EXECUTIVE SUMMARY
Recommendation to consider agenda topics proposed by the Marco Island City
Manager on behalf of the Marco Island City Council for a joint workshop requested
with the Board of County Commissioners scheduled December 4, 2008.
OBJECTIVE: To consider the agenda topics proposed by Marco Island City Manager
Steven T. Thompson on behalf of the Marco Island City Council (MICC) for the joint
workshop requested with the Board of County Commissioners (BCC) that has been
scheduled for Thursday, December 4 from 1 to 4 p.m. at Marco Island City Hall
Community Room, 51 Bald Eagle Drive, Marco Island.
CONSIDERATION: County Manager Jim Mudd received a letter dated September 4,
2008 from Marco City Manager Thompson (attached) that the MICC requested at its
regular September 2 meeting that he ask for a joint work session with the MICC and BCC
to discuss issues of interest or concern to both governing bodies.
Subsequent to receiving the correspondence, Mr. Mudd brought to the Board's attention
the request and was directed by the BCC to move forward with scheduling of the
workshop as requested by the MICe.
Mr. Thompson and Mr. Mudd met on Marco Island to review potential topics for the
agenda on Friday, October 10.
The following agenda topics are for Board consideration:
. Emergency Medical Services (EMS)
. Parks - County Parks becoming City Parks
. Affordable Housing
. Community Redevelopment Area (CRA)
FISCAL IMPACT: There is no fiscal impact associated with this executive summary.
GROWTH MANAGEMENT IMP ACT: There is no growth management impact
associated with this executive summary.
LEGAL CONSIDERATIONS: None.
RECOMMENDATION: That the Board of County Commissioners considers the
agenda topics proposed by the Marco Island City Manager on behalf of the Marco Island
City Council for a joint workshop requested with the Board of County Commissioners
scheduled for December 4,2008.

Re: Request for Joint Meeting with Board of County Commissioners

At the meeting of September 2, 2008, the Marco Island City Council requested that a joint work session be
held with the Collier County Board of Commissioners to discuss issues of interest or concern to both
governing bodies.
During the late 1990's the two bodies met a few times to review and coordinate the handoff of services
between the County and the new City of Marco Island, and in many ways this next meeting offers a chance
to discuss mutual issues and concerns after more than a decade of hard work. Specifically, the City
Council is interested in discussing the value that the residents receive for the funding that residents and
businesses of Marco Island provide through property taxes for County government and any alternatives in
services and funding that the City or County envision for the near future. The City Council has expressed
a particular interest in discussing EMS, the City's financial support for affordable housing, and services for
which the City appears to pay a disproportionate amount in taxes and, of course, there are a number of
services that the City funds with very little proportionate service in return.
I expect this to be a very positive meeting, and I know that the members of City Council are looking forward
to this opportunity to discuss how the County and the City can continue to provide outstanding service to
residents and businesses.
Our staff will work with a contact in your office to find a date and location that is mutually acceptable, and
we will work with you to develop an agenda to cover any issues that are identified for this meeting,
I do always appreciate your outstanding service to Collier County and to the City of Marco Island, and look
forward to working with you on this issue,
