EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners adopt a Resolution pursuant to
Section 288.106, Florida Statutes, recommending that the Governor's Office of Tourism, Trade
and Economic Development approve Milano Series International Products, Ltd. as a qualified
target industry business, confirming that the commitments of local financing necessary to
support this target industry are in place, and appropriating a total of $16,000 as local
participation in the Qualified Target Industry Tax Refund Program (QTI) for Fiscal Years
2012 -2017
OBJECTIVE: That the Board of County Commissioners (Board) adopt the attached Resolution
recommending that the Governor's Office of Tourism, Trade and Economic Development (OTTED)
approve Milano Series International Products, Ltd. (Milano Series) as a qualified target industry
business, confirming that the commitments of local financing necessary to support this target industry
are in place, and appropriating a total of $16,000 as local participation in the Qualified Target
Industry Tax Refund Program (QTI) for Fiscal Years 2012 -2017.
CONSIDERATIONS: On July 8, 2008, Milano Series submitted an application to be considered for
participation in the State of Florida's Qualified Target Industry Tax Refund Program (QTI). The
project involves the relocation of the company s wholesale distribution center, research and
development and corporate headquarters from Mt. Vernon, New York, to an existing site in northern
Collier County.
Milano Series International Products, Ltd.'s business is described as follows:
"Milano Series is a privately held business that designs, produces and distributes durable
goods such as in -home and office accessories and storage, various carrying totes for children
and adults, and wood home furnishings. "
Milano Series International Products Ltd. proposes to create twenty (20) new jobs in Collier County by
September 30, 2012 at a minimum average wage of $58,157 which is 150% of the 2006 Collier County
average wage.
Milano Series has applied to OTTED for certification as a qualified target industry business under the
State's QTI Program set forth by Section 288.106, Florida Statutes. This application process requires a
resolution adopted by the Board of County Commissioners in which the proposed project is to be
located, recommending that the target business be approved as a qualified target industry and stating
that the commitment of local financial support necessary for the target business industry exists.
It is the public policy of the State of Florida and Collier County to encourage the growth of high value -
added employment and the economic base by providing tax refunds to qualified targeted business
industries that create high -wage job opportunities. The QTI Program is an incentive program that

--, provides qualified applicants refunds on their corporate income, sales, ad valorem, intangible personal
property, insurance premium and certain other taxes.
This QTI incentive will provide an additional inducement for Milano Series to create 20 new positions
to Collier County by September 2011, with a minimum average wage of $58,157 which is 150% of
Collier County's 2006 average wage.
Enterprise Florida has contacted OTTED about the QTI Program and they agree that the project is
eligible for QTI tax refunds up to $80,000 (including local match). The Collier County portion of the
QTI tax refunds provides up to $16,000 to Milano Series over the six -year period. Such payments will
be made to the Florida Economic Development Trust Fund, upon approval by Enterprise Florida, with
the stipulation that the funds are intended to represent the "local participation" required by Section
288.106, Florida Statutes.
FISCAL IMPACT: The General Fund will be obligated for a total of $16,000 with the increments of
payments to occur as follows:

FY 2016 - $ 1,600
FY 2017 - $ 800

The local match is budgeted as part of the Economic Incentives Programs budget (Fund 001) within the
Community Development and Environmental Services Division. The local financial support is
contingent upon a determination annually by Enterprise Florida that the program requirements have
been -met, which includes Milano Series maintaining the specified jobs at or above the required wage
scale during the life of the incentive.

-- GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: "Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County's economic base."
Approval of this Resolution is also in accordance with the requirements of Section 288.106, Florida
Statutes.
LEGAL CON TIONS: The attached Resolution is legally sufficient for Board consideration
and approval.

recommending that the Office of Tourism, Trade and Economic Development approve Milano Series

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
SUPPORTING MILANO SERIES INTERNATIONAL
PRODUCTS, LTD. AS A QUALIFIED APPLICANT IN THE
QUALIFIED TARGET INDUSTRY (QTI) TAX REFUND
PROGRAM PURSUANT TO SECTION 288.106, FLORIDA
STATUTES; PROVIDING FOR FOUR ANNUAL
PAYMENTS FOR A TOTAL APPROPRIATION OF $16,000
AS THE LOCAL PARTICIPATION MATCH FOR FISCAL
YEAR(S) 2012 THROUGH 2017; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the business under consideration is a wholesale distribution center, research
and development and corporate headquarters, specifically, Milano Series International Products,
Ltd. ( "Milano Series "); and
WHEREAS, Milano Series currently has its wholesale trade /distribution center and
corporate headquarters located in Mt. Vernon, New York; and
WHEREAS, Milano Series is considering relocating its wholesale distribution center,
research and development and corporate headquarters to Collier County, Florida; and
WHEREAS, it is policy of the State of Florida and Collier County to encourage the
growth of high value -added employment and the economic base by providing tax refunds to
qualified targeted industries that create high -wage job opportunities; and
WHEREAS, the State requires the applicant requesting certification as a qualified
targeted industry business to provide, among other things, a resolution adopted by the Board of
County Commissioners of the county in which the proposed project is to be located,
recommending that the target business be approved as a qualified target industry and confirming
that the necessary commitment of local financial support for the target industry exist; and
WHEREAS, this incentive will provide an inducement for Milano Series to relocate to
Collier County; and
WHEREAS, to qualify for the Qualified Targeted Industry (QTI) Tax Refund Program, a
participant must create 10 new jobs or not less than a 10% increase in employment for an
expansion of an existing business; and

