EXECUTIVE SUMMARY
Request Board of County Commissioners approval of International City/County
Management Association (lCMA) Public Library Innovation Grant, in the amount of
$53,770, and authorization for the Chairman to sign the application.
OBJECTIVE: Receive Board approval to submit a Public Library Innovation Grant to
ICMA, in the amount of $53,770, and authorization for the Chairman to sign the application.
CONSIDERATIONS: ICMA is presenting a unique opportunity for public libraries to
work in conjunction with the County Manager, other County Departments and community
organizations to implement innovative programs. ICMA goals of the b'Tant program include
building capacity of local government and library leaders to collaboratively launch and
support change and innovation in public libraries; and to increase understanding and support
of the 21" century library.
The grant has two components. The grant will enable the Library to purchase and install
'electronic download stations' in all libraries, in five (5) County Park Facilities, and in five
(5) community organization facilities. These download stations will enable library users to
directly download audio books, e-books and videos to their own portable devices, such as
MP3 players. Currently the Library offers these downloads to customers, but the download
must be done from one's home computer-not in the Library. This limits access for those
people who do not have home computers.
The second component will provide electronic readers that can be used to download books
and computer documents for reading away from the office. Several pilot groups will be
selected to use these electronic readers. Goals include trying to be more 'green' and print
fewer review documents; and modeling the use of the electronic readers to County
Government and to the public.
COUNTY ATTORNEY FINDING: This item has been reviewed and approved by the
County Attorney's Office. This item is not quasi judicial, and as such ex parte disclosure is
not required. This item requires majority vote only. This item is legally sufficient for Board
action. - CMG
FISCAL IMPACT: The grant does not require any matching funds from the Library
system. Staff time will be spent in implementing this program. An additional $53,770 in
grant funding will be added to the Library budget for these activities should the grant be
awarded.
GROWTH MANAGEMENT IMPACT: No growth management impact.
RECOMMENDATION: Staffrequests approval to apply for this 1CMA grant application,
and authorization for the Chairman to sign the application.

10. PROJECT NARRATIVE
This ICMA project will fund enhanced electronic access to library materials, and
explore the use of newer technologies in a public library and in support of County
government. The library currently offers downloadable audio books through OverDrive
and downloadable e-books through NetLibrary.
ICMA Program Goals
Enhanced access to and use of electronic library resources supports the ICMA program
goals to 'build the capacity of the participating local government and library leaders to
collaboratively launch and support change and innovation in their public library systems'
and. to 'increase ICMA members' understanding and support of the 21 'I century library
and their leadership roles in promoting the public library system'.
Enhanced access to and use of electronic library resources supports the County
Mission: To deliver high quality. best-value public services. programs and facilities to
our residents and visitors.
County Strategic Goals to be enhanced by grant activities: (from Collier County Board
of County Commissioners Strategic Plan)
I. Neighborhood Preservation and Enhancement: To preserve and enhance
the safety. quality. value. character, and heritage of the neighborhoods, communities
and region.
III. Community Health and Human Services: To improve the quality of life and
promote personal self-reliance and independence through improved access to
community health care and human services for those most in need.
VI. Local Governance: To sustain public trust and confidence through sound
public policy decisions, expert professional management and active citizen participation.
A. PROJECT GOALS:
1. Facilitate access to emerging technologies and improve access to
educational and recreational library materials.
2. Develop partnership programs with other County Departments and
Collier community organizations to enhance the quality of life and community
educational and recreational opportunities.
3. Add new library users and increase usage of library materials and
programs through this technology outreach program.
4. Explore use of new technologies by County officials and staff. to
determine whether portable electronic devices have a useful place in local
government and for the public library user.

B. PROJECT DESCRIPTION:
Summary:
The Library proposes to install audio book. e-book and e-video download stations at all
public libraries and select county and community facilities. The costs for these stations
would include hardware. software and license fees for the download software. Additional
costs will include broadband Internet connections and purchase of additional
downloadable materials.
Library customers can now download a limited selection of electronic materials for use
on personal electronic devices. They do. however, need to download from their home
computer-and not at the Library. The download stations provide specific computer
software that lets people download directly to their own viewing or listening device. For
example, with the download stations, a library customer can download an audio book
directly to an MP3 player and not have to first download to a computer. The customer
does not need to have his own computer and broadband Internet access at home.
Use of emerging technologies would assist the Library in remaining a vital part of the
community. especially with younger residents who are most comfortable with personal
electronics, but also with the retired Library customer who has more time to spend on
learning about and using the newer technologies. The program would also model the
use of electronic devices both to the public library users and Collier government officials
and staff.
Community Objectives:
Collier County. as well as the rest of Florida and the nation. is experiencing a period of
economic instability and uncertainty. Tax revenues are down and governments struggle
to maintain required and requested public services. The Library. as well as all County
Departments. has had to 'make do' with less: fewer staff members; fewer funds for
training; and. fewer funds to purchase library materials for use by our customers.
Despite the reduced budget and a reduction in operating hours. Collier libraries are
experiencing increased use of materials and services, as more people try to cut back on
their personal expenses. Our customers tell us they are relying more on the Library for
books, music CDs. and DVDs. as they cut down on these purchases and eliminate cable
television and premium movie channel subscriptions. People also tell staff they have
eliminated Internet access at home, and rely either on Library computers or on the
Library wireless access if they have lap top computers.
In Fiscal Year 2008. library hours were reduced by 8% and staff was reduced by 21 %.
but the library experienced a 3% increase in circulation; an 11 % increase in the number
of library card holders; a 14% increase in volunteer hours; a modest 0.5% increase in
visitors; and, a 9% increase in public internet usage. For the first time. the library
circulated over 3 million items in one fiscal year.

As budgets have shrunk. the Library has had to focus only on maintaining existing
services. and ignore the experimental programs that add new types of materials and
new services for the public. These innovations have also historically brought new users
and supporters of public libraries.
Project Activities:
Project Goals #s 1 through 3 - Electronic Download Stations
1. Establish partnerships with community organizations that could host a 'Library
Electronic Download Station'. The number of these would be limited to no more
than 10 locations outside public libraries during the initial grant program.
a. Agreements will be formal documents accepted by both parties. outlining
the responsibilities of each.
b. Initial prospective list includes:
i. Five (5) County Park facilities with fitness centers
ii. PACE Center for Girls. Immokalee. Florida
iii. River Park Community Center, Naples. Florida
iv. Boys and Girls Club of Collier County. Naples, Florida
v. Goodlette Arms Apartments. Naples. Florida
vi. Shelter for Abused Women and Children
The Library already has working relationships with many of these prospective
sites. County Parks and Recreation Department is part of the County's Public
Services Division. as is the Library Department. The Parks Department has
indicated they believe this to be an excellent service potential for both
departments.
Many of the library volunteers at the Immokalee Branch library have come from
PACE. Library staff continues to work closely in service projects with PACE.
The Library established and supports a computer lab at the River Park
Community Center. In 2001. the Library was awarded a Community and library
Technology Access Partnership Grant to install and ten-station computer lab for
public use. Since that time, the Library has continued to pay Internet access
costs and teach public classes at the lab.
Goodlette Arms Apartments is a rent subsidized housing service for those who
qualify. The library has donated large print books and worked with a computer-
tutoring program there for residents. Outreach Staff continues to provide mail-a-
book and other services to residents.
The Library has not worked directly with the Boys and Girls Club organization.
We do. however, work with the children participating in Club activities. through
library programs and school visits to libraries. Many also participate in the
library's Florida Youth library Program (FL YP).

The Library has provided support to the temporary residents of the Shelter for
Abused Women and Children through donations of library materials and flexible
standards for getting library cards.
2. After agreements are reached with non-library organizations. the Library Staff will
coordinate purchase and installation of needed hardware, software. furniture and
data/electric wiring.
a. This process will also include installations at the nine (9) library locations
receiving the same download stations. Additional wiring will not be
needed at the libraries.
b. The purchase process will include any County Purchasing Department
requirements, such as bidding or use of existing contracts.
3. Equipment. furniture and wiring will be installed according to the timetable
established.
4. Additional materials will be order by the library to increase these electronic
collections and assure a variety of materials of interest.
a. The electronic materials currently available at Collier County Public
Libraries focuses primarily on those of interest to adults. Collection
development activities will assure a broader variety of materials.
5. Project marketing will announce the grant and activities, keeping the public
informed and interested throughout the process. Flyers and posters will be
produced for each download station site.
6. Prior to launching the download stations. the library will establish an 'electronic
branch library' on its website to highlight this new program and coordinate all
library electronic services. (www.colliergov.net/library)
7. Library Staff will provide training to staff and volunteers at each library location,
as well as to our 'volunteer' assistants at non-library sites.
8. Project will include a 'virtual' ribbon cutting ceremony at all download sites.
Actual celebrations will occur at each facility hosting the service.
9. Staff will visit host sites on a weekly basis for the first month of the project and
provide any retraining necessary. After the first month. Staff will check in via
phone or email. visiting only to train new staff or troubleshoot equipment and
software problems.
Project Goal #4 - Use of Portable Electronic Devices in County Government,
including the Public Library
1. Purchase at least 10 Sony Readers for use with Board of County Commission and
management staff.

