EXECUTIVESUNUdARY
Recommendation that the Board of County Commissioners Approve the Proposal
Regarding the Executive Manager to the BCC
OBJECTIVE: To consider a proposal in regard to the Executive Manager to the BCC.
CONSIDERATIONS: At the October 14, 2008 meeting of the Board of County Commissioners
(agenda item 9-e), the Board approved a motion directing the County Manager, County Attorney, and
the Executive Manager to the BCC to discuss all issues and to bring-back a proposal to the Board at a
future meeting.
County Manager Jim Mudd, County Attorney Jeff Klatzkow, and Executive Manager to the BCC Sue
Filson held 'two, such meetings. ' The following options came-forth from those meetings:
1. Leave the situation the same.
2. Leave the situation the same but obtain a professional mentor to work with the Executive
Manager to help her to strengthen her managerial and leadership skills,
3. The County Manager to take-over oversight of the section.
4. The County Attorney to take-over oversight of the section.
The following issues have been identified with each of the above-listed options:

2. Leave the situation the same but obtain a professional mentor to work with the Executive
Manager to help her to strengthen her managerial and leadership skills, There is a
possibility that such mentoring would have no effect and that the situation might not
change. In addition, there would be an additional expense to the County to obtain a
qualified mentor.
3. The County Manager to take-over oversight of the section. May have an effect on the
autonomy of the office.
4. The County Attorney to take-over the section. May have an effect on the autonomy of the
office.
FISCAL IMPACT: There is Fiscal Impact associated with option #2 (above); to obtain services ofa
professional mentor.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with
this Executive Summary.
RECOMMENDATION: It is the joint recommendation of the County Manager and the County
Attorney that the Board of County Commissioners:

I. Approve the transfer of Sue Filson, with her existing contract, to the Office of Management
and Budget. Ms. Filson will retain her duties associated with advisory committees (advertise

for vacancies, receive applications, etc.) and retain her dnties as secretary to the BCC when
the Board is in session. In addition, Ms. Filson will receive additional dnties in the Office of
Management and Budget to include clerical support to the Productivity Committee and
administrative support to Sr. Operations and Management Consultant, Ms. Kim Grant. Upon
her transfer, Ms. Filson will sign a confidentiality agreement concerning all past and future
interactions with Commissioners and the executive aides.
2. The responsibility for the supervisory duties of the executive aides in the BCC will be
assigned to the executive aide of the current chainnan of the Board of County Commissioners.
The chainnan' s aide will receive a 10% increase in pay while serving in the supervisory
capacity, and will return to regnlar pay when no longer serving in the supervisory capacity.
3. The budget for Ms. Filson's paylbenefits will be moved from the BCC Office to the Office of
Management and Budget vis-a-vis a budget amendment.
4. The need for a front desk receptionist is in question. It is believed that the present aides can
fulfill front desk duties on a rotating schedule.
5. In addition, each aide will work at the pleasure of the Commissioner which he/she serves.
Each aide will sign a confidentiality agreement. Such agreement will further stipulate that
each aide works at the will of the Commissioner. If there is a loss of trust, and/or ineffective
job perfonnance, the Commissioner will provide a written letter to the County Manager to
have the aide removed from employment and to advertise the vacancy. The Human Resources
Department will provide a short list (3-5) of the most qualified applicants to the Commissioner
for selection.

You asked me to call several counties and inquire as to whether their Commissioner
Aides were "at will" employees directly under the Commissioners or if they worked under an
office manager. I randomly called twelve counties and received eleven responses. I was unable
to locate anyone in Orange County (after trying six different numbers) who could answer the
question. The responses I did receive are in the table below,
