EXECUTIVE SUMMARY
Recommendation to grant final approval of the roadway (private) and
drainage improvements for the final plat of Reflection Lakes at Naples
Phase 1A (Walnut Lakes PUD) with the roadway and drainage
improvements being privately maintained
OBJECTIVE:
To grant final approval of the infrastructure improvements associated with that
subdivision known as Reflection Lakes at Naples Phase 1A.
CONSIDERATIONS:
1. On March 10, 2006, the Board of County Commissioners granted
preliminary acceptance of the roadway and drainage improvements in
Reflection Lakes at Naples Phase 1A.
2. The roadway and drainage improvements will be maintained by the
project's homeowners association. The developer and the homeowners
have resolved all outstanding issues related to this Phase of this project.
The developer has agreed to keep the lines of communication open with
the homeowners. The homeowners acknowledge that the items related to
this acceptance and security release have been satisfactorily completed.
3. On April 20, 2005, the Board entered into a Construction and Maintenance
Agreement for Subdivision Improvements with the developer. The
developer has fulfilled his obligations with respect to the Construction and
Maintenance Agreement.
4. The required improvements have been constructed in accordance with the
Land Development Code. The Engineering and Environmental Services
Department has inspected the improvements and is recommending final
acceptance of the improvements.
5. A resolution for final acceptance has been prepared and approved by the
County Attorney's Office. A copy of the document is attached.
6. This PUD has been found to be in substantial compliance. The final
certification from South Florida Water Management District will be required
once all of the lakes associated with the permit have been completed and
accepted. Other PUD commitments are ongoing as this PUD has
substantial development remaining. A fair share contribution for a traffic
signal may be warranted in the future.

RE: Reflection Lakes of Naples (RLN)
Release of Bonds (Refer to Attached Sheet)
Dear John:
In accordance with our recent conversations, this letter serves to formally request that the
referenced securities be released by Collier County. As we discussed in our recent meeting, the
performance of these bonds has been completed in accordance with the specified terms of those
documents.
I think that at least some of the bonds referenced were previously requested to be placed on the
Bee agenda, but that there were some discus8ions about additional "policy" requirements from
the County. We do not believe that further conditions can or should be placed on these securities,
As such, please place the referenced releases on the nearest BCC agenda and advise when that
schedule is known.
Should you have any questions, please contact this office. Your assistance is appreciated.
