Executive Summary
Review the Port of the Isles boat launch facility purchase proposal and
obtain direction from the Board of County Commissioners on how to

Obiective: Review the Port of the Isles boat launch facility purchase proposal and obtain
direction from the Board of County Commissioners on how to proceed.
Considerations:
Port of the Isles is a recently rebuilt 175 wet slip marina that includes:
140 wet slips currently available for short and long term rental.
A boat launch ramp
A fueling facility.
Approximately 3.9 acres of upland property that houses a marina building, daily
boat trailers parking and long term boat storage.
The 7,200 SF marina building that houses a ship store, bathrooms, offices and
environmental interpretative area.
Approximately 1,900 LF of waterfront seawall shoreline
Conversion capability of the upland arca to dry storage or additional trailer
parking.
Outright ownership of approximately 10 acres of submerged lands.
Excellent water access to the Everglades and the 10,000 Island National Wildlife
Refuge.

The Shucart family is desirous of selling the boat launch ramp and approximately 2.4
acres of the upland property that contains the trailer parking and long term boat storage
area to the county. This purchase would include only water access that was associated
with the boat launch/ramp and would not include the wet slips, fueling facility, marina,
marina building or the 10 acres of submerged lands.
Purchase of this property however, would includc an option/right of first refusal to
acquire the balance of the facility at some time in the future.
The proposed structure of the purchase would be as follows:
Boat launch including approximately 2.4 acres of upland trailer and boat parking
for $4,350,000.
Less 5 acre Santa Barbara -Bembridge surplus parcel for $1,350,000
Less surplus Livingston Woods vacant lot for $546,000
Less surplus 2 Naples Park vacant lots for $631,000
Remaining Balance of $1 ,823,000 would be cither paid in cash at closing for a
$100,000 discount or the seller would finance a note for 10 years at 5% interest
only paid monthly with no interest for the first 3 years. Interest due for the first 3
years would accrue to the principle.

. No expenditure of funds would be due from the county for the first 3 years under
this financing scenario.
Advisorv Committee Recommendations: No Advisory Committee's have reviewed or
contributed to this proposal.
County Attornev Findin!!s: The County Attorney has not reviewed this item for form
and legal sufficiency. If directed to move forward, Coastal Zone Management will work
closely with the County Attorney's Office to develop and review applicable legal
documents.
Fiscal Impact: The source of funds to purchase this facility has not been budgeted or
determined as of this date.
Approximately $450,000 in EMS Impact Fees would need to be repaid if the Bembridge
Property was used to purchase this property.
Funds are not identified to permit, engineer or construct any facility modifications that
might be needed.
Growth Mana!!ement Impact: Depending on the approach and direction provided by
the Board of County Commissioners the impact to the Growth Management Plan may
vary. However, any approach taken will be consistent with the Conservation and Coastal
Management Element Policies supporting Objective 10.3 that addresses developed
coastal barriers and shorelines.
Staff Recommendations: Staff is seeking direction on how to proceed on this item. In
addition, if directed to move forward, staff is requesting $20,000 to obtain outside
professional appraisals on all parcels involved in this transaction along with the funding
of sufficient due diligence to resolve storm water drainage, retention and capacity issues
along with future canal depth concerns due to Everglades Restoration.

Dear Mr. McAlpin,
The Port of The [slands Marina (www.PortoftheIslandsMarina.com) has recently
completed an extensive renovation and expansion program costing more than
$2-4 million dollars. The marina consists of 175 wet slips, a newly renovated
marina building and ship's store, plus waterfront land to build new
condominiums or an indoor boat storage facility and is one of the largest marinas
in Collier County.
The Marina is located directly in the path of future population growth, Fiddler's
Creek, Reflection Lakes, Royal Palm Golf E.~tates, The Big Cypress Market Place
and at some point the development of the Six L's property (over five thousand
acres), just to name a few, ...ill all contribute to a greater need for public access to
the water, Long term planning strategies have proven to be the smartest and best
form of planning.
Prior to listing the Port of the Islands Marina for sale, the o'wners approached the
County to see if they would have an interest in purchasing the property. The
o\mers being Collier County residents themselves, understand that maintaining
permanent public access to one of our most valuable assets, the water, has been
expressed many times as being a top priority among County Commissioners as
well as residents and visitors of Collier County. In 2006 the County Manager
created a Coastal Zone Management Department to address the growing need for
beach and water access (please see attached Naples Daily News article).

Description: Coastal Zone Management plans for the development of water
and beach access. It also manages beach renourishment projects within
Collier County outside of most incorporated areas.
The County Manager created this department in 2006 to address the growing
need for beach and water access. Collier County at one point was the second
fastest growing urban area in the United States, second to Las Vegas during
the 2000 census.

This department Is dedicated to looking at ways to gain public access to one
of the Southwest Florida's fastest developing areas. With vacant land hard to
come by, the Coastal Zone Management team plays an important role in
preserving the public access to Collier County's beautiful sandy beaches and
allowing boaters access to the water regardless of the location of their home.
Collier County's waterways are highly used by anglers and the beaches are
enjoyed by hundreds of thousands of residents and visitors each year
