EXECUTIVE SUMMARY
Recommendation to waive formal competition and approve the sole source
purchase of an Auger Monster System for the Naples Jail from JWC
Environmental c/o Heyward Incorporated at a cost of $98,856
OBJECTIVE: To replace the current grinder and provide redundancy to the sanitary
sewer system for the old and new jails.
CONSIDERATION: The current grinder shreds excessive particulate from the sanitary
sewer system. This excessive particulate matter may consist of blankets, clothes,
pillows, shoes, etc. coming from the jails. This excessive particulate matter is
detrimental to the sanitary sewer system. The sanitary sewer system that serves the old
and new jails currently has a grinder that has reached the end of the manufacturer's
suggested life and warranty. The current grinder will be removed.
Staff recommends replacing the current grinder with an Auger Monster System. This
new unit will grind the particulate which will be disposed of in an environmentally sound
manner through a small receptor for disposal. The grinder in the Auger Monster System
is covered by patent numbers 5,478,020, RE39,948SE and RE37,550E, thus making the
Auger Monster System a sole source and it can not be purchased from another vendor.
Purchase of the Auger Monster System by the County will result in a sales tax savings to
the County in the amount of $5,931.36.
Staff will obtain quotes or bids for the installation of the Auger Monster System and
accessory work.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and
is legally sufficient for Board action. JAK
FISCAL IMPACT: This project is budgeted within the Board approved FY09 Sewer
Project 52005.1 in the County wide Capital Project Fund 301.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners waives formal
competition and approves the sole source purchase of an Auger Monster System from
JWC Environmental c/o Heyward Incorporated in the amount of $98,856.

John,
/ sent an e-mail to JWC regarding the patent number for the Auger Monster with Grinder
which is what the county is purchasing. /n earlier discussions on designs, it was going to be
just an auger with grinders located separately upstream. 1 guess Eric Elam at JWC still
thought it was just the auger and no grinder. Be assured that the price the county was quoted
does in fact include a J!rinder. 1 am sorry for any confusion this has caused and / should hear
back from JWC soon about the patent numbers. 1 have also attached a copy of our equipment
proposal.
