EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 2 to Professional Service
Agreement No. 05-3865 in the amount of $278,420 with CH2MHILL, Inc., for the
design of Collier Boulevard Road Improvements from Golden Gate Boulevard to
Golden Gate Main Canal, Project No. 68056.
OBJECTIVE: To receive Board approval of the negotiated Change Order No. 2 for
Engineering and Permitting Services, in the amount of $278,420.00, to be provided by
CH2MHill, Inc., for capacity improvements to Collier Boulevard, Project No. 68056.
CONSIDERA TION: Contract 05-3865 is currently being designed to widen Collier
Boulevard to six lanes from Golden Gate Boulevard to the Golden Gate Main Canal. The
current contract provides for 100% plans from Golden Gate Boulevard to Green
Boulevard and 60% plans from Green Boulevard to the Golden Gate Main Canal. Change
Order 2 is necessary to provide improved access management, drainage and permitting as
well as the extension of Green Boulevard to the east by bridging the CR 951 Canal.
FISCAL IMPACT: Funds in the amount of $278,420.00 are available within the
Transportation Supported Gas Tax Fund and Road Impact Fee Funds. Source of funds are
in gas tax and impact fees.

LEGAL CONSIDERATIONS: The Change Order and Executive Summary have been
reviewed and approved by the County Attorney's Office for form and legal sufficiency.

GROWTH MANAGEMENT IMP ACT: The project is currently identified on the
Capital Improvement Plan as CIE 13 and is consistent with the Growth Management
Plan.
RECOMMENDATION: That the Board of County Commissioners approve Change
Order No.2 to Professional Services Agreement No. 05-3865 with CH2MHill, Inc., in
the amount of $278,420 for design and engineering services for roadway and capacity
improvements to Collier Boulevard from Golden Gate Boulevard to Main Golden Gate
Canal, and authorize the Chairman to execute the agreement on behalf of the County.

Describe the change(s):_Change order No.2 is necessitated in order to provide access management, geometric,
land development, right-of-way and drainage requirements. The changes include providing EB left turn access on Pine
Ridge Road at Neff's Way; modifying the existing drainage swale at the commercial strip mall between Neff's Way and
Collier Boulevard to maintain the landscape buffer requirements. At White Boulevard and Collier Boulevard Intersection
change was needed to provide full turning movement access for WB rights. As a result of right-of-way negotiations with
Kaye Homes, modifications to the White Boulevard geometry and drainage were necessary. In order to satisfy the
permitting requirements of the SFWMD and the BCB in the 60% drainage design will need to be modified to obtain a
permit

Identify all negative impacts to the project if this change order were not processed _Contract 06-3881 is currently under
construction for the 6-lane widening of Collier Blvd. from lmmokalee Road to Golden Boulevard. Contract 07-4124 is
currently under construction for six-Ianing Collier Blvd. from US 41 to Davis. Collier Boulevard from Green Blvd. to the
Golden Gate Main Canal lacks the potential to provide water quality treatment for any future improvements to thiS section
of the corridor. The benefit of this change order is that it will complete the ERP within the project limits by providing
compensatory water quality treatment volume for the section of Green Blvd, within the section from Green Blvd. to Golden
Gate Blvd. The entire project limit (Golden Gate Main Canal to Golden Gate Blvd) will be permitted and the ROW
described for future purchase

PART 1. DESCRIPTION - SCOPE OF WORK
Change Order No.2 provides for the CONSULTANT'S services to be modified to add the
following scope of services:
Task 1 - Addition of EB Left Turn Lane on Pine Ridge Road to Neffs Way
As part of the Original Scope, the median access to and from N effs Way was eliminated to
expedite traffic flow along Pine Ridge Road and eliminate a potential conflict point(s)
with EB and WB traffic on Pine Ridge Road. After discussions with businesses affected
by this potential median closure, it was detem1ined that impacts to the businesses (by
eliminating this movement) would be substantial and should be reduced/eliminated if
possible. The County determined that the Project Plans should be modified to include an
EB Directional Left as part of the project.
Services include Roadway Design (Plan and Profile, Cross Sections, Signing and
Marking, Quantities), Drainage Design, and Pem1it modifications.

