Agenda 06/24/2008 Item #10C Agenda Item No. 10C June 24, 2008 Page 1 of 40 EXECUTfVES~RY Recommendation to adopt a resolution authorizing the condemnation of fee simple interests and/or those perpetual or temporary easement interests necessary for the construction of six- laning and associated improvements to both CoUier Boulevard (fmID south of Davis Boulevard to Golden Gate Main Canal - Pmject No. 60001) and to Davis Boulevard (from Radio Road to Collier Boulevard - Project No 60073). Estimated fiscal impact: $1,776,200.00, OBJECTIVE: To adopt a resolution authorizing the acquisition by condemnation of fee simple interests and/or perpetual or tempOIalY easement intetests necessary for the construction of six- laDing and associated improvements to both Collier Boulevard and Davis Boulevard (hereinafter refened to as the "Project"). CONSIDERATIONS: Initial authorization for the purchase of right-of-way for the Project was given by the Board of County Commissioners on December 13, 2005, under Resolution No. 2005- 431 The County needs to be able to acquire the interests in real property depicted in the legal descriptions attached to the proposed resolution by condemnation if necessary. Construction of this roadway should commence in calendar year 2009 The BOald of County Commissioners has been advised through numerous communications of the need to expand Collier Boulevard and the CollierlDavis intersection The Board is herewith being advised of the various factors considered by its professional engineering staff and consultants, which include the environmental impacts, costs, public health, safety and welfare considerations, and the long-range planning needs and impacts Reference is being made to the attached Technical Memorandum prepared by the firm of CH2MHill By its review, concurrence and approval of this executive summary, the back-up documentation, and the proposed resolution, the Board will have determined that the legal descriptions, and the interest in real property specified on each legal description, which are a part of the attached resolution, represent the most feasible location, and are necessary for the construction of the proposed cxpansion to Collier Boulevard. Thc Board of County Commissioners has been further advised that it is necessary and in the public's best interest to acquire, by condemnation if ncccssary, those intetests in real property specified on each legal description attached to the resolution. FISCAL IMPACT: It is estimated that the total cost of allright-of~way for both projects will be $1,776,200..00. This amount includes the cost of all real property rights required for construction of the proposed improvcmcnts, as well as all expenses for title work, real estate appraisals, staff time, and those expenses, such as property owner attorney's fees and cxpert witness fees, which the County is required to pay according to Sections 73091 and 73092, F.S All such payments will come from the Transportation SuppOlted Gas Tax fund and/or Impact Fee funds. Source of funds for both projects are gas lax and/or impact fees, with said funds allocated to both projects in the current approved Five Yeal Work Program r-- I Agenda Item No. 10G June 24. 2008 Page 2 0 LEGAL CONSIDERATIONS: The Resolution has been approved for form and legal sufficiency. RECOMMENDATION: That the Board of County Commissioners of Collier County: 1. Adopt the attached Resolution; 2. Authorize its Chairman to execute same on behalf of the Board; and 3 Authorize any budget amendments that may be necessary to implement the collective will of the Board as evidenced by the adoption of thc attached Resolution and the approval of this Executive Swnmary. WHEREAS, the Board of County Commissioners (Board), on February 23,1999, adopted Ordinance No. 99-14 therein establishing the Capital Improvement Element of the Growth Management Plan in order to establish priorities for the design, acquisition and construction of the various capital improvement projects; and WHEREAS, the Capital Improvement Element of the Growth Management Plan is amended annually to identify public facilities required during the next five years; and WHEREAS, the Transponation Element of the County's Comprehensive Plan was adopted in Ordinance No. 89-05, and amended most recently in Ordinance No. 07-80; and WHEREAS, the widening of Collier Boulevard from south of Davis Boulevard to Golden Gale Main Canal (Project No. 60001) is one of the capital improvement projects required under the Transportation Element of the County's Comprehensive Plan; and WHEREAS, the location for the construction of the proposed improvements has been fixed by survey and is collectively represented by the legal descriptions comprising Exhibit "A" attached hereto and incorporated herein; and WHEREAS, aner consideration of the availability of alternate routes and locations, the comparative costs of the project alternatives, various impacts upon the environment, long range planning options, and public safety considerations, the Board desires to exercise its right to condemn property for public purposes. NOW. THEREFORE. BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY. FLORIDA, that