EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve the application by Milano
Series International Products Ltd., for the Job Creation Investment Program and the Property
Tax Stimulus Program
OBJECTIVE: That the Board of County Commissioners approve the application by Milano Series
International Products, Ltd. (Milano Series) for the Job Creation Investment Program and the Property
Tax Stimulus Program.
CONSIDERATIONS: On November 18, 2003, the Board of County Commissioners (Board) adopted
Ordinance No. 2003 -60, which is Article III of Chapter 49 of the Collier County Code of Laws and
Ordinances (Code) which established the Job Creation Investment Program and Ordinance No. 2003-
62, which is Article IV of Chapter 49 of the Code, which established the Property Tax Stimulus
Program. These programs are available to targeted high -wage companies that desire to relocate or
expand within specified areas of Collier County and are designed to reduce the economic effects of
relocation and/or expansion costs. The Programs have specific eligibility requirements including the
number of full -time jobs to be created and retained, the average wage of the jobs, timing of the jobs
being in place and the type of business being proposed.
On July 8, 2008, Milano Series submitted an application to be considered for the Job Creation
... Investment Program and the Property Tax Stimulus Program. The project involves the relocation of the
company's wholesale distribution center, research and development and corporate headquarters from
Mt. Vernon, New York, to an existing site in northern Collier County.
Milano Series International Products, Ltd.'s business is described as follows:
"Milano Series is a privately held business that designs, produces and distributes durable
goods such as in -home and office accessories arzd storage, various carr t�irrg totes for children
and adults, and wood home f lrnishings. "
Milano Series proposes to create twenty (20) new jobs in Collier County by September 30, 2012 at a
minimum average wage of $58,157 which is 150% of the 2006 Collier County average wage. Based
on Milano's commitment to create 20 jobs, the company is eligible for $20,000 in Job Creation funds
to be paid over three years after the jobs have been created and verified. Milano Series is also
requesting to participate in the State of Florida's Qualified Target Industry (QTI) Tax Refund Program
which is a program that provides incentives for job creation and requires a $16,000 local match by
Collier County to be paid over a 6 year period beginning in Fiscal Year 2012. The company's request
to participate in the QTI Program is being placed on the same agenda date as this request under a
separate agenda item.

In addition to the wage information above, Milano Series has also provided information related to the
benefits provided to employees. The annualized average value of the benefits for each new job is
approximately $6,945. The benefit package includes health insurance and yearly employee bonuses.
Milano Series has also requested to participate in the Property Tax Stimulus Program. Based on the
estimated property value of the building (including land) that the company is considering purchasing,
The County portion of the ad valorem property taxes associated with Milano's request is estimated at
approximately $13,087 per year. The actual dollar amount of the Property Tax Stimulus incentive
award will be calculated after the participating company has paid its ad valorem taxes in full. Payment
to Milano Series will be made only after the required jobs are in place and verified and written notice
is transmitted to the County requesting an authorized payment equal to the amount of the County
portion of the property's ad valorem taxes. This request, with the accompanying job creation
confirmations, may be made annually for a period up to ten (10) years.
The local Economic Incentive Programs as well as the State QTI Program are performance based.
Companies must meet specific requirements including jobs created, wage criteria, etc. in order to
become eligible to receive funds.
FISCAL IMPACT:
Job Creation: The applicant is eligible for $1,000 per newly created job, for a total of
$20,000, to be paid over 3 years after the jobs are in place. All jobs will be created by
September 1, 2011. Following creation of the specified jobs, the company may submit a
request for funds to the County Manager (or his designee). The Job Creation payments will be
paid at the beginning of the fiscal year following the date the newly created jobs are verified to
be in place. This request will require the allocation of $6,666.66 per year, for three years,
beginning in FY 2012,
Propertv Tax Stimulus: The estimated incentive award associated with the Property Tax
Stimulus Program is approximately $13,087 per year and may be requested annually for up to
ten (10) years. This dollar amount is based upon an improved property value of $3.41 million,
which may increase annually based upon the taxable value of the subject property. The dollar
amount of incentive award for the first year will be determined after the participating company
has paid its ad valorem taxes in full and has filed their request for reimbursement of the County
portion of the taxes. Payments for subsequent years will be determined by using the same
methodology. Milano Series is eligible for Property Tax Stimulus Program funds in an amount

not to exceed the County portion of the ad valorem property taxes associated with the subject
property, and the request may be made annually for a period of ten (10) years. Additionally, all
of the Program requirements must be met and maintained in order for the applicant to qualify
for a reimbursement.
The proposed budget for the local Economic Incentive Programs for Fiscal Year 2009 is $255.300,
however, the incentive payments related to this request will not be eligible for disbursement until 2012
based on the timing for the creation of the new jobs. Therefore, the first payments related to these
requests will paid no sooner than Fiscal Year 2012, and are subject to 1) the availability of annual
program funding; 2) verification of job creation and fulfillment by citizens or legal residents of the
United States; and 3) payment in full of the ad valorem taxes for the subject property.

The Business Management and Budget Office of Community Development and Environmental
Services Division, in coordination with the staff from the Economic Development Council of Collier
County (EDC), is responsible for job verification as well as monitoring program compliance.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: "Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County's economic base."
LEGAL CONSIDERATIONS: The application by Milano Series for the Job Creation Investment
Program and the Property Tax Stimulus Program is legally sufficient for Board consideration and