As part of the Original Scope, an additional thru lane (No.3) was added to Pine Ridge
Road. This addition, as well as the Right Turn Lane into the Commercial property, had a
significant impact to the existing drainage swale and landscape buffer. After discussions
with businesses affected by these proposed improvements, it was determined that impacts
to the landscape buffer would be too extreme and should be reduced if possible. The
County determined that the Project Plans should be modified to reduce ROW impacts.
Drainage modifications to reduce required ROWand avoid existing Utility Impacts will
be required.
Services include Roadway Design (Plan and Profile, Cross Sections, Quantities), Drainage
Design, and Permit modifications, ROW Sketch and Descriptions and Map revisions.
Task 3 - Addition of White Boulevard 'VB Right Turn Lane to Collier Boulevard
As part of the Original Scope, the lane configuration of WB White Boulevard at the Pine
Ridge Road Intersection consisted of two thru lanes and a combination thru-right. After
discussions with TECM Planning (after a review of the 60% Plans) it was determined that
the intersection geometry should be modified to include a separate right turn lane. This
modification will eliminate the need in the future to add a right turn lane (modifications to
drainage, box culvert, signals and permit(s) would be required) and will expedite thru
traffic by allowing 3 thru lanes through the intersection. As a result of these changes, the
NE comer of Collier and White Boulevard will have a "pork-chop" configuration. This
approach has been discussed with the Traffic Department. This geometric change will also
affect the Signal Configuration of the Intersection as well as the box culvert extension and
headwalls.
Services include Roadway Design (Typical Section, Plan and Profile, Cross Sections,
Signing and Marking, Signal, Box Culvert, Quantities), Drainage Design, and Permit
modifications, ROW Sketch and Descriptions and Map revisions.
Task 4 - Modification to White Boulevard Geometry
As part of the Original Scope, the geometry of White Boulevard east of Webber
Boulevard was designed to transition to existing White Boulevard as quickly as possible
to avoid future "throw-away" costs once White Boulevard was widened to the east. After
discussions with TECM Design, Planning and Traffic (after a review of the 60% Plans) it
was determined that the transition should be modified to improve access for adjacent
property owners which will help reduce potential impacts. CH2M HILL was directed to
prepare alternatives which would improve access management. TECM would then review
and direct CH2M HILL to modify the plans based on their preferred configuration.

Services include preparation of Conceptual Design Alternatives and once an alternative
was approved: Roadway Design (Typical Section, Plan and Profile, Cross Sections,
Signing and Marking, Quantities), Drainage Design, and Permit modifications, ROW
Sketch and Descriptions and Map revisions.
Task 5 - Modification to White Boulevard Drainage Pond(s) and Conveyance
The drainage treatment and attenuation for White Boulevard was designed to be handled
by a dry detention pond constructed on the north side of White Boulevard on an
undeveloped parcel between the CR951 Canal and Webber Blvd. After discussions with
TECM Design and ROW (after a review of the 60% Plans) it was determined that the Kay
Homes parcel on the south side of the road may be available for a potential Pond Site. The
County began ROW discussions with Kay Homes and requested that CH2M HILL
prepare an alternative which showed a pond on the South side which impacted the Kay
Homes Model Center, as well as various alternatives for the parcel to the north (Pond on
west side of parcel, pond in between parcels etc.. .). CH2M HILL prepared the exhibits
and after initial negotiations with Kay Homes it was determined that the ROW costs for
ponds on the south and side or one that split the parcels on the north side was too great.
During that time CH2M HILL met with the SFWMD/BCB and determined that a dry
detention area in
un-used County ROW (future 39th Street Extension) could be utilized for the storm water
west of Webber Boulevard. The Storn1 water east of Webber Boulevard will be handled in
small lateral ditched adjacent to the roadway. The County directed CH2M HILL to
proceed with the revised design which will utilize a previously useless parcel, reduce
construction costs as well as ROW impacts.
Services include preparation of Conceptual Pond and ROW Alternatives and once an
alternative was approved: Plan and Profile Sheets, Drainage Structural Sheets, Summary
of Drainage Structures, Cross Sections, Lateral Ditch Design Pond Design, Drainage
Design and Details, Permit Modifications, ROW Sketch and Descliptions and Map
reVISIons.
Task 6 - Modification to Collier Boulevard Drainage and Permit - SFWMD
The drainage treatment and attenuation for Collier Boulevard is being accomplished
mainly through lateral ditches along alignment. The mcUority of treatment and attenuation
will be handled on the west side of Collier Boulevard. The section of Collier Boulevard
from Green Boulevard to Golden Gate Boulevard will over compensate to make up for the
lack of available ROW along Collier Boulevard from Green to the Main Golden Gate
Canal for treatment and attenuation. Based on discussions with SFWMD and RAI Permit

