EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve an after-the-fact submittal
of the Continuum of Care (CoC) Grant application to the U.S. Department of Housing and
Urban Development (HUD) for a program assisting and benefiting the homeless population in
Collier County in the amount of $761,753.
OBJECTIVE: To secure competitive federal grant funding from HUD in order to address homeless
issues in Collier County, and improve the quality of life for very low income and at-risk citizens as
required for participation in other federally funded programs.
CONSIDERATIONS: - On May 27, 2003, the Board of County Commissioners (BOCC) gave
approval for the County to become the Lead Agency for the Continuum of Care Program in Collier
County to apply, on behalf of the County's social service ageneies, for the annual Continuum of Care
(CoC) homeless assistance grant from HUD.
The CoC application is due to HUD by October 23, 2008 and was reviewed and approved by the
County Manager on October 21, 2008. This application requires significant coordination and input
from the CoC subrecipients who develop their projects for submittal to HHS. HHS, as the lead entity,
is then responsible for consolidating these requests into one application and creating the overarching
application documents. Unfortunately, while this complex process was proeeeding, HUD made
several changes to the submittal requirements and had recurring issues with the online submittal
system, hindering progress significantly. As a result, it became difficult to prepare the final application
package in time for Board of County Commissioners approval prior to the October 23,2008 deadline.
An after-the-fact approval of the Board of County Commissioners will follow on November 18, 2008.
The County Manager Administrative Procedure CMA #5530 authorizes the County Manager to
approve the submittal of grant applications with subsequent Board of County Commissioners action at
the next available Board meeting to ratify the approval as "after-the-fact."
Included in this consolidated grant application are requests for three renewal projects and two new
projects. Collier County is the applicant for these projects. Each project has a sponsor, and if
awarded, will receive funding from HUD through the Collier County Housing and Human Services
Department.

FISCAL IMPACT: The maximum grant request permitted is $761,753. The total project cost is
expected to be $761,753. Collier County Housing and Human Services Department will be requesting
$761,753 in grant funds, and the sponsors will contribute 5554,910 in match. This grant application
has no effect on ad valorem or general fund dollars.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth Management
Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, and

Program FY 2008 grant application
The Collier County Housing & Human Services (HHS) Department has been working on a
collaborative effort to reduce the incidence of homelessness assisting homeless individuals and
families to move to self sufficiency and permanent housing. The Continuun1 of Care (CoC) Homeless
Assistance Program is managed by the United States Department of Housing & Urban Development
(HUD) and contains approximately $1.42 billion for the 2008 program year, Since 2004, Collier
County has received over $1.8 million from the Continuum of Care program. These funds are directly
passed through to various social agencies within Collier County.
This progran1 requires significant coordination and input from the CoC subrecipients who develop
their projects for submittal to HHS. HHS, as the lead entity, is then responsible for consolidating these
requests into one application and creating the overarching application documents. Unfortunately,
while this complex process was proceeding, HUD made several changes to the submittal requirements
and had recurring issues with the online submittal system, hindering progress significantly.
As a result, it became difficult to prepare the final application package in time for Board of County
Commissioners approval prior to the October 23, 2008 deadline. Therefore, your review of the
application is requested to be followed by after-the-fact approval at the November 18, 2008 meeting.
This application is to be submitted online via HUD's eSnaps system so your approval also needs to
provide authorization to HHS and the Grant Coordination Office to formally submit the application
electronically on your behalf.
The application consists of a main application package and five sponsor packages, one from each of
the potential subrecipients - St. Matthew' 5 House, Inc., SA WCC, Inc., Collier County Hunger and
Homeless Coalition, Inc., Immokalee Friendship House and NAMI of Collier County. The main
application package consolidates everything into one document, which is whal you may want to focus

July 2008, the local HUD field office visited the Lead Agency and made
recommendations for additional staff. Lack of MOU between CoC and HMIS

The 2005 Violence Against Women Act (VAWA) Reauthorizalion bill restricts domestic violence
provider participation in HMIS unless and until HUD completes a public notice and commenl
process. Until the notice and comment process Is completed, HUD does not require nor expect

Permanent Housing - Will work with David Lawrence Center (DLC) PATH
program to identify reasons for the low utilization rate across this pool of beds

This section must be completed using statistically reliable, unduplicated counls or estimates of
homeless persons in sheltered and unsheltered locations on a single night. HUD requires CoCs
