EXECUTIVE SUMMARY
Recommendation to adopt a Resolution of the Board of County Commissioners of
Collier County authorizing a speed limit increase from thirty —five miles per hour (35
mph) to forty- five miles per hour (45 mph) on Goodlette Frank Road for the
northbound section from one -half mile south of Pine Ridge Road to Pine Ridge Road.
OBJECTIVE: To obtain approval from the Board of County Commissioners (BCC) to increase the
speed limit on a portion of northbound Goodlette Frank Road.
CONSIDERATIONS: An engineering and traffic investigation study was recently conducted by
the Collier County Traffic Operations Department responding to requests from local citizens. It was
found that a higher speed limit (45MPH) on the designated section of Goodlette Frank Road is
necessary to achieve a safe uniform speed zone along the road. This speed increase will assist in
keeping traffic flowing smoothly while lessening crash potential due to the unnecessary speed zone
changing.
Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and
316.189 F.S. be based upon an engineering and traffic investigation. The investigation is to include,
but is not limited to, the measurements of prevailing speeds and other traffic engineering evaluations
contained in the "Speed Zoning for Highways, Roads and Streets in Florida" manual (FDOT Manual
Number 750- 010 -002, 1997 Edition). This manual was developed by the Florida Department of
Transportation to promote uniformity in the establishment of state, municipal and county speed zones
throughout the State of Florida.
Upon completing an engineering and traffic investigation, Section 316.189 F.S. provides that the Board
of County Commissioners may set speed zones after the investigation determines such a change is
reasonable and in conformity to criteria promulgated by the Florida Department of Transportation.
The completed engineering and traffic investigation found that a higher speed limit of 45 mph on the
designated section of Goodlette Frank Road northbound for the segment from one -half mile south of
Pine Ridge Road to Pine Ridge Road is warranted; and that the change is reasonable and in conformity
with the defined criteria.
FISCAL IMPACT: The estimated cost of installing the necessary speed limit sign is
approximately $100.00 and is budgeted with the Traffic Operations budget Fund 101.
LEGAL CONSIDERATIONS: This item has been approved by the County Attorney's Office and is
legally sufficient for Board action. —SRT

RECOMMENDATION: That the Board of County Commissioners of Collier County, Florida
approve the Resolution increasing the speed limit, authorize the Chairman to execute the Resolution,
and authorize staff to erect the appropriate traffic control signs.

RESOLUTION NO. 2008 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, AUTHORIZING A SPEED LIMIT INCREASE FROM THIRTY -
FIVE MILES PER HOUR (35 MPH) TO FORTY- FIVE MILES PER HOUR (45 MPH)
ON GOODLETTE FRANK ROAD FOR THE NORTHBOUND SECTION FROM ONE -
HALF MILE SOUTH OF PINE RIDGE ROAD TO PINE RIDGE ROAD.
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County
Commissioners (BCC) to alter established speed limits on roads under its jurisdiction;
and
WHEREAS, Goodlette Frank Road falls under the jurisdiction of the BCC; and
WHEREAS, in accordance with Section 316, Florida Statutes, the BCC may alter
such existing speed limits as may be appropriate upon the basis of an engineering and
traffic investigation; and
WHEREAS, the results of such engineering and traffic investigations determined
that the increased speed limit is reasonable and safe under the conditions found to exist
and it conforms to criteria promulgated by the Florida Department of Transportation and
Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The BCC does hereby establish a 45 miles per hour (45 mph) speed limit on
Goodlette Frank Road for the northbound section from one -half mile south of Pine
Ridge Road to Pine Ridge Road and does hereby direct the County Manager or his
designee to erect appropriate speed limit signs giving notice thereof.
2. A copy of this Resolution be forwarded to the Collier County Sheriffs Office for
proper enforcement of the established speed limits for Goodlette Frank Road within the
designated segment.
3. The effective date of the speed limit increase shall be after written notification to
the Sheriff's Office and upon posting of the appropriate signage.

Speed Limit Study Report
Northbound Goodlette Frank Road, From Pine One -half Mile South of
Pine Ridge Road to Pine Ridge Road

INTRODUCTION
The Collier County Traffic Operations Department has conducted an engineering and
traffic investigation study to determine the appropriate speed limit on northbound
Goodlette Frank Road, south of Pine Ridge Road. Goodlette Frank Road, going south and
north, is a minor arterial. With a 6 -lane cross section, it carries about 34,000 average
daily traffic (ADT). The posted speed limit is 35 mph on the referenced section and 45
mph on the rest of the road.
The primary purpose in the establishment of a speed zone is to provide improved
vehicular and pedestrian safety by reducing the probability and severity of crashes. An
established speed limit notifies the driver of the maximum speed that is considered
acceptably safe for optimum weather, visibility and traffic condition. It is intended to
establish the speed limit which the normally prudent driver can response more safely to
driving problems encountered on the roadway.
SPEED INVESTIGATION
Florida Statutes require that the change of speed zone values as outlined in Sections
316.183 and 316.189 F.S. be based upon an engineering and traffic investigation. The
investigation is to include, but is not limited to, the measurements of prevailing speeds
and other traffic engineering evaluations contained in the "Speed Zoning for Highways,
Roads and Streets in Florida" manual (FDOT Manual Number 750 -010 -002, 1997
Edition). This manual was developed by the Florida Department of Transportation to
promote unifonnity in the establishment of state, municipal and county speed zones
throughout the State of Florida.
Three types of data were utilized in determining the prevailing speed: 85th percentile
speed, upper limit of the 10 -mph pace and average test run speed. The reasoning behind
the foregoing investigations is that the majority of drivers travel at reasonably safe speed
for the various roadway conditions encountered, and that these investigations help
determine what may be reasonable speed limits.
Prevailing vehicle speeds were measured during free -flow traffic conditions on Monday
April 28, 2008 from 9:10 am to 10:45 am on Goodlette Road northbound, a section from
one -half mile south of Pine Ridge Road to Pine Ridge Road where the current speed limit
is posted at 35 mph. The following data was collected:
85' percentile speed — northbound = 46 mph

10 -mph pace - northbound = 36 mph — 46 mph
Field test run speed = 45 mph
ANALYSIS
The crash history of the road is not available, because it has recently been reconstructed
to a 6 -lane road and newly opened to public. Unless safety issues exist along the roadway
that are not readily apparent to the driver, a speed limit should not typically differ from
the 85t' percentile speed or upper Iimit of the 10 -mph pace by more than 3 mph and it
should not be less than 8 mph. The measured 85t" percentile speed of 46 mph and the 10-
mph pace from 36 mph to 46 mph would warrant a 45 mph speed limit. Field vehicle runs
also indicated that 45 mph is a safe and comfortable speed to travel on the subject
roadway section.
RECOMMENDATION
1. Based upon the speed investigation it is recommended that the current 35 mph speed
limit on northbound Goodlette Frank Road from one -half mile south of Pine Ridge Road
to Pine Ridge Road be increased to 45 mph, to achieve an uniform speed zone along the
entire roadway sections.
2. Since the existing 35 mph speed zone is being changed to 45 mph, the existing 35 mph
speed zone ahead warning sign should be removed.
