EXECUTIVE SUMMARY
To obtain approval by the Board of Collier County Commissioners for the annual
rate resolution to set landfill tipping fees, recycling center fees, residential multi-
family and commercial waste collection fees for FY09. This resolution adopts the
rates that fund the FY09 budget for solid waste collection and disposal.
OBJECTIVE: To obtain approval by the Board of Collier County Commissioners for
the annual rate resolution to set landfill tipping fees, recycling center fees, residential
multi - family and commercial waste collection fees for FY09. This resolution adopts the
rates that fund the FY09 budget for solid waste collection and disposal.
CONSIDERATIONS: The Public Utilities Solid Waste Management Department
operates its budget based on user fees at the Collier County Landfill, Immokalee Transfer
site and its four recycling centers. These fees are critical to sustaining the Board directed
Integrated Solid Waste Management Strategy which provides best value for preserving
valuable landfill air space and proper disposal of County waste.
The fees outlined in the Rate Resolution support the tentatively approved Solid Waste
Budget reviewed by the Board on June 19 and 20, 2008, as part of the Fiscal Year
2008/09 Tentative Solid Waste Budget reviews. These rates reflect budget guidance and
provide the appropriate fees necessary to collect, process, recycle, and/or dispose of the
county's wide range of generated waste. Waste collected throughout Collier County
includes municipal solid waste taken to the landfill, biomass, construction and demolition
materials, tires, electronics, household hazardous waste, cardboard, white goods, and
furniture. The Rate Resolution provides the correct funding to retire costs associated
with the demands for solid waste disposal, while planning for the future recycling and
solid waste needs of our community.
The Collier County Collection Services include twice a week trash pickup, convenient
single stream recycling, on demand bulky item pick up, curbside electronics pickup,
weekly biomass waste pickup and guaranteed recycling services. The residential curbside
rates for District I are $171.74 and District 1I at $161.57 per year per household, as
approved by the Board as Agenda Item 17A at the September 9, 2008 meeting.
Collection services for residential multi - family and commercial curbside and dumpster
collections are increasing by a contractually required CPI of 2.76 %. This is 70% of the
change in CPI between May 1, 2007 and April 30, 2008, pursuant to the terms of the
franchise agreement. Included in the resolution for FY09 are rates for dumpsters serving
residential and commercial customers.
FISCAL IMPACT: The proposed landfill tipping fees and the proposed recycling
center fees will provide estimated annual revenues of $18,225,300 for the Solid Waste
Disposal Fund (470). The mandatory trash collection and disposal assessments will

provide estimated annual revenues of $18,969,600 for the Mandatory Trash Collection
Fund (473).
LEGAL CONSIDERATIONS: The resolution has been signed for form and legal
sufficiency. This item is legally sufficient for Board action. - JAB
GROWTH MANAGEMENT IMPACT: This Executive Summary is in compliance
with the Growth Management Plan that provides for increased recycling and reuse of the
solid waste stream. Additionally, the Board approved Integrated Solid Waste
Management Strategy provides for 32 Options which include increased recycling county-
wide to save valuable landfill airspace and further promotes environmental stewardship.
Approval of the FY09 fees will ensure compliance with the Solid Waste Department
2008 AUIR requirements.
RECOMMENDATIONS: That the Board of Commissioners approve the annual rate
resolution to set landfill tipping fees, recycling center fees, residential multi - family and
commercial waste collection fees for FY09, and authorize the Chairman to execute the
Resolution.

RESOLUTION SUPERSEDING RESOLUTION 2007 -276 AND
ESTABLISHING THE FEES, RATES AND CHARGES FOR USE
OF COLLIER COUNTY SOLID WASTE FACILITIES PURSUANT
TO COLLIER COUNTY ORDINANCE NO. 84 - 31
WHEREAS, The Board of County Commissioners through County Ordinance
No. 84 -31 has implemented the user fee system for solid waste to all public and private
users.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION 1: Resolution No. 2007 -276 is hereby superseded in its entirety.
SECTION 2: The following fee schedule is approved for all users of the Collier County
Solid Waste Facilities:
Landfill Fees
All fees are based on certified scale weight, per cubic yard fee, or per tire fee. No
rounding.
Mixed loads of biomass (land clearing, plant trimmings and grass cuttings)
and other waste shall not be accepted.

Pursuant to Board of County Commissioners direction, BCC Agenda 7/31/01, 16C (3),
neighborhood clean -up events will be limited to $4,000.00 per clean -up event, semi-
annually. Public Utilities Administrator may authorize waiver of landfill tipping fees for
these events. If estimated tipping fees exceed $4,000.00 the requesting party must
appear before the Board of County Commissioners for approval.

Special Request Backdoor Service: Service District Number I and Service District Number
II: $578.28 per year in addition to the annual assessment for the unit.
Recycling Cart Fees: Each residential unit is provided an initial Recycling Cart at no
charge to the unit owner. Recycling Carts must remain with the residential unit regardless
of change of unit ownership. Unserviceable Recycling Carts must be presented in
exchange for a replacement Recycling Cart. Replacement of Recycling Carts due to loss
or negligence of the residential unit is to be paid for by the customer at a cost of
approximately $50.00 per Recycling Cart.
Standard Roll Cart Fees: Each residential unit is provided an initial Roll Cart at no charge
to the unit owner. Roll Carts will remain with the residential unit regardless of change in
unit ownership. Replacement of Roll Carts, due to normal wear will be provided by the
franchisee. Unserviceable Roll Carts must be presented for exchange. Replacement of
Roll Carts, due to loss or negligence of the residential unit will be paid by the customer in
an amount equal to the franchisee's cost for the Roll Cart, plus a $10.71 delivery fee.
Each customer is entitled to one change of Roll Cart size at no additional cost. A delivery
charge of $10.71 will be paid by the customer for additional changes in Roll Cart size.
Customers requesting an additional container will pay an amount equal to the franchisee's
cost, plus a $10.71 delivery fee. The County replaces Roll Carts that are stolen.
COMMERCIAL COLLECTION AND DISPOSAL FEES
Service District Number I: - Mandatory multi - family recycling collection fee is $1.02per -unit
per -month or $12.24/year.
