EXECUTIVE SUMMARY
Recommendation to approve budget amendments recognizing the Fiscal Year 2008-09 U.S.
Department of Housing and Urban Development (HUD) entitlement funding, and State
Housing Initiatives Partnership Program (SHIP) allocations.
OBJECTIVE: To recognize the FY 2008-09 U.S. Department of Housing and Urban
Development (HUD) entitlement funding, and State Housing Initiatives Partnership Program
(SHIP) allocations.
CONSIDERATION: The Housing and Human Services Department's HUD entitlement
grants are funded, disbursed and monitored on a program year beginning July l5t through June
30th. The State's SHIP program also follows the same July I st through June 30th fiscal year.
Coordinating these two major funding sources allows Housing and Human Services to maximize
federal and state funding during the program year. The Board of County Commissioners has
approved the Housing and Human Services expenditure plans in the HUD One-Year Action Plan
for FY 2008-2009 on April 22, 2008 item lOA, which outlined priorities for the expenditure of
$3,089,415 in HUD entitlement funds. The Board has also approved the Local Housing
Assistance Plan (LHAP) on September 11, 2007, item l6D10 which prioritizes the County's
SHIP expenditures. The State's SHIP program has allocated $2,956,458 to the County for
affordable housing development.
FISCAL IMPACT: These budget amendments will establish program budgets for four (4) HUD
entitlement programs and the State SHIP program. Both programs operate simultaneously from
July 1,2008 through June 30, 2009. The total FY 2008 budget for the four (4) HUD entitlement
programs is $3,089,415. The State SHIP allocation is $2,956,458, and revenue income is
projected to be $258,632.68. The Housing and Human Services budget is as follows:
