APPOINTMENT OF MEMBER(S) TO CLAM BAY ADVISORY COMMITTEE
OBJECTIVE: To appoint members, with the terms expiring on December 31,2009, to Clam
Bay Advisory Committee.
CONSIDERA TIONS: The Clam Bay Advisory Committee is a newly created 9 member
committee created on September 9,2009 by Ordinance 2008-48 to advise and make
recommendation to the Coastal Advisory committee and the Board of County Commissioners on
matters pertaining to the management and operation of the Clam Bay estuary. The committee
shall make recommendations as to its duties, functions and responsibilities along with
developing a comprehensive work plan that focuses on the needs of the estuary. This committee
will provide a written report to the Board of County Commissioners no later than October 20,
2009. The committee will sunset on December 3],2009 unless re-established by the BCC.
Members will represent the following categories: 2 members from Pelican Bay, 2 members from
the Sea Gate/Naples Cay area, 2 technical positions, and I member from each of the Commission
Districts 1, 3 and 5.

Created and headed a subcommittee to explore and bring a Best Management Practice for
Landscaping to Pelican Bay. Recommended a BMP program to Pelican Bay which was
adopted by the Pelican Bay Foundation and led to all regular landscaping personnel in Pelican
Bay to be trained in BMP.
Coordinated a gathering of the Presidents of Condominium Associations for a presentation by
Kathy Feser for Florida Yards & Neighborhoods which led to many attendees requesting
consultation with Kathy to improve their landscaping practices.
Attended all the Clam Bay Estuary Discussion Group meetings (heavily researched topics and
actively participated in discussions).

Background
I believe I have the necessary qualifications to serve on the Clam Bay Committee. I have
conducted field work in these mangroves for over 10 years and I am knowledgeable
about the history concerning this area since I have kept myself informed and publically
commented on the management decisions made dating back prior to the existence of the
I o year County Restoration Plan. I was also a member of two of the disbanded
subcommittees (Water Quality and Marine Life subcommittees) that were a part of the
Clam Bay Estuary Wark Group. These two subcommittees consisted primarily of
scientists that successfully agreed upon objectives and plans to begin addressing water
quality and marine life issues within Outer Clam Bay. I believe the work that was
initiated by these two subcommittees could be use as a template when the new committee
addresses these issues and that I would bring valuable insight to the new committee. I
believe that the flI'St priority of the new committee should be to deal with outstanding
permit issues and the fate of the existing lO-yr Clam Bay Restoration Plan which is
currently operating under a I yr extension. Once these issues have been resolved then the
committee could move forward with addressing other issues that affect this system by
developing clear objectives and timelines for addressing these issues so that progress is
made in a timely manner.
I have seen the Clam Bay system deteriorate, have large-scale mangrove die-offs, and
later rebound once the hydrologic problems incurred in the system were alleviated. Since,
I have an extensive knowledge of mangrove S)'stems, and have a background in water
quality, hydrology and seagrasses (Clam Bay in particular) I believe I would be an asset
to this committee. I also have a strong commitment to preserving this estuary so that
people (residents and visitors alike) can enjoy the recreational and sportfishing activities
this estuary provides in perpetuity.
My ecological expenise and field experience in mangrove systems, coupled with my on-
the-ground knowledge of the Clam Bay system, demoDStrates my qualifications for this
committee. My intention in applying for this committee, and my goal if selected to serve,
will be to contribute scientific understanding of this mangrove system, so that
recommendations made regarding conservation, restoration and management of Clam
Bay will be based on the best scientific data.

Biographical Sketch
Kathy Worley is the Co-Director of the Environmental Science Division for The
Conservancy of Southwest Florida. She also serves as a Staff Biologist, as well as the
GIS Specialist and Quality Assurance Officer for The Conservancy of Southwest Florida.
She is responsible for division management and supervision of environmental science
staff. Additionally, she is responsible for designing and conducting water quality research
and assessment for the past 13 years in Naples, Florida, which incorporates both
laboratory and field data analysis. She also has managed mangrove research projects for
the past 9 years in southwest, Florida and is responsible for designing, conducting. and
analy2ing field surveys to determine Causes of mangrove die-off's in areas adjacent to
development; assess mangrove restoration projects for long-term success; and evaluate
the effect of hurricanes, She has experience overseeing The Conservancy's Loggerhead
Seaturtle nesting program and has participated in various wildlife surveys. Miss Worley
was the manager and quality assurance officer of various terrestrial and aquatic
ecotoxicological field studies in Florida, Hawaii, Iowa and Pennsylvania that evaluated
the impact of pesticides on various fauna. She has co-authored various papers, technical
reports on water quality and mangrove assessment and ecotoxicological reports
evaluating hazard and is competent to manage, supervise, ttainand manage personnel to
perform a variety of field sampling techniques including: Water Quality Sampling and
Laboratory Analysis. Bathymetry and Lake Morphometries, Mangrove Survey and
