Recommendation to award Bid 08-5099 to Aerex Industries, Inc. for the purchase of
Reverse Osmosis Hardware Components in the amount of $162,065.00 for use at the
North Couuty Regional Water Treatment Plant, Project Numbers 70094 aud 70095.
OBJECTIVE: The public purpose of this project is to improve safety for plant
personnel; improve the reliability of four North County Regional Water Treatment Plant
(NCRWTP) Reverse Osmosis (RO) water treatment trains; meet operational needs; meet
the demand for potable water; and, to stay in compliance with regulatory requirements
CONSIDERATION: The NCRWTP reverse osmosis trains one through four have been
in place for about eight years. During that time, normal corrosion has occurred to the J-
Bends, Couplings, and Saddles. J-Bends are J-shaped pipes that carry water to and from
reverse osmosis membranes. Couplings are used to connect the J-Bends to the piping
systems. Saddles support the membrane pressure vessels and keep them secure. Over
time, corrosion and vibration have deteriorated these parts to the point that they must be
replaced. See Attachment].
To address these concerns, the water department intends to purchase the following
specialized components and install them with in-house NCRWTP maintenance staff (a
considerable labor cost savings):

· (850) J-Bends - (210) J-Bends needed per RO Train, plus (10) spares
. (1700) Couplings - (420) Couplings needed per RO Train, plus (20) spares
· (845) Saddles - (210) Saddles needed per RO Train, plus (5) spares
Design consultant, RosTek Associates, Inc., has been involved in the specification of the
materials to increase corrosion resistance, and thus the component's useful life. Stainless
steel of the 316L variety was specified as being optimum for preventing future corrosion
at a reasonable cost.
These planned upgrades will help prevent the unanticipated loss of production capacity
due to equipment failures, thereby ensuring the ability to reliably meet potable water
demand while remaining in full compliance. Operating pressures within the RO system
are very high; therefore, a failure can have severe personnel safety and equipment
implications. The recommended replacement will help prevent this type offailure.
Invitation to Bid No. 08-5099, "NCRWTP Reverse Osmosis Hardware," was posted on
June 16, 2008, and distributed to registered vendors via the Purchasing Department
electronic bid process. Of the (28) bidders notified, (10) downloaded the solicitation and
(2) bids were received by the July 2, 2008, deadline. The bids received are summarized
in the table below.

Staff reviewed Aerex Industries, Inc. 's submittal; found it to be the lowest responsive and
responsible bid; and therefore recommends award.
On June 24, 2008, Agenda Item IO(G), the Board adopted the 2008 Water Master Plan
Update that identified the requirement for improving reverse osmosis reliability. The
proposed scope of work is consistent with the 2008 Water Master Plan Update, Project
70094, "NCRWTP RO Reliability", Section 8, Table 8-2, page 2 of 5, lines 61 and 62,
and Project 70095, "Facility Rehab", Section 8, Table 8-2, page 2 of 5, lines 63 and 64.
FISCAL IMPACT: Funding is available in and is consistent with the FY08 Capital
Budget approved by the Board on September 20, 2007. The source of funding is the
Water User Fee Fund (412) from the following projects:

LEGAL CONSIDERATIONS: This item is legally sufficient for Board consideration.

GROWTH MANAGEMENT IMPACT: This project is consistent with and furthers
the goals, objectives and policies of the Collier County Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the
Governing Board of the Collier County Water-Sewer District, approve the award of Bid
08-5099 for the listed reverse osmosis hardware components from Aerex Industries, Inc.
in the amount of$162,065.00.
