EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners adopts a
Resolution to support and provide consideration to local campground rental
businesses to operate on a comparable price fee schedule with the National Park
Service in Big Cypress National Preserve (Commissioner Jim Coletta)
OBJECTIVE: The National Park Service and local campground businesses are
providing rental campground services in Big Cypress National Preserve. Due to low
overhead and exclusion from local land tax remuneration, the National Park Service can
charge one-third of the fair market price to rent campground space. This has created a
disproportionate advantage in favor of the National Park Service. I am requesting that
the Board adopts a Resolution to support the notion that the National Park Service work
hard to revise its rental campground service rates in order to operate on a comparable
price fee schedule with local businesses. In turn, these local campground businesses will
be able to fairly compete with the National Park Service's rental campground services in
Big Cypress National Preserve.

CONSIDERATIONS: The local campground rental businesses desire to continue
operations in their intended manner, which has long been a part of the Big Cypress
National Preserve area's tradition. An adopted resolution may help to ensure that these
local businesses be allowed to continue their operations to contribute to the local
economy and tourism industry.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMP ACT: Unfair competition between the National
Park Service and local campground rental operations could hinder the companies'
abilities to provide economically beneficial, enjoyable, and informative activities to the
visitors and residents of Big Cypress National Preserve.
LEGAL CONSIDERATIONS: The County Attorney has approved the attached
Resolution for legal sufficiency. 1AK
RECOMMENDATION: That the Collier County Board of County Commissioners
urges the National Park Service to work toward a level playing field and pricing fee
schedule to promote fair business competition amongst rental campground operations in
Big Cypress National Preserve.

RESOLUTION NO. 2008-
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, TO SUPPORT AND PROVIDE
CONSIDERA TION TO LOCAL CAMPGROUND RENTAL BUSINESSES TO
FAIRLY COMPETE WITH THE NATIONAL PARK SERVICE TO OPERATE
IN THEIR INTENDED TRIDITIONAL AND CULTURAL MANNER.
WHEREAS, the National Park Service operates campgrounds and provides rental services in
Big Cypress National Preserve; and
WHEREAS, the National Park Service, due to low operating expenses and exclusion from
local land tax remuneration, can operate campgrounds and provide rental services in Big Cypress
National Preserve, for one-third of the prevailing market price; and
WHEREAS, the National Park Service has challenged local campground businesses by
hindering their ability to provide economically beneficial, enjoyable, and informative activities to the
visitors and residents of Big Cypress National Preserve; and
WHEREAS, local campground businesses find the National Park Service's campground rental
rates stifle reasonable competition in Big Cypress National Preserve; and
WHEREAS, local campground businesses desire to offer their campground rental services and
concessions to visitors of Big Cypress National Preserve; and
WHEREAS, local campground businesses significantly benefit the economy by providing
employment and clearly promote the tourism industry in Big Cypress National Preserve.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that we urge the National Park Service
to utilize standard operational and management techniques to ensure fair and balanced competition
amongst local campground businesses, so that they may continue to operate in their intended traditional
and cultural manner.
