EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approves an after-the-
fact acceptance of the attached Federal Aviation Administration (FAA) grant offer
for $201,875 for the design, permitting and bidding of a taxiway and aircraft apron
south expansion at the Marco Island Executive Airport, and associated budget
amendments.
OBJECTIVE: That the Collier County Board of County Commissioners approve an
after-the-fact acceptance of a Federal Aviation Administration (FAA) grant offer for
$201,875, and associated budget amendments, to fund the design, permitting and
bidding of a taxiway and aircraft apron south expansion at the Marco Island Executive
Airport.
CONSIDERATIONS: The Collier County Airport Authority applied for the FAA grant on
or about May 15, 2008. Pursuant to the Collier County Airport Authority Ordinance No.
2004-03, the Airport Authority is authorized to submit this grant application; however the
Ordinance provides that the Board of County Commissioners is required to accept any
grant. (Ord. No. 04-03, ~ 7)

The Collier County Airport Authority (CCAA) received a grant offer of $201 ,875 from the
FAA for the design, permitting and bidding of a taxiway and aircraft apron south
expansion at the Marco Island Executive Airport.
This grant will enable the Collier County Airport Authority to design, permit and bid the
construction of a taxiway and expansion of the aircraft apron south at the Marco Island
Executive Airport that will enhance safety and fully comply with FAA airport design
standards.
The total expected cost of this design, permitting and bidding project is $212, 500, The
FAA grant award is $201,875. Funding for the County's local match of $10,625 is
available from reserves.
This project is currently included in the Airport Authority's FY09 Capital request Since
the grant offer was received earlier than originally anticipated, the grant funds can be
removed from the Authority's request and the match moved into reserves.
Collier County CMA #5330 authorizes the County Manager to sign a grant agreement
when the grantor requires execution of the agreement within one month or less, and the
deadline has been missed for the next available Board of County Commissioners
meeting, This grant offer was received by the Airport Authority on June 9, 2008, and
the executed grant agreement is due by June 16, 2008.

FISCAL IMPACT: A budget amendment is necessary to increase grant proceeds and
local matching funds. The local match is available from reserves in the Collier County
Airport Authority Grant Fund 496.

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office. - CMG
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with the Board's approval of the Authority's requests, and this project is in
compliance with the Authority's five-year plan.
RECOMMENDATION: That the Collier County Board of County Commissioners

We are enclosing the original and two copies of a Grant Offer for AlP Project No. 3-12-0142-
005-2008 for Marco Island Executive Airport, in response to your Application for Federal
Assistance dated May 13, 2008. Your acceptance of this Offer will constitute a Grant
Agreement by which the government will participate in the allowable costs of the project
amounting to $201,875 (Federal share).

notarized and sealed/stamped, the attorney for the Collier County Airport Authority must certify
that the Sponsor's acceptance complies with local and state law and constitutes a legal and
binding obligation on the part of the Sponsor. Please note that the Agreement is not legal
unless the attorney signs it AFTER the Sponsor.
If the terms of this Offer are satisfactory, please execute the document as soon as possible, but
not later than June 16, 2008. To assist us in administrative reporting requirements you are

AND AUTHORIZING ITS EXECUTIVE DIRECTOR TO EXECUTE 11RS CORP. WORK
ORDER #URS-FT-3889-08-03 IN THE AMOUNT OF $209,842 FOR PERMITTING,
DESIGN, AND BIDDING OF THE TAXIWAY AND AIRCRAFT PARKING APRON AT
THE MARCO ISLAND EXECUTIVE AIRPORT, PENDING FEDERAL AVIATION
ADMINISTRATION (FAA) FUNDING APPROVAL.
WHEREAS, the Collier County Airport Authority (Authority) plans to construct a
taxiway and expand the aircraft parking apron at the Marco Island Executive Airport; and
WHEREAS, certain engineering services are required to permit, design and bid this
taxiway and aircraft parking apron expansion; and
WHEREAS, URS, Corp. has agreed to provide said services for the sum $209,842; and
WHEREAS, the Federal Aviation Administration (FAA) has tentatively allocated funding
tor ninety-five percent (95%) of the design, permitting and bidding of the taxiway and apron
expansion at the Marco Island Executive Airport.

We are pleased to announce the Administrator has approved an allocation of $201 ,875
under the Fiscal Year 2008 Airport Improvement Program for the following specific
development at Marco Island Executive Airport:
Construct Parallel Taxiway (5000ft. x 35ft. to Runway 17/35) and Expand
South Apron (220ft. x 1170ft. and 240ft. x 200ft.) - Design, Permit, & Bid
Phases
Our representative will soon discuss with you the project development, equal
employment opportunity and the civil rights requirements.
In allocating Federal funds for this project. we considered the representations in your
Joint Airport Capital Improvement Program (JACIP) for Federal Assistance with regards
to your commitment of local funds and your ability to proceed promptly with the project.
This allocation is contingent upon you developing a project schedule which allows the
FAA to issue a grant offer based on a negotiated engineering agreement by May 24,
2008. Please submit your complete grant application prior to May 24, 2008 for
this project. Failure to comply with the schedule may result in cancellation of this
allocation. Please find enclosed a copy of our "Project Management Checklist" which
will be used to track the progress of this project. After review of the information, please
contact your Airports District Office project manager to coordinate and establish the
project schedule.
In accordance with 49 CFR Part 26, Collier County Airport Authority will be required to
take all necessary and reasonable steps to ensure that disadvantaged business
