EXECUTIVE SUMMARY Agenda Item No. 1685 June 24, 2008 Page 1 of 17 To address. a neighborhood association generated request that the Collier County Board of County Commissioners (BCC) approve the establishment of a Neighborhood Traffic Management Program (NTMP) traffic calming project for Cardinal Street from North Road to Flamingo Drive, approximately 1,400 feet. OBJECTIVE: To obtain BCC approval to implement an NTMP within the subject neighborhood area and permission to install traffic calming devices on the subject neighborhood roadway. CONSIDERATIONS: The neighborhood association of the subject neighborhood area have submitted the required NTMP application and petition forms to the Transportation Division requesting that the subject neighborhood roadway be reviewed for consideration and approval as a qualified traffic calming project. Workshops were held, a traffic team organized and recommendations made in accordance with the policy, procedures, guidelines, and techniques indicated in the NTMP, as adopted by Collier County - Ordinance Number 95-608, as amended. Collier County Transportation staff performed the required traffic studies, and resulting data met the adopted criteria thresholds for the installation of traffic calming devices. Understanding that since only the neighborhood association of the subject neighborhood area will benefit from the traffic calming project, they have accepted the responsibility of and agree to provide the funding for all the costs relevant to/associated with the subject neighborhood traffic calming proj ect After receiving the initial NTMP application and petition forms, the subject neighborhood area was reviewed for consideration and approved as a qualified traffic calming project. A letter indicating that the subject neighborhood traffic calming project would be moving forward was sent out. As provided (see attached), by copy of said letter the Collier County Emergency Management Services Department, East Naples Fire Department, Collier County Public Schools, and Sheriffs Department have all been notified of such. FISCAL IMPACT: The approximate costs will be $25,000.00 for the subject neighborhood traffic calming project. However, again, understanding that since only the neighborhood association and/or residents of the subject neighborhood area benefit from same, they have accepted the responsibility of and agree to provide the funding for all the costs relevant to/associated with the subject neighborhood traffic calming project. GROWTH MANAGEMENT IMPACT: The subject neighborhood traffic calming project is consistent/in accordance with the Collier County Growth Management Plan. RECOMMENDATION: That the BCC approve the subject neighborhood assoclatlon generated request, and grant permission for the installation of traffic calming devices on Cardinal Street from North Road to Flamingo Drive approximately 1,400 feet. .~- Prepared By: David J. Agenda Item No. 1685 June 24, 2008 Page 17 of 17 Memorandum To: Through: Nick Casalanguida, Director, Transportation Planning From: Dayid Buchheit, Project Manager, NTMP Date: May 27, 2008 Subject: Neighborhood Traffic Management Program (NTMP) The Neighborhood Traffic Management Program (NTMP) will be submitting an executive summary (Project NTMP 08-01) scheduled for the June 24, 2008 BCC meeting. The purpose of this executive summary is to obtain approval for implementation of an NTMP within the Flamingo Estates Ciyic Association neighborhood, and permission to install traffic calming devices on Cardinal Street. The Association has submitted the required NTMP application and petItIon fonns to the Transportation Diyision requesting that certain neighborhood roadways be reviewed for consideration and approval as a qualified traffic calming project. Recommendations are in accordance with the policies, procedures, guidelines, and techniques indicated in the NTMP, as adopted by Collier County Resolution No. 95-608. Collier County Transportation Staff has performed the required traffic studies, and the resulting data met the adopted criteria thresholds for the installation of traffic calming devices. Keeping with our previous discussions regarding this project, I wanted to transmit the attached information to keep you informed as to the progress we are making. Attached you will find a draft copy of the proposed executive summary, map of the project area illustrating the location of the proposed speed humps and drawings illustrating typically how to install the speed humps and attendant striping and signage.