comments, the type and amount of treatment and attenuation needed will require
CH2M HILL to modify the Drainage Design along Collier Boulevard to expand the
Basins and reduce outfall locations. The additional required ROW was included in the
60% Plans however the ROW Maps as well as Sketch and Descriptions needed to be
modified. After discussions with TECM Design it was determined that the changes would
be necessary in order to obtain a Permit for the Project and Conceptual approval for the
section of Collier from Green to the Main Golden Gate Canal.
Services include revisions to the Plan and Profile Sheets, Drainage Structural Sheets,
Summary of Drainage Structures, Cross Sections, Lateral Ditch Design, Drainage Design
and Details, Permit Modifications, ROW Sketch and Descriptions and Map revisions.
Task 7 - Access Management Alternatives: Chevron Parcel NW Corner of Collier/PRR
The Original Scope included improvements to Collier Boulevard, consisting of a dual
right turn lane from SB Collier to WB PRR. The current ingress/egress to the Chevron
Station as well as other businesses in that strip mall is affected by the additional right turn
lane. The dual right hand turns would eliminate the ability for traffic to exit at this
location due the safety concerns of a limited weave distance. In an effort to reduce
potential business damages, CH2M HILL was requested by the County to prepare access
management alternatives that would improve access to and from the strip mall as well as
improve internal circulation. Four (4) Alternatives were developed and presented to
County Staff which showed proposed geometrics and ROW needs. Meetings were held to
discuss the alternatives and CH2M HILL was given direction to proceed with a chosen
alternative.
Services include preparation of Conceptual Design Alternatives and modifications to the
revised ingress location.
Task 8 - Green Boulevard Extension Structure over CR 951 Canal
The Original Scope of Work is being modified to include a structure over the CR 951
Canal for the future extension of Green Boulevard to the east. In discussions with TECM
Design, Planning and Traffic, it was determined that the future extension of Green
Boulevard directly east of its current terminus was the most logical location. The County
has directed CH2M HILL to design the CR 951 Canal structure and NB Right Turn Lane
as part of Project No. 68056 to improve traffic circulation and provide much needed
pedestrian access across the canal in the vicinity of Green Boulevard. As part of these
changes, the Collier Boulevard median opening for 17th Street SW will be closed. This
will result in access to 17th Street SW being Right-in/Right-out only. CH2M HILL has
had discussions with the SFWMD and has determined that a ConSpan will be acceptable

at this location as opposed to a three-span bridge. Impacts to the existing 36" Raw Water
line will not be avoidable and relocation for approximately 300 LF will be required. In
addition over head electrical lines will also need to be relocated. Improvements to 39th
Street SW are not anticipated besides restoration of pavement impacted during
construction. Temporary pavement will be required to move traffic around the
construction zone. Temporary Construction Easement will be required from 2 Property
Owners.
Services include revisions to the Plan and Profile Sheets, Drainage Structural Sheets,
Summary of Drainage Structures, Cross Sections, Drainage Design and Details, ConSpan
Plans, Geotechnical Investigation, SUE Investigation, Utility Design, DEP Permit, Permit
Modifications, ROW Permits, Bridge Hydraulics Report, Sketch and Descriptions,
Modifications to ROW Maps.
Task 9 - New Force Main (HMA Plans) from Green to Pine Ridge Road
The Original Scope of Work included identification and coordination with existing
utilities along the project corridor but did not include scope or fee for new utilities since
none were anticipated. The Brooks Village Development contracted with HMA to provide
a Force main from Green Boulevard to Pine Ridge Road. This Force main will be
constructed within the project limits and will need to be coordinated, and incorporated
into our Utility Plans, Cross Sections, and Drainage Structure Sheets. In addition the
utility may be in conflict with the proposed Drainage improvements to Collier Boulevard
and may require relocation (dips in line) at various locations over the 1.0 mile alignment.
This work could not have been anticipated and therefore was not included in the original
contract.
Services include, Coordination, incorporation of Utility into Utility Plans, Cross Sections
and Drainage Structure Sheets, QA/Qc. Re-design of Force main due to conflicts is
unknown at this time and is not included as part of Task 10.
Task 10 - SFWMD BCB ROW Permits
Since the Original Scope of Work was contracted, SFWMD/BCB has required that all
linear infringements (County facilities -lighting, structures etc...) into the CR 951 Canal
ROW be Permitted separately based on type of facility. Based on this requirement it is
anticipated that CH2M HILL prepare and obtain two (2) additional Permits for this
proj ect.
Services include ROW Permit Preparation and Coordination and incorporation into
Project Bid Plans.

PART 3. - EXCLUSIONS:
The following tasks are not included in the Scope of Work for this Change Order:
1. Services other than those specifically listed above.
2. Services requiring more effort than that listed in the Fee Schedule.
3. No Bridge Development Reports or Bridge Plans will be prepared for the Green
Boulevard Extension. Structure will be ConSpan.
4. No improvements to 39th Street SW are included besides those specifically listed
in Task 9 above.
5. Title Searches are not included in this Scope of Services and will be provided by
the County
6. Modifications to the Project Plans for changes required at the SW comer of Pine
Ride Road and Collier Boulevard will be made and associated fees will be
contracted directly with Brooks Village Development prior to inclusion in the
plans.
7. Coordination with Embarq and inclusion of 2 new Embarq Utilities within the
Project Coordination will be made and associated fees will be contracted directly
with Embarq prior to inclusion in the plans.
8. Permit Fees associated with Task 10 will be paid directly by Collier County.