it has been determined by the Board that the expansion of Collier Boulevard from south of Davis Boulevard to Golden Gate MalO Canal (hereinafter referred to as "the Project") is necessary and in the public's best interest in order to protect the health, safety and welfare of the cHizens of Collier County. AND IT IS FURTHER RESOLVED that construction of the Project is an integral part of the County's long range planning effort, and is included in the Transportation Element of the Agenda Item No. OC June 24, 2 08 Page 6 0 40 County':-, Comprehensive Plan for Growth Management, as approved by the Florida Department of Community Affairs. AND IT IS FURTHER RESOLVED that the County SUlff has reviewed alternative locations for the Project, and the costs associated with the design, property rights acquisition, and construction of the project, as well as public safety and welfare considerations associated with the design and construction of the Project, and various impacts to the environment, and the Board finds that after consideration of these issues, the most feasible locations for construction of the proposed improvements is collectively represented by the legal descriptions comprising Exhibit "A" attached hereto and incorporated herein. AND IT IS FURTHER RESOL \lED that in order to construct the Project as designed, it is necessary for the Board to acqUIre vanous real property interests described in Exhibit "A". AND IT IS FURTHER RESOLVED thot atl property shall be put lO public purposes. AND IT IS FURTHER RESOLVED that the County staff and Office of the County Attorney arc hereby authorized and directed to immediately acquire by gift, purchase or condemnation in accordance with the provisions of Chapters 73, 74 and 127, Florida Statutes, the real property interests more particularly described in Exhibit "A," attached hereto and incorporated herein. AND IT IS FURTHER RESOLVED that no mobile homes arc located on the property sought to be acquired and therefore it will not he necessary to remove any mobile homes from the property to be acquired. Introduction Collier County has initiated a roadway improvement project to widen approximately 1.1 miles of Collier Boulevard (CR 951) from Davis Boulevard (SR 84)/Beck Boulevard to Main Golden Gate Canal, in Collier County, Florida (Figure 1-1). The specific purpose of the project is to enhance mobility and develop a traffic circulation plan for the local system connection to the primary facilities of Collier Boulevard (CR951) and 1-75 that promotes safe local traffic, bicycle and pedestrian movements. The intent of the project is to provide adequate transportation capacity to meet future traffic development and planned growth as approved in the Collier County Growth Management Plan. This project shall address cost, environmental impacts, permitability, current and future development patterns. In addition, this project is part of an overall corridor improvement program Collier County has undertaken to increase capacity along Collier Boulevard from US 41 to Immokalee Road (CR 846). The other projects comprising the Collier Boulevard corridor improvements are at various stages of completion. The section from US 41 to Davis/Beck Boulevards (immediately south of this project) is under construction. The section from Golden Gate Main Canal to Golden Gate Boulevard is in the 90% design phase. The section from Golden Gate Boulevard to Immokalee Road is under construction (Figure 1-2). 2. Project Description The Collier County Transportation Department (County) proposes to widen Collier Boulevard from Davis/Beck Boulevards to Golden Gate Main Canal, a distance of approximately 1.1 miles. The existing road is a four-lane, divided, rural-arterial highway. The proposed project will widen Collier Boulevard to a six-lane, divided, urban-arterial highway with a continuous auxiliary lane along each direction of travel between Davis/Beck Boulevards and City Gate Boulevard. Beck Boulevard will be widened from two lanes to four lanes for a distance of 0.25 mile; the 1-75 NB exit ramp intersection with Collier Boulevard will be realigned; and the City Gate Boulevard intersection with Collier Boulevard will be realigned. 3. Need for Transportation Improvements This project is being developed as a vital component to the regional transportation network to accommodate existing and future residential and commercial growth in the area and meet future traffic demands in Collier County. The southern portion of Collier County has seen significant development and growth in recent years, and continues to grow north and south of the 1-75 interstate corridor. A 25% increase in population is projected for this area of Collier County by 2015. All vacant land adjacent to this project has current development underway or planned development activities within the next several years. This growth presents major challenges to the Collier County network of arterials and collectors, and prompted the required improvements to this vital north-south roadway connection to 1-75. Collier Boulevard provides a continuous connection between Marco Island to the south and lnunokalee Road to the north. As such, the roadway provides direct access to 1-75 for a large portion of the County's residents. Currently, this portion of Collier Boulevard creates a bottleneck for traffic due to the lack of capacity in providing connections to 1-75. Improvements to this portion of the roadway through the 1-75 interchange, as well as the other portions of Collier Boulevard, will enhance regional mobility as well as hurricane evacuation by adding increased capacity through the corridor. 