EXECUTIVE SUMMARY
Adopt a Resolution amending the Irrigation Quality (IQ) water customer rates,
which is Schedule Three of Appendix A to Section Four of Collier County
Ordinance No. 2001 -73, as amended, the Collier County Water -Sewer District
Uniform Billing, Operating And Regulatory Standards Ordinance.
OBJECTIVE: Adoption of a Resolution amending the Irrigation Quality (IQ) water Rate
Schedule, which is Schedule Three of Appendix A to Section Four of Collier County
Ordinance No. 2001 -73, as amended, the Collier County Water -Sewer District Uniform
Billing, Operating and Regulatory Standards Ordinance.
CONSIDERATIONS: On June 6, 2006, Item 8B the Board adopted IQ rates (Ordinance
No. 2001 -73) to charge reclaimed customers for operating, maintenance, and capital costs
associated with the delivery system for IQ water with an effective date of October I,
2006.
On September 25, 2007, agenda item 17D; the Board approved a Resolution No. 2007-
271 for a rate increase of 3.6% based on the inflation adjustment forecast for the
consumer price index for the Miami -Ft. Lauderdale Metropolitan Index prepared by the
Bureau of Labor Statistics.
On June 24, 2008, Agenda Item 8C, the Board approved the rate study for water and
sewer availability and consumption charges proposed by the Public Resources
Management Group (PRMG) to become effective October 1, 2008. This rate study did
not include any recommendations pertaining to the 1Q water customers.
Staff proposes a rate increase 3.5% based on the inflation adjustment forecast for the
consumer price index for the Miami -Ft. Lauderdale Metropolitan Index prepared by the
Bureau of Labor Statistics with an effective date of October 1, 2008. Please see the rate
schedule attached.
FISCAL IMPACT: Adoption of the proposed rate will generate approximately $95,000
in additional revenue per year and will be deposited in the County water -sewer fund 408.
LEGAL CONSIDERATIONS: The proposed Resolution has been approved for legal
sufficiency by the Office of the County Attorney. This item is legally sufficient for
Board of County Commissioner consideration. - JAB
GROWTH MANAGEMENT IMPACT: None
RECOMMENDATION: Adopt a Resolution amending the Irrigation Quality water
user rate schedule which is Schedule Three of Appendix A to Section Four of Collier
County Ordinance No. 2001 -73, as amended, titled the Collier County Water -Sewer
District Uniform Billing, Operating and Regulatory Standards Ordinance.

RESOLUTION NO. 2008 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, INCREASING THE IRRIGATION QUALITY (IQ) WATER RATES
BY AMENDING SCHEDULE THREE OF APPENDIX A TO SECTION FOUR OF THE
COLLIER COUNTY ORDINANCE NO. 2001 -73, AS AMENDED, TITLED THE COLLIER
COUNTY WATER -SEWER DISTRICT UNIFORM BILLING, OPERATING AND
REGULATORY STANDARDS ORDINANCE; PROVIDING A DELAYED EFFECTIVE
DATE.
WHEREAS, on December 11, 2001 the Board of County Commissioners ('Board ")
adopted Ordinance No. 2001 -73, entitled the Collier County Water -Sewer District Uniform Billing,
Operating and Regulatory Standards Ordinance; and approved the Wastewater Resource Master
Plan; and
WHEREAS, on June 6, 2006, the Board adopted new irrigation quality (IQ) water rates
(Ordinance No. 2001 -73) to charge reclaimed customers for operating, maintenance and capital
replacement costs associated with the delivery system for reuse water with an effective date of
October 1, 2006; and
WHEREAS, on September 25, 2007, the Board adopted a Resolution No. 2007 -271,
increasing the IQ water rates for the fiscal year starting October 1, 2007 by the same Consumer
Price Index established by the Miami -Ft. Lauderdale Index prepared by the Bureau of Labor
Statistics for the fiscal year starting October 1, 2007
WHEREAS, staff recommends increasing the reuse water rates for the fiscal year starting
October 1, 2008 by the same Consumer Price Index established by the Miami -Ft. Lauderdale Index
prepared by the Bureau of Labor Statistics for the fiscal year starting October 1, 2008.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The Board of County Commissioners, after advertised public hearing, accepts staff's
recommendation and proclaims that the irrigation quality water rates as set forth in the amended
Schedule Three to Appendix A of Ordinance No. 2001 -73, as amended, titled the Collier County
Water -Sewer District Uniform Billing, Operating and Regulatory Standards Ordinance, which
amended Schedule is incorporated herein. This revised reuse water user rate schedule will take
effect at 12:01 A.M. on Wednesday, October 1, 2008 for Fiscal Year 2009.
This Resolution is adopted after motion, second and majority vote favoring adoption this
22nd day of July 2008.
