EXECUTIVE SUMMARY
Recommendation to the Community Redevelopment Agency to authorize the commitment
of $600,000 for infrastructure for the affordable housing development "Esperanza Place" in
Immokalee.
OBJECTIVE: To obtain Community Redevelopment Agency approval of the recommendation of
the Immokalee Local Redevelopment Advisory Board to support the development of affordable
housing, specifically, "Esperanza Place" and to provide a commitment of funds for infrastructure,
with contingencies.
CONSIDERATIONS: The Empowerment Alliance of Southwest Florida, Inc. and Florida Non-Profit
Services, Inc. requested $1,202,000 over a three-year period as gap financing for infrastructure
costs for Esperanza Place, an affordable housing Planned Unit Development (PUD). To provide
support for the development of Esperanza Place. the Immokalee Local Redevelopment Advisory
Board recommends a commitment of one-half ($600,000) the requested amount per year
($200,000) for three years. contingent upon delivery of a pro-forma that details all firm commitment
of funds to the project.
FISCAL IMPACT: Based upon the Development schedule for this project, the FY 09
Immokalee CRA Budget will include the first of a three year payment commitment to this project in
the amount of $200,000. Subsequently the FY 10 and FY 11 budgets will also be programmed to
provide a $200,000 payment in each fiscal year. not to exceed $600,000.
CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This housing development furthers the
programs and projects within the budgetary and policy guidance and directives of the Community
Redevelopment Agency and the Board of County Commissioners in furtherance of Policy 4.2 of the
Future Land Use Element of the Growth Management Plan which reads as follows:
"The Immokalee Area Master Plan addresses conservation. future land use. population,
recreation, transportation, housing, and the local economy. Major purposes of the Master Plan are
coordination of land uses and transportation planning. redevelopment or renewal of blighted areas,
and the promotion of economic development."
LEGAL CONSIDERATIONS: The implementation of all projects must meet legal sufficiency based
upon conformance with the Collier County Growth Management Plan, Immokalee Area Master
Plan and the Immokalee Component of the Collier County Community Redevelopment Plan. The
Tax Increment Financing Funds must be spent for projects within the boundary of the Immokalee
Community Redevelopment Agency. (MMSS)
ADVISORY BOARD RECOMMENDATION: During the regular February 20, 2008 meeting, the
Immokalee Local Redevelopment Advisory Board recommended to the Community
Redevelopment Agency that authorization be given to support the development of Esperanza
Place; provide a commitment of one-half ($600.000) the requested amount per year ($200.000) for
three years. contingent upon delivery of a pro-forma that details all firm commitment of funds to the
project.
RECOMMENDATION: That the Community Redevelopment Agency accept the recommendation
of the Immokalee Local Redevelopment Advisory Board.

Reimbursements would only be applied to that infrastructure that
will remain in the public domain.