4. Existing Conditions 4.1 Collier Boulevard The existing ColIier Boulevard roadway consists of four, 12-ft. travel lanes with a depressed grassed median that varies between 12 and 23 ft. in width. The outside shoulder width is 12 ft. (six foot paved). There are traffic signals located at the intersections of Collier Boulevard and Beck/Davis Boulevards; 1-75 SB entrance/ exit ramps; 1-75 NB entrance/ exit ramps; and Utilities Drive. There is one non-signalized, fully directional intersection with City Gate Boulevard. The existing right-of-way width varies between 210 and 500 feet. L/ A right of way (right of way that prohibits or limits access to the roadway from adjacent property) extends from Davis/Beck Boulevards on the south through the 1-75 interchange to Utility Drive/Magnolia Pond Drive on the nortll. From Magnolia Pond Drive/ Utilities Drive to Main Golden Gate canal, the right of way allows access to adjacent property. 4.2 Beck Boulevard The existing Beck Boulevard roadway consists of two, undivided 12-ft travel lanes with median left turn lanes. Beck Boulevard provides access to commercial industrial and residential properties located between ColIier Boulevard and 1-75. The existing roadway right of way width varies between 100 and approximately 400 feet and allows access to the adjacent property along the entire length of the road. 4.3 Intersections There are five existing intersections along Collier Boulevard: 1. Beck/Davis Boulevard (Signalized) ColIier NB Approach (Currently under construction): 4 thru, 2-left turn, 1 right turn. Collier SB Approach: 2 thru, 1 left turn, 2 right turn. Davis EB Approach: 1 thru/left, 1 left turn, 1 right turn. Evaluation Factors The following factors were considered prior to recommending the proposed improvements: - , 5.1 Alternate Alignments Collier Boulevard: Collier Boulevard is an existing roadway within an existing right of way. As such, design considerations were to keep any improvements within the existing right of way to the greatest extent possible. Traffic analysis was performed by the FOOT as part of their study to deternUne improvements to the Collier Boulevard/I-75 interchange. The results of the FOOT study indicated that 8 lanes are required along Collier Boulevard through the interchange to provide adequate capacity for traffic operation. In order to provide the additional 4 lanes along Collier Boulevard, two possible alignments were considered - widening to the inside median and widening to the outside. Widening to the median presented the following conditions: . The median is not wide enough to add two lanes in each direction, requiring widening to both the inside and the outside to accommodate the 8 lane section. Widening to both sides increases the number of traffic control phases and increases the cost of construction. . Widening to the median required shifting the roadway alignment from inside to outside several times to accommodate left turn lanes at the intersections and to avoid the existing piers for the 1-75 bridge over Collier Boulevard, transforming the existing straight roadway to a constantly transitioning alignment. 7 COLLIER BOULEVARD IMPROVEMENTS DAVIS/BECK BOULEVARDS TO GOLDEN GATE MAIN CANAL JUNE?,2008 Agenda Item NO.1 OC June 24, 2008 Page 28 of 40 o Portions of the drainage swales would be impacted in the areas where widening to the outside occurred and would require relocation outside the widening limits. o Right of way would be required at the northwest corner of the Davis Boulevard intersection to accommodate the right turn lanes from Collier Boulevard SB to Davis Boulevard WB o Right of way would be required along the west side of Collier Boulevard north of the ramp to 1-75 NB. Lane widths would be reduced to 11 feet and the median width reduced to be only wide enough to accommodate required turn lanes to minimize the amount of right of way acquisition. Widening strictly to the outside presented the following conditions: o The alignment of Collier Boulevard remained a straight tangent. o All drainage swales on the outside would be impacted and require relocation outside the widening limits. o Right of way would be required at the northwest corner of the Davis Boulevard intersection to accommodate the right turn lanes from Collier Boulevard SB to Davis Boulevard WB o Right of way would be required along the west side of Collier Boulevard north of the ramp to 1-75 NB. Lane widths would be reduced to 11 feet and the median width reduced to be only wide enough to accommodate required turn lanes to minimize the amount of right of way acquisition. o Widening would be