EXECUTIVE SUMMARY
APPOINTMENT OF MEMBER(S) TO ENVIRONMENTAL ADVISORY COUNCIL
OBJECTIVE: To appoint 2 members to fulfill the remainder of vacancies, with the terms
expiring on April 13, 2011 and April 13, 2012, to the Environmental Advisory Council.

CONSIDERATIONS: The Environmental Advisory Council has 2 vacancies due to
resignations. This 9 member (plus 2 alternate members) council acts in an advisory capacity to
the Board in mattcrs dcaling with the regulation, controL management, use or exploitation of any
or all natural resources within the County, and the review of all land development petitions
which require an environmental impact statement (ElS) per section 10.02.02 A of the Code, all
developments of regional impact (DRI), lands with special treatment (ST) or Area of Critical
State Concern! Special Treatment zoning overlays, areas of the county covered by interlocal
agreements, any petitions which cannot be resolved bctween the applicant and staff. The
membership will include technical and non-technical members. Technical members shall
demonstrate evidence of expertise in one or more of the following areas related to environmental
protection and natural resources management: Air Quality, Biology (including any of the
sub-disciplines such as botany, ecology, zoology, etc.), Coastal Processes, and Estuarine
Processes, Hazardous Waste, Hydrogeology, Hydrology, Hydraulics, Land Use Law, Land Use
Planning, Pollution Control, Solid Waste, Stormwater Management, Water Resources, Wildlife
Management, or other representative areas deemed appropriate by the Board such as, but not
limited to, a representative of the development community. Altcrnatc EAC members will be
requested to attend meetings when regular EAC members have notified staff that they will be
absent. Alternate members will participate in discussions and vote when replacing a regular
member. Alternate members must be technical members that can demonstrate expertise in
environmental protection and natural resource management. Terms are 4 years. A list of the
current membership is included in the backup.

Environmental staff has reviewed two applications for the vacant EAC positions.
Ninon L. Rynerson is qualified as a non-technical applicant. Ms. Rynerson has been a
registered nurse for eleven years and currently works at Physician's Regional Hospital.
She is also a past member of the Conservancy of SW Florida and is a self-professed
long time environmentalist. Her community activities include being a member of the
American Red Cross and a Shelter Registered Nurse.
Pamela S. Mac'Kie is a qualified technical applicant. Ms. Mac'Kie received a Juris
Doctor (magna cum /aude) from the University of Mississippi. She also has a Bachelor
of Science in Education from Delta State University. She currently has her own law
firm, Mac'Kie Law. The previous five years she worked as in-house counsel to Bonita
Bay Group. During the years 2001-2005 she served as one of three Deputy Executive
Directors for the South Florida Water Management District with the responsibility for
land acquisition and management for ecosystem restoration programs including the
Everglades Restoration program. During 1994 - 2001 Ms. Mac'Kie served as Collier
County Commissioner. During 1986-1999 she practiced law at Cummings & Lockwood
and her own law practice.
IN ADDITION, Mr. Larry Baytos applied, but withdrew his application on 10-17-68.
Larry Baytos is a qualified as a non-technical applicant. Mr. Baytos has a Bachelor of
Science in Business Administration from Youngstown University and a Master's in
Business Administration from Harvard Graduate School. He was previously the Senior
Vice President for Quaker Oats Company in Human Resources and Administration. He
has lived in Naples for over 18 years and is currently the Chairperson for the County
Government Productivrty Committee. Mr. Baytos is very active in the community as a
tutor for English as a second language programs. He has also been very active as part
of the Audubon Country Club Homeowner's Association to assist with environmental
compliance within the PUD.

This 9 member council acts in an advisory capacity to the Board in matters dealing with the

member, Alternate members must be technical members that can demonstrate expertise in
environmental protection and natural resource management. Terms are 4 years.

executive team as chief legal advisor on all aspects of real property law, ranging
from contracts and vendor management to land use and lobbying. With a staff of
two administrative assistants, responsibilities included:
· Established and managed a contract administration system for all business
agreements, including land sales and acquisitions, vendors, local
governments, realty agents, and builders.
Created standardized agreements for parcel sales, land purchases, builder
agreements, sales incentives, marketing agreements and various repetitive
transactions to be used as a base for negotiation and drafting.
· Established and administered a system for management of outside legal
counsel to minimize fees and ensure adequate reporting and case
management
· Negotiated and documented significant financing agreements, including
$200 Million + revolving line of credit and associated agreements.
· Created and implemented workforce housing program "Homes for Heroes"
· Directed all corporate governance and entity management matters
South Florida Water Manaoement District (10/01 to 10/05)
Served as one of three Deputy Executive Directors of Florida's largest water
management agency, with responsibility for land acquisition and management for
ecosystem restoration programs in partnership between the State of Florida and
the U.s. Army Corps of Engineers. Experience included:
