EXECUTIVE SUMMARY
Recommendation to reject a $5,000.00 bid on a vacant, 10 -acre parcel of surplused land.

OBJECTIVE: To reject a $5,000.00 bid on a vacant, I0 -acre parcel of County - owned, surplused
land.
CONSIDERATIONS: On October 27, 1982, the State of Florida; by and through the State of
Florida Department of Transportation, conveyed to Collier County all right, title and interest in the
subject property via Public Purpose Quitclaim Deed. The property is classified as a "borrow pit"
and was used by the Florida Department of Transportation as a source of fill material for Davis
Boulevard/State Road SR -84. See Exhibit "A" — location map of the borrow pit.
The County has never had a use for the property, which has no legal access. The property has been
offered to all County Divisions, and no County Division has shown an interest in the property. For
those reasons, the property was declared surplus property and offered for sale. Pursuant to Section
125.35(3) of the Florida Statutes, the property was advertised calling for bids for sale at least once a
week for two weeks in a newspaper of general circulation published in the County. In addition, all
abutters were specially notified of the County's interest in selling the property to the highest bidder.
The County's asking price of $340,000.00 was based upon the County Review Appraiser's opinion
to the highest and best use of the property being "for assemblage with adjoining properties, for
transfer of development density, and /or for preserve- drainage usage as part of a larger residential
development plan." The only bid received was from an abutting land owner in the amount of
$5,000.00.
Because of the depressed real estate market, staff believes the best course of action is to wait for a
stronger market and then try again to sell the property at that time. Conversely, because the
property has become more of a liability than an asset, with the remaining upland scattered with
exotics such as Malleluca and Brazilian Pepper, one other alternative staff is considering is to
donate the land to another governmental agency.
The Board of County Commissioners may either accept the highest bid or reject all bids if they are
too low. Staff recommends the Board reject the $5,000.00 bid.
FISCAL IMPACT: There is no fiscal impact.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this recommendation.
RECOMMENDATION: That the Board of County Commissioners of Collier County, Florida:
1. Reject the $5,000.00 bid to purchase the vacant, 10 -acre parcel of surplused land; and
2. Authorize the County Manager or his designee to contact other agencies to consider donation of
the surplused property.