one contiguous strip, lowering construction costs. Beck Boulevard: The FOOT is designing improvements to Davis Boulevard as a concurrent project to the Collier Boulevard project. The FOOT is proposing 6 lanes across Davis Boulevard at Collier Boulevard - 2 lanes westbound; 3 left turn lanes from Davis Boulevard EB to ColIier Boulevard NB; and one lane eastbound. This alignment on Davis Boulevard was set given consideration to the location of the two gas stations in the northwest and southwest corners of the intersection. On Beck Boulevard, 2 lanes eastbound are required to accept the dual left turn lanes from Collier Boulevard SB. Two lanes westbound are provided to match the laneage on Davis Boulevard WB. Two scenarios were studied relating to left turn lanes and right turn lanes: 1. Dual left turn lanes from Beck Boulevard WB to ColIier Boulevard SB and a single right turn lane from Beck Boulevard WB to Collier Boulevard NB. o Right of way would be required along the north side of Beck Boulevard for the addition of the right turn lane. o One of the ingress/ egress points for the businesses on the north side of Beck Boulevard, west of Tollgate Boulevard, falls within the limits of the right turn lane. Prudent access management practices dictate that ingress/ egress points on turn lanes is to be avoided. These businesses also have access to and from Beck Boulevard via Tollgate Boulevard. 2. Single left turn lane from Beck Boulevard WB to ColIier Boulevard SB and no right turn lane from Beck Boulevard WB to Collier Boulevard NB. o No additional right of way would be required 8 COLLIER BOULEVARD IMPROVEMENTS DAVIS/BECK BOULEVARDS TO GOLDEN GATE MAIN CANAL JUNE 7, 2008 Agenda Item NO.1 OC June 24, 2008 Page 29 of 40 . Ingress/ egress point to the businesses north of beck Boulevard, west of Tollgate Boulevard, does not conflict with any turn lanes. Although the first scenario requires right of way, the traffic analysis shows that providing the additional turn lanes allows more vehicles on Beck Boulevard through the intersection with reduced signal phase timing, reducing the overall delay at the intersection by allowing more green time to be assigned to the Collier Boulevard and Davis Boulevard signal phases. 1-75 Ramp Intersections: The configurations of the intersection between Collier Boulevard and the 1-75 SB entrance ramp, the 1-75 SB exit ramp, and the 1-75 NB entrance ramp will remain as exists and be modified only to accommodate the new curb line of Collier Boulevard. The configuration of the intersection between Collier Boulevard and the 1-75 NB exit ramp was evaluated under the following scenarios: 1. Left turn through signal; right turn free flow (same as existing). Due to the close proximity of the Utilities Drive/Magnolia Pond Drive intersection, this scenario requires motorists exiting 1-75 NB to weave across 4 lanes on Collier Boulevard if they are travelling to make a left onto Magnolia Pond Drive. This creates an unsafe condition. 2. Left and right turns controlled through signal. This scenario allows motorists travelling to Magnolia Pond Drive to make the right turn and move to the left turn lane through a protected signalized phase. An additional lane would be added to the exit ramp to accommodate the stacking of the right turn vehicles at the signal. Utilities Drive/Magnolia Pond Drive Intersection: Magnolia Pond Drive is to be widened by the developer of the property on the west side of Collier Boulevard north of the 1-75 NB entrance ramp. The widened roadway will include 2 lanes westbound; one left turn lane and one thru/ right lane eastbound. For Utilities Drive, the following configurations were studied: 1. 2 lanes eastbound; one left turn lane and one left/ thru/ right lane westbound (same as existing). 2. 2 lanes eastbound; 3 left turn lanes and a thru/right lane westbound. . Additional lane accommodated in the existing median . No additional right of way required. 3. 2 lanes eastbound; 2 left turn lanes, a thru lane and a right turn lane westbound. . Requires widerung and additional right of way along Utilities drive. Traffic analysis indicated that the second scenario provided significant improvement over the first scenario; however, the additional benefit of the third scenario did not warrant the cost of the widening and right of way needed. City Gate Drive North/Noah's Way: Noah's Way will be constructed by the developer of the property on the west side of Collier Boulevard. Given this, two scenarios were studied: 1. Full signalized intersection. Traffic analysis indicated the due to the proximity of the Utilities Drive/Magnolia Pond Drive intersection to the City Gate North/Noah's Way intersection, both intersections could not be signalized. Directional intersection. Without signalization, a full open intersection on a six lane roadway can not be accommodated. From Collier Boulevard NB, the intersection would allow right in/ right out to City Gate Boulevard North and a directional left to Noah's Way. From Collier Boulevard SB, the intersection would allow right in/right out to Noah's Way and a directional left to City Gate Drive. No additional right of way is required along City Gate Drive North for either scenario. 