EXECUTIVE SUMMARY
Recommend approval of award of Contract #07.4160 to EMC Corporation for
Information Technology Service Management software and related professional
services
OBJECTIVE: To obtain Board approval to procure an Information Technology process
automation suite from EMC Corporation. Approval is also requested to procure
additional software, services, training and licenses under the terms of this agreement for
an additional four years. This software suite will be used to integrate and automate the
major business processes of the Information Technology Department.
CONSIDERATIONS: The Information Technology Department has adopted an
internationally recognized standard (ISO 20000) which specifies a framework for IT
service delivery best practices. ISO 20000 compliance defines and integrates seven
key IT service processes; Service Desk, Incident Management, Problem Management,
Change Management, Release Management, Configuration Management, and Service
Delivery. Automating and integrating these processes will improve the IT Department's
ability to prevent or detect and respond to service impacting issues. IT staff have been
engaged in ISO 20000 certification training and compliant process development for the
past two years. It provides the "work smarter" framework that is needed to maintain or
improve service levels and contain costs as we strive to "do more" with less staff.
The IT Department issued RFP 07-4160 for an ISO 20000 compliant Information
Technology Service Management System which was publicly advertised on October 1,
2007. Notices were sent to 36 firms, seven responses were received. Staff has
negotiated and reached agreement with the top ranked firm Infra Corporation, recently
acquired by EMC. The agreement includes process engineering assistance, software
licenses, installation, configuration, training and the first year's system maintenance.
The total amount of the agreement for the first year is $164,593.00
FISCAL IMPACT:
Funds in the amount of $164,593.00 are available Information Technology Department's
operating budget. Future recurring annual maintenance costs of $19,000 are included
in the IT Department's FY 09 budget request. "Soft" cost savings will accrue due to
increased staff efficiency.
GROWTH MANAGEMENT IMPACT:
There is no growth impact associated with this Executive Summary.

RECOMMENDATION: That the Board of County Commissioners; (1) Approve the
Committee's selection of EMC Corporation, and (2) Authorize staff to procure additional
software, services, training and licenses under the terms of this agreement for an
additional four years, and (3) Authorize the Chairman to execute a standard County
Attorney approved contract.
