OBJECTIVE: To obtain BCC direction on a possible access alternative at the intersection of
Whippoorwill Lane and Dudley Road.
CONSIDERATIONS: The county transportation development review team identified
deficiencies at the intersection of Whippoorwill Lane and Pine Ridge Road and required the
adjacent developers to provide an area wide traffic study to define improvements necessary to
achieve a satisfactory level of service. The study included existing and future development that
was contemplated within the study area. The study findings indicated that the existing eastbound
and westbound turn lanes on Pine Ridge Road would need to be lengthened and that an
additional northbound left turn lane would be needed exiting Whippoorwill Lane onto Pine
Ridge Road. The improvements on Whippoorwill Road required that the current full access to
Dudley Road off of Whippoorwill Lane be limited to right in, right out only. Developments off of
Dudley Road have additional access off of Larson Way (see attached aerial map for an
overview). Through a prior public petition, the BCC directed staff to review the access from
Dudley Road and present the BCC with additional information as well as an alternative to
consider.
The design plan was reviewed with the design engineer and a full access alternative was
considered as an acceptable interim condition (see attached Exhibit 1). This alternative would
allow full access with proper signage to keep the Whippoorwill Lane area clear (see attached
Exhibit 2). A memorandum was generated detailing what would be required to accomplish this
alternative access design (see attached Exhibit 3).
The attached alternative would be acceptable if the intersection signage is adhered to and traffic
does not back up onto Pine Ridge Road, entering traffic onto Whippoorwill Lane. The future
growth and anticipated connection of Whippoorwill Lane to Livingston Road will likely cause
this intersection to experience additional volumes which likely may warrant the reclosing of the
Dudley Road full access in the future, should the BCC direct staff to modify the current
condition.
GROWTH MANAGEMENT IMPACT: The access alternative does not conflict with the
Growth Management Plan.
LEGAL CONSIDERATIONS: Please note that this proposed median opening will be subject
to closure depending upon future changes in traffic volume and patterns. This is an interim
measure only, and no vested rights to a full median opening are being proposed or created. -JAK
FISCAL IMPACT: To modify the intersection would require an additional expense which has
been estimated to cost between $25,000 and $50,000, with additional expenses to change it back
in the future, if warranted. These funds have not been budgeted in FY09.
RECOMMENDATION: That the Board of County Commissioners reviews the access
alternative and provides staff with direction on how to proceed.

SUBJECT: Whippoorwill Lane Improvements
Attached is Exhibit 1, a marked up copy of a portion of Sheet (2 of 17) of the design plans, Sheet
Index Plan for Whippoorwill Lane Intersection Improvements illustrating recommended changes
to the current roadway. The following changes to Whippoorwill Lane are recommended:
1. Remove the median separator curb from Dudley Drive south to allow for south bound left
turn from Whippoorwill Lane and east bound left turn from Dudley Drive.
2. Remove the north bound left turn pavement markings from the inside north bound lane
immediately north and south of the Whippoorwill Lane / Dudley Drive intersection.
3. Remove the solid pavement lane markings within the intersection of Whippoorwill Lane
and Dudley Drive.
4. Install double yellow pavement markings for a median south of the Dudley Drive
intersection, eliminating the inside north bound left turn south of Dudley Drive.
5. Install double yellow pavement markings for a median north of the Dudley Drive
intersection, allowing for the inside north bound left turn lane to be utilized.
6. Install wide solid white lines that outline the intersection area that vehicles are not to
block on the northbound side of the Whippoorwill Lane / Dudley Drive intersection.
7. Install white word message of "KEEP CLEAR" in both northbound lanes at the
Whippoorwill Lane / Dudley Drive intersection.
8. Install "Do Not Block Intersection" sign (MUTCD R10 -7) on right side of north bound
lanes south of the Dudley intersection.
9. Install No U- Turn sign (MUTCD R3 -4) in the median separator curb for the south bound
lane north of the Dudley intersection.
All pavement markings and signs should be installed in accordance with the requirements of the
2003 MUTCD and January 2, 2008 proposed amendments to the MUTCD.