5.2 Safety Factors Construction of the widening along Collier Boulevard will increase the safety of the corridor by improving traffic flow through the intersections. The addition of through lanes in conjunction with lengthened left turn lanes will result in the elimination or reduction of turning vehicles and through vehicles queuing in the through lanes and blocking the through traffic. This will reduce the need for vehicles to change lanes and maneuver around the queued traffic, resulting in fewer accidents. 5.3 Long Range Planning Factors The widening of Collier Boulevard between Davis Boulevard and the Main Golden Gate Canal is part of the Collier Metropolitan Planning Organization (MPO) 2025 Long Range Transportation Plan (LRTP). The 2025 LRTP was developed in 2000 and adopted in early 2001. This project is being developed as a vital component to the regional transportation network to accommodate existing and future residential and commercial growth in the area and meet future traffic demands in Collier County. Improvements to this portion of the roadway through the 1-75 interchange, as well as the other portions of Collier Boulevard, will enhance regional mobility as well as hurricane evacuation by adding increased capacity through the corridor. 5.4 Environmental Factors The Collier Boulevard widening project has been designed to limit the amount of environmental disturbance as much as possible. No wetland areas are affected by this project and all water quality treatment required is performed within the existing right of way through the use of conventional ponds and linear ponds. Drainage swales filled by the proposed construction will be replaced within the right of way beyond the widening. 5.5 Costs Costs to provide the capacity improvements of this project have been carefully considered in the analysis and design of this project. As the project has progressed through the design and permitting process, the costs have become more defined and developed. The design process only considers and includes those elements essential to the purpose of the project, thereby maintaining the costs in the Capital Improvement Program and insuring a financially feasible construction project. Current estimate of Probable Construction Cost (60% Design Phase) is $18.5 M. 10 COLLIER BOULEVARD IMPROVEMENTS DAVIS/BECK BOULEVARDS TO GOLDEN GATE MAIN CANAL JUNE7,200B Agenda Item No. 10C June 24, 2008 Page 31 of 40 6. Summary of Proposed Improvements 6.1 Collier Boulevard The proposed improvements include six 12-f! travel lanes from Davis/Beck Boulevards to City Gate Boulevard/Noah's Way (proposed); one 12-ft auxiliary lane northbound and southbound from Davis/Beck Boulevards to City Gate Boulevard/ Noah's Way (proposed); and six 11-ft travel lanes from City Gate Boulevard/ Noah's Way (proposed) to across the existing bridge spanning Main Golden Gate Canal. 4-ft. bike lanes and curb and gutter will be included along the entire length of Collier Boulevard within the project limits. The widening will mainly occur to the outside of the existing roadway pavement. Median width in the final configuration will range between 10 feet and 40 feet. The improvements will be accomplished mostly within the existing right of way with minor property acquisition required from adjacent properties along the west side of the roadway north of the 1-75 interchange. Widening to the outside is proposed as it provides a better alignment, construction costs are less than an inside widening, and right of way requirements were the same as an inside widening. 6.2 Beck Boulevard Beck Boulevard will be improved to contain four 12-ft. lanes for a distance of approximately 0.15 mi., then transitioning back to the existing two lane section. The total length of improvements to Beck Boulevard is approximately 0.25 mi. Dual left turn lanes and a single right turn lane are proposed at the intersection with Collier Boulevard. The improvements will be accomplished mostly within the existing right of way with minor property acquisition required from adjacent properties along the north side of the roadway, west of Tollgate Boulevard. In addition, due to the close proximity of ingress/ egress point for these properties and its location within the limits of the proposed right turn lane, the ingress/ egress point is proposed to be eliminated based upon prudent access management practices relating to accidents between vehicles in the right turn lane and vehicles using the ingress/ egress. Access to and from these businesses will be from existing access points on Tollgate Boulevard and Tollhouse Drive. Minor circulation improvements within these properties will be required to accommodate the elimination of the access point on Beck Boulevard 6.3 Intersections The five existing intersections along Collier Boulevard will remain and be configured as follows: 1. Beck/Davis Boulevard (Signalized) Collier NB Approach (Currently under construction): 4 thru, 2-left turn, 1 right turn. Collier SB Approach: 3 thru, 21ef! turn, 2 right turn. City Gate Drive North,/Noah's Way (Unsignalized - Directional) Collier NB Approach: 3 thru, 1 left turn, 1 right turn (auxiliary lane drop). Collier SB Approach: 3 thru, 1 right turn (auxiliary lane add). City Gate WB Approach: 1 right turn. Noah's Way EB Approach: 1 right turn. In order to provide the greatest capacity for left turning vehicles on to the 1-75 NB and SB entrance ramps, the length of the left turn lanes have been maximized within the available median width. The free flow jmerge condition along the 1-75 NB exit ramp to Collier Boulevard NB has been removed in the proposed condition. The traffic movement has been included within the signalized intersection. Due to the addition of 2 through lanes on Collier Boulevard NB, it was determined that maintaining the free flow j merge condition in close proximity to the Magnolia Pond Drive left turn lanes created a short, unsafe weave across four lanes of traffic for vehicles exiting 1-75 NB and desiring to travel west on Magnolia Pond Drive. Two right turn lanes have been added through the signalized intersection in order to accommodate the volume of traffic anticipated from 1-75 NB to Collier Boulevard NB. Intersection operation and Levels of Service (LOS) for the proposed intersection configurations are discussed in Section 7. Traffic Analysis Traffic Analysis was performed to study the traffic operation along the Collier Boulevard corridor as part of this project. The study limits include the five intersections along Collier Boulevard and utilized SYNCHRO and HCS as the primarily tools for evaluation. Two alternatives were considered in the analysis: 1. No-Build Alternative: No changes to the existing geometry or capacity along Collier Boulevard. The control type at the intersections along Collier Boulevard, with the exception of City Gate Boulevard, will remain the same as existing. The existing full- access non-signalized "T" intersection at the City Gate Boulevard will be converted to a directional intersection with right-in/ right-out access to City Gate Boulevard and Noah's Way along Collier Boulevard. Intersection lane configuration will be as described in Section 4.3 2. Build Alternative: Intersection geometry/control at Collier Boulevard/City Gate Boulevard/Noah's Way will remain as a directional intersection as in the No-Build scenario. Collier Boulevard will be 8-lanes between Davis Blvd/Beck Blvd and City Gate Blvd/Noah's Way. Intersection geometry will be improved at Davis Blvd/Beck Road and Utilities Drive/Magnolia Pond Drive intersections. Intersection lane configuration will be as described in Section 6.3. SYNCHRO Analysis: The SYNCHRO analysis results for the two alternatives are summarized below and included in Table 7-1: No-Build: This alternative will result in long queue lengths and extended delays at all the intersections in the corridor. All intersections will operate at LOS F with very high delays. As shown in Table 7-1, the overall intersection delays (average per vehicle) will be: . Collier Boulevard/Davis Blvd/Beck Blvd: 271 second delay . Collier Boulevard/I-75 SB Off Ramps: 461 second delay . Collier Boulevard/I-75 NB Off Ramps: 256 second delay . Collier Boulevard/Utilities Drive/Magnolia Pond Drive: 836 second delay Build Alternative 1: Proposed improvements along CR 951 and side streets will significantly reduce delay at the signalized intersections in the corridor. The reduction in delay is significant when compared to the No-Build scenario. The following is a summary of the reduction in delay at the signalized intersections compared to the No-Build scenario: Collier Boulevard /Davis Blvd/Beck Blvd: Delay reduced from 271 seconds to 76 seconds (195 second drop) Collier Boulevard /1-75 SB Off Ramps: Delay reduced from 461 sec to 243 sec (218 second drop) Collier Boulevard /Davis Blvd/Beck Blvd: Delay reduced from 256 sec to 103 see (153 second drop) 13 COLLIER BOULEVARD IMPROVEMENTS DAVIS/BECK BOULEVARDS TO GOLDEN GATE MAIN CANAL JUNE7,200B Agenda Item NO.1 OC June 24, 2008 Page 34 of 40 Collier Boulevard / Utilities Drive/Magnolia Pond Drive: Delay reduced from 836 sec to 303 sec (533 second drop) Although the added capacity provided by this project will improve the overall operation of the roadway, none of the intersections under the Build Alternative will operate at LOS D or better. The controlling factor to providing better level of service is the capacity and configuration of the 1-75 interchange ramps, which is beyond the scope of the County and this project. The FDOT is currently performing a study to determine the appropriate improvements to the interchange that will provide the additional capacity to increase the levels of service. The improvements proposed as part of this project have been coordinated with the FDOT and can be incorporated into their intended interchange modifications. This coordination, and the reduction in delays that this project provides, indicates that the proposed improvements along Collier Boulevard will serve as an acceptable interim improvement to the corridor and can form the basis of the potential ultimate improvements that will provide operation at an acceptable level of service.
