EXECUTIVE SUMMARY
Recommendation to approve a budget amendment recognizing $398,238 in
revenue from the pre-payment of development expenses for shared
infrastructure for the construction of the Children's Museum of Naples
Obiective: To provide additional educational and recreational experience
opportunities at North Collier Regional Park through a public/private partnership.
Considerations: The Children's Museum of Naples, Inc. is a private, non-profit
institution founded May 2002 with the mission of providing an environment in
which children and their families play and learn together. On December 16, 2003
the Board approved an agreement with the Children's Museum of Naples, Inc.
and established a partnership with the Collier County Board of County
Commissioners in which the museum leases two acres, located at North Collier
Regional Park for $100 annually and will construct a 20,000-square-foot building.
The Children's Museum of Naples, Inc. has agreed to maintain the building once
constructed and provide $398,238 in funding for infrastructure costs associated
with the two-acre site.
The Children's Museum of Naples, Inc. made a payment of $392,153.50 on
November 8,2007 and $6,084.50 on January 4th, 2008 for a total of $398,238 as
stated in article 4A of the original Lease Agreement. The $398,238 represents
payment of 50% of total expenses to develop shared "infrastructure" of the
Children's Museum of Naples.
The Parks and Recreation Advisory Board unanimously approved this
partnership in concept on September 17, 2003.
Leaal Considerations: This item has been reviewed by the County Attorney's
Office and does not present any legal issues. CMG
Fiscal Impact: Staff has prepared a budget amendment recognizing $398,238 in
revenue from the Children's Museum of Naples and appropriating it to the North
Collier Regional Park project number 80692 in the Parks and Recreation Impact
Fee Fund 346. These funds will be used to complete the boardwalk portion of
the park.
Growth Manaaement Impact: No growth management impact is associated
with this action.
Recommendation: That the Board of County Commissioners approves the
proposed budget amendment.
