EXECUTIVE SUMMARY
Recommendation that the Community Redevelopment Agency (CRA) approve CRA staff
and County Legal Counsel attendance at Florida Brownfields Association 2008 Annual
Conference; authorize payment of attendees' registration, lodging, travel and per diem
from the Bayshore Gateway Triangle Trust Fund (Fund 187) travel budget; and declare
the training received as serving a valid public purpose
OBJECTIVE: To receive approval for CPA staff and County Legal Counsel to attend the
Florida Brownfields Association 2008 Annual Conference; authorize payment of attendees'
registration, lodging, travel and per diem from the Bayshore Gateway Triangle Trust Fund
(Fund 187) travel budget; and declare the training received as serving a valid public purpose.
BACKGROUND: Pursuant to Resolution No. 99 -410, the Board of County Commissioners
has determined that attendance at functions or activities that are of educational, professional or
trade serves as a valid public purpose, provided that said functions reasonably relate to Collier
County matters.
Florida Statute 163.356(3)(d) - known as "Creation of community redevelopment agency" —
states: `At any time after the creation of a community redevelopment agency, the goveming
body of the county or municipality may appropriate to the agency such amounts as the
governing body deems necessary for the administrative expenses and overhead of the
agency....'
Florida Statute 163.387(6) - known as "Redevelopment trust fund" — states: `Moneys in the
redevelopment trust fund may be expended from time to time for the following purposes, when
directly related to financing or refinancing of redevelopment in a community redevelopment
area pursuant to an approved community redevelopment plan: (a) Administrative and overhead
expenses necessary or incidental to the implementation of a community redevelopment plan
adopted by the agency.'
Collier County Ordinance 2000 -42 establishes the Redevelopment Trust Fund and appoints the
Board of County Commissioners (BCC) as the governing body of the Community
Redevelopment Agency and the trustee of the Redevelopment Trust Fund.
CONSIDERATIONS: Annually the Local Advisory Board recommends the CRA Board
approve travel and training funding for CRA staff to further their professional development.
This year's Florida Brownfields Association's Annual Conference is October 26 - 28, 2008 in
St. Pete Beach, Florida. Two of the CRA staff and Ms Marjorie Student - Stirling of the County
Attorney's office desire to attend. Ms Student - Stirling serves as the CRA legal counsel and
would benefit from the professional training received at this conference. The maximum cost is
approximately $546 per person for registration ($350 /person) /lodging ($98 /night) and
approximately $200 for group mileage and parking (carpooling). Actual cost per person will
vary depending on group travel, number days attended and times of departure from and return to
Naples.

PUBLIC PURPOSE: To expand the CRA staff's and CRA legal counsel's professional
development in the area of brownfields. To attend the annual conference of the Florida
Brownfields Association for training and education about brownfield programs, and
Environmental Protection Agency (EPA) and Florida Department of Environmental Protection
(FDEP) grant programs available to CRAs to eliminate contaminated properties from the
Bayshore Gateway Triangle CRA. Through attendance at conference lectures and tours,
attendees will become aware of successful programs and projects in other Florida cities and
counties and learn from other CRA experiences.
FISCAL IMPACT: Sufficient budget exists within the FY08 & proposed FY09 Bayshore
Gateway Triangle Fund 187 (Travel Professional Development) to fund the requested
conference attendance. Registration fees ($350 /person) will be paid in advance from FY08 CRA
budget. County Attorney Office will reimburse the CRA for the $100 Brownfield Association
membership fee. Lodging ($98 /night/person), travel and per diem will be paid from CRA's
FY09 budget.
GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the
Growth Management Plan states that redevelopment plans may be developed for specific areas
within the County, including the Bayshore Gateway Triangle CRA, that may consider
alternative land use plans, modifications to development standards, improvements to
infrastructure and incentives to encourage redevelopment.
RECOMMENDATION: The Community Redevelopment Agency approve CPA staff and
CRA Legal Counsel attendance at Florida Brownfelds Association 2008 Annual Conference;
authorize payment of attendees' registration, lodging, travel and per diem from the Bayshore
Gateway Triangle Trust Fund (Fund 187) travel budget; and declare the training received as
serving a valid public purpose.