WHEREAS, Milano Series has committed to creating up to 20 new jobs in Collier
County by September, 2011, with a required minimum average wage of $58,157.00, which is
150% of the Collier County's 2006 average wage; and
WHEREAS, to qualify for this program, Enterprise Florida, Inc., will confirm with the
Governor's Office of Tourism Trade and Economic Development (OTTED) about the Qualified
Targeted Industry (QTI) Tax Refund Program that they agree the project is eligible for QTI tax
refunds up to $80,000.00 (including local match).
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The Board of County Commissioners hereby recommends that Milano Series
International Products, Ltd. be approved as a Qualified Target Industry Business pursuant to
Section.288.106, Florida Statutes, and
BE IT FURTHER RESOLVED that the County has reviewed the public resources for
local financial support and determined that the County can provide the necessary commitment of
local financial support for Milano Series as a Qualified Targeted Industry Business, in the
amount of up to $16,000.00; that this amount will therefore be so encumbered, and shall be made
available for payment from future revenues generated from the projected ad valorem taxes
collected as a result of this project. Payment is proposed to be made in the following increments:
FY 2012 - $2,400.00, FY 2013 - $3,200.00, FY 2014 - $4,000.00, FY 2015- $4,000.00, FY 2016 —
$1,600.00 and FY 2017 - $800.00 Monies are to be paid to the Florida Economic Development
Trust Fund with the stipulation that these funds are intended to represent the "local participation"
required by Section.288.106, Florida Statutes. The necessary commitment of local financial
support shall be contingent on Milano Series maintaining the jobs during the life of the incentive
and ensuring that its hiring practices are consistent with and reflect the diversity of the Collier
County community.

4. KEY QTI PROGRAM •-
• The tax refund claim form will be due by January 31" each year for the number of jobs on December 3i" of the
previous calendar year. Tax refunds paid per state fiscal year (July 1 — June 30) may not exceed 25 percent of
the total tax refund award associated with the phase(s) scheduled.
• The total award will be equal to $3,000 ($6,000 in Enterprise Zones or Rural Counties) times the number of jobs
reported in Item 1A, plus $1,000 per job if the average annual wage is at least 150% of the area's average; or
$2,000 per job if the average annual wage is at least 200 %. However, the QTI award may not exceed five times
the local financial support paid by the community.
• If in any year the applicant does not achieve the job creation schedule outlined in item 1 C, but achieves at least
80% of the required net new jobs, the company will receive a pro -rated refund less a 5% penalty of the
scheduled award amount for that year. If job creation falls below 80% of the required jobs, the company
will not receive a refund and will be terminated from the program.
• For an expandIna Florida business unit:
o Existing number of full -time equivalent jobs must be maintained for the duration of the QTI agreement.
o The average wage commitment should include wages paid across the expanding business or reporting unit
for all new and existing jobs. as shown on the unit's UCT -6 form. If the project involves activities not
representative of the expanding business or reporting unit and are anticipated to be substantially different
from the historical range and distribution of jobs and wages paid (higher or lower) in the existing unit, that
issue should be disclosed and discussed with Enterprise Florida at the time of application to determine If
separate record keeping must be established.
• A qualified target industry business that fraudulently claims a refund under 288.106(2), Florida Statutes:
o Is liable for repayment of the refund to the account, plus a mandatory penalty in the amount of 200 percent
of the tax refund which shall be deposited into the General Revenue Fund.
o Is guilty of a felony of the third degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.

A. Provide a brief synopsis of the special impacts the project is expected to
stimulate in the community, the state, and the regional economy. Include the
impact on indicators such as unemployment rate, poverty rate, and per capita income.
Milano Series' primary customer base is located outside the State of Florida. Our
merchandise is manufactured overseas and shipped on a national and international
level both directly to customers and to our warehouse for follow -on distribution.
While a small percentage of our current NY staff will be relocating with the
company, the balance and majority of the positions within the company are
projected to be filled by personnel in the existing Florida labor pool, thereby helping
to reduce the area's unemployment rate. it is expected the relocation will benefit
the state, county and local area through increased tax receipts (real estate taxes for
the commercial property, real estate taxes on the residential property purchased by
relocating personnel, annual report filing fees for the business, documentary excise
taxes on the purchase of the commercial and residential properties, various sales
and use taxes as they relate to normal business operations, increase in sales taxes
received through personal purchases of those personnel relocating as well as those
hired from the local labor pool, etc.). Construction of our office site would also
provide opportunities to local contractors for the various improvements and
additions that are unavoidable with any relocation. On a regional level, it is

expected Milano Series will contract with area trucking and shipping companies to
ensure distribution and delivery from ports of entry to our warehouse and regional
customers. lastly, we expect the relocation to the Collier County area to broaden
the demographic industrial sectors by adding the corporate headquarters and
wholesale distribution center.

Milano Series has always been active in the local Chamber of Commerce, helping
