EXECUTIVE SUMMARY
COMMISSIONER REQUEST FOR BOARD APPROVAL FOR PAYMENT TO
ATTEND FUNCTION SERVING A VALID PUBLIC PURPOSE
OBJECTIVE: For the Board of County Commissioners to declare a valid public
purpose for a Commissioner to attend function/event and approve payment by the Clerk,
CONSIDERATIONS: Pursuant to Resolution No, 99-410, the Board of County
Commissioners has determined that attendance at the functions of fraternal, business,
environmental, educational, charitable, social, professional, trade, homeowners, ethnic,
and civic association/organizations serves a valid public purpose, provided that said
functions reasonably relate to Collier County matters,
COMMISSIONER: Jim Coletta
FUNCTIONIEVENT: Southeast Regional Director's Institute Conference
PUBLIC PURPOSE: Meet and interact with local business, non-profit and government
leaders
DATE OF FUNCTlONIEVENT: 5/19/08
FISCAL IMPACT: $25 Funds to be paid from COlnmissioner's travel budget.
RECOMMENDA TION: That the Board of County Commissioners, in accordance with
Resolution No, 99-410, approve payment by the Clerk for Commissioner Jim Coletta to
attend function serving a valid public purpose,

request was made during the discussion that you as County Commissioner and
representative for the District that contains Ave Maria, be invited to serve on the panel
titled, Private Cities,. .Taxes.. .Infrastructure: The Impact on Local Government - Ave
Maria. The panel will be held Monday, May 19th from 10:45 a.m. to 11:45 a,m. at the
Naples Beach Hotel. The panel will be followed by lunch with a roundtable discussion.
Lunch will then be followed by a mobile tour of Ave Maria beginning at 12:30 p.m. and
returning at approximately 4:45 p,m.
Mayor Humphrey has already agreed to give the FRCA breakfast welcome at 7:30 a,m,
and serve on the Session III panel at 9:00 a.m, and stay around for lunch.

SERDI is a professional development association for executive directors and senior staff
of the regional councils serving Alabama, Arkansas, Florida, Georgia, Kentucky,
Maryland, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia.
SERDI was originally conceived in 1982 as an informal twice-a-year get together of
regional council executive directors in the Federal Region IV (Atlanta Region) to discuss
similar issues, concerns, and opportunities, Formalization took place in 1987, when the
University of Georgia, through its public service program, became the secretariat for
what became known as SERDI. Over the next several years, SERDI organized and
conducted an annual professional development conference. Virginia joined in 1988,
Arkansas in 1990, and Maryland in 2006. In 1995, SERDI expanded its mission to
include a work program and developed the voluntary Council Assessment program. This
program is a very popular tool, helping many councils develop strategies to position
themselves in leading roles in enhancing their regions.
