EXECUTIVE SUMMARY
RECOMMEND THAT THE BOARD OF COUNTY COMMISSIOl\'ERS DESIGNATE THE SHERIFF
AS THE OFFICIAL APPLICANT AND PROGRAM POINT-OF-CONTACT FOR THE UNITED
STATES DEPARTMENT OF JUSTICE, OFFlCE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE
ASSISTANCE EDWARD BYRNE MEMORIAL COMPETITIVE GRANT PROGRAM: NATIONAL
INITIATIVES - COLLIER COUNTY SHERIFF'S OFFlCE CIVIL CITATION PROGRAM GRANT,
TO SUBMIT THE APPLICATION IN THE FEDERAL GRANTS.GOV SYSTEM, TO ACCEPT THE
GRANT WHEN AWARDED, AND APPROVE BUDGET AMENDMENTS.
OBJECTIVE: To seek approval from the Collier County Commission to designate the Sheriff as the official
applicant and point-of-contact for the United States Department of Justice, Office of Justice Programs, Bureau
of Justice Assistance Edward Byrne Memorial Competitive Grant Program: National Initiatives - Collier County
Sheriffs Office Civil Citation Program Grant, to electronically submit the application in the federal Grants>gov
system, to accept the grant when awarded, and approve budget amendments,
CONSIDERATION:
I. The Collier County Sheriffs Office Civil Citation Program was started with Florida Department of Juvenile
Justice grant funds in 2003. When grant funds ended in 2004, the Civil Citation Program was sustained and will
continue to be sustained until the end of this fiscal year.
2. Grant funds are needed, due to local budget cuts, to continue this important juvenile program. The purpose
of the program is to provide an alternative intervention program that maintains the integrity of zero tolerance
policies while bypassing formal judicial proceedings. It is a multidisciplinary approach that holds youth
offenders responsible for their actions while implementing community service. It reduces the burden on
juvenile courts and leaves them better able to apply their already-stretched resources to violent and serious
offenders, while reducing their expense. It gives young offenders a second chance to make good, Funds are
intended to pay for overtime necessary to run this weekend program, miscellaneous program supplies, and
training about this model program. The Sheriffs Office is requesting $156,238 in grant funds,
3. The Bureau of Justice Assistance requires the use of their internet-based Grants.Gov system to submit the
grant application. The formal designee of the eligible jurisdiction is allowed to apply for funding online.
4. Board approval is needed to designate the Sheriff as the official applicant and point of contact for the United
States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance Edward Byrne Memorial
Competitive Grant Program: National Initiatives Collier - County Sheriffs Office Civil Citation Program Grant;
to electronically submit the application in the Grant.gov system; to accept the grant when awarded; and approve
budget amendments,

RECOMMENDATION: That the Collier County Commission agrees to designate the Sheriff as the official
applicant and point of contact for the United States Department of Justice, Office of Justice Programs, Bureau of
Justice Assistance Edward Byrne Memorial Competitive Grant Program: National Initiatives - Collier County
Sheriffs Office Civil Citation Program Grant; to electronically submit the application in the Grants.gov system;
to accept the grant when awarded; and approve budget amendments.
