EXECUTIVE SUMMARY
Recommendation to review and approve the proposed addition of Economic
Development to the list of Collier County 2009 State Legislative Priorities as
proposed by the Economic Development Council at the joint Board of County
Commissioners and Collier County Legislative Delegation Pre 2009 Legislative
Session Workshop held on November 14, 2008.
OBJECTIVE: To review and approve the proposed addition of Economic Development
to the list of Collier County 2009 State Legislative Priorities as proposed by the
Economic Development Council (EDC) at thc joint Board of County Commissioners and
Collier County Legislative Delegation Pre 2009 Legislative Session Workshop held on
November 14, 2008, Commission Chairman Tom Henning, Vice Chairman Donna Fiala,
Commissioner Frank Halas, and Commissioner Jim Coletta attended the workshop and
agreed to add the Economic Development priority to the list. However, recognizing that
action cannot be taken at a workshop, the item is being considered at a regular BCC
meeting for approval.
CONSIDERATION: The EDC requested and received approval from Commissioners at
the Legislative Workshop November 14, The following language from the EDC, as
adopted by the EDC Board, was received via email on November 21,2008 at 5:22 p.m,:
The 2009 Legislative Session is forecasted to be as difficult if not more so than the
previous session. Budget woes plague all levels of government; Collier County isfacing
significant cutbacks. A dramatic decline in Collier County's legacy industries of real
estate, construction and services, coupled with declining real estate values, has
impacted nearly every citizen's quality of life. The financial difficulties and economic
downturn are reflected in the recent activities of the Economic Development Council of
Collier County (EDC).
The EDC respectfully asks the Collier County Board of County Commissioners to
include economic development as one of their 2009 Legislative Priorities. The EDC
recognizes that a diversified economy comprised of new, innovative industries is the
key to a prosperous future and that as a community we must embrace innovation and
drive change if we are to remain relevant and competitive.
This is an opportunity to change the culture of the community and to build a
sustainable innovation economy in order to provide the level of service to which Collier
citizens have become accustomed. Collier County needs to diversify its economy,
explore alternative revenue sources and support polity changes to remove impediments
to zoning, permitting and other regulations.

Staff advises Commissioners to review especially the last sentence in the above copy
provided by the EDC as on October 28 thc BCC struck references to "alternative revenue
sources" and taxes from your priorities, Additionally, staff advises you take note of the
statement regarding "policy changes to remove impediments to zoning, permitting and
other regulations," which may contradict your positions, Staff only wants to make certain
Commissioners are aware as this language is new since thc workshop when
Commissioners agreed to add Economic Development to the list.
The staff recommendation for this added EDC priority reads as follows:
Economic Development - Support a diversified economy of new and innovative
industries to remain competitive and secure a prosperous future.
The BCC-approved slate of Collier County 2009 State Legislative Priorities will be
presented by BCC Chairman Tom Henning at the Collier County Legislative Delegation
Public Hearing on December 10, 2008 beginning at 2 p,m, in the Board of County
Commissioners chambers on the third tloor of the W. Harmon Turner Building,
Administration Building F, 3301 East Tamiami Trail, Naples, FI.
The deadline for the submission of materials to Collier County Delegation Chairman
Matt Hudson's office was November 14 for publication of books for the Collier County
Delegation Hearing. Collier County's submission as of October 28 was submitted to meet
that deadline. The EDC addition will be included as an add-on in the books and will be
presented by Chairman Henning.
FISCAL IMPACT: There is no immediate fiscal impact associated with this executive
summary,
GROWTH MANAGEMENT IMPACT: There is no immediate growth management
impact associated with this executive summary,
LEGAL CONSIDERATIONS: This item raises no legal issues. -JAK
RECOMMENDATION: That the Board of County Commissioners approves the
proposed addition of Economic Development to the list of Collier County 2009 State
Legislative Priorities as proposed by the Economic Development Council.
