Growth Management Plan’s Housing Element.
LEGAL CONSIDERATIONS: This request is internally consistent, complies with all applicable
laws and is legally sufficient for Board consideration and approval. - CMG

GRANT AGREEMENT AMENDMENT
This Grant Agreement Amendment is made this 07/28/08 day and between the
United States Department of Housing and Urban Development (HUD) and
the Collier Countv Board of Countv Commissioners the Recipient.
RECITALS
1. HUD and Recipient entered into the Grant Agreement dated 07/25/06 for
project number FL 14B50-6002ID# FL 14066 located at 2001 Airport
Road South Naples. FL 34112.
2. Under the terms of the original renewal Grant Agreement, Recipient
received a grant from HUD in the amount of $ 291,610 be used to carry
out the project described in the Grant Agreement over a two 121 vear
period. The term of that Grant Agreement was to end 09/30/08.
3 . Recipient desires to make a change in the project consisting of a one year
extension to 09/30/09. Saint Matthew's House. the sponsor. has made
a commitment to the Recipient and HUD to use their own funds to
keep the proaram Qoina should the award funds hereby mentioned
run out before the expiration date.
4. HUD has reviewed the initial application and the proposed change and
has detennined that, with the change, the application ranking would have
been high enough to have been competitively selected in the year the
application was initially selected.
5.
The need for assistance for homeless persons continues within the
jurisdiction within which the project is located and the need for the project
continues.
6.
HUD has reviewed the project and the performance of the Recipient and
has detennined that the project is worthy of continuation.
HUD and the Recipient have agreed to amend the Grant Agreement to