a. Devices will be used to determine if they could be used for reading large
volumes of documents. and thus. reducing the volume of printing and costs
of printing to the County.
2. Purchase at least 10 Sony Readers for use with Public Services Leadership and
book discussion groups. These readers will also be shared as the Library uses them
for an electronic book discussion group.
a. Objective will be to determine the viability of such technology with staff and
public library users.
C. PROJECT TECHNOLOGY:
Technology Required for Goals #1 through #3 - OverDrive Download Station;
Dedicated Computers for Downloads; and Broadband Services (when needed for
outside organizations):
The library started offering audio books as downloads to personal listening devices in
January 2007. The process required customers to download to their personal computers
and then to an MP3 player. library computers could not be used for the downloads.
Those customers without a personal computer could not use the service. The Internet
bandwidth available in libraries was not adequate to support the downloads. as well as
basic circulation functions and public use Internet computers. With the installation of
additional bandwidth on July 1. 2008, the library network can now support the additional
bandwidth needed. The increased capacity is the result of federal E-Rate funds
supporting the library Internet connection.
Even though the cost of personal electronics has significantly decreased. the personal
investment for individuals to access the electronic materials has been a deterrent to their
use. The OverDrive Download Stations will level the playing field and enable all library
customers access to the electronic materials.
OverDrive Download Station is software that enables a public computer with Internet
access to become a self-service OverDrive Media download kiosk. It simplifies the
process of downloading and transferring audiobooks directly to personal compatible
devices. An easy-to-use wizard guides users through the download and transfer
process. The Station quickly tests for device compatibility with OverDrive WMA
Audiobooks. The process is primarily self-service for users and requires little staff
involvement. The Station provides access to audio books for library users who do not
have broadband service at home, and simplifies use of our electronic resources.
Dedicated Computers for Downloads will be purchased for each location hosting the
service, including the libraries. Should the computers the library currently purchases
exceed these requirements, the library will purchase the current configuration.

Broadband Internet Services will be provided for the organizations that need the
service in order to connect to the library's web page. (www.collieroov.net/librarvl
Bandwidth at all libraries is adequate to support media downloads. Staff anticipates eight
(8) of the ten (10) organizations hosting library Download Stations will need broadband
network connections. The library already provides the network connection at River Park
Community Center. but would consider upgrading the connection speed if needed. The
Boys and Girls Clubs provide a significant technology program and have adequate
bandwidth for this project. The other sites will need broadband support.

For ease of installation in facilities that the Library does not own. the decision has been
made to install telephone DSL lines that provide 5 Mbps Download and 640 Kbps
Upload speeds.
Technology Required for Goal #4 - SonyTM Reader PRS-700:
The intent of Goal #4 is to involve County Government. at both the elected and
managerial level, in use of new and emerging technologies. and introduce the public to
electronic devices in a limited setting.
The 'electronic book' has been seeking an audience for many years. A number of
models have been introduced and then have disappeared. Currently two major
companies are producing and supporting 'e-book readers'. They are the KindleTM.
offered for sale by Amazon; and the SOnyTM Reader, offered for sale in both bookstores
and electronic stores. Additionally OverDrive, the library's vendor for downloadable
audio books, is selling the SOnyTM Reader and content to be used on the e-book reader.
Amazon sells content for the Kindle TM.
Both the Kindle™ and the SonyTM Reader can display MS Word™ documents. as well
as e-books. The specifications for the Kindle ™ discuss the limitations of displaying
Adobe PDFTM documents. however. The current SonyTM Reader does not allow for
'marking up or making notes' on documents. This option appears to be available on
their newer version that has recently been release.

The SonyTM Reader was selected for this project because it can currently accept Adobe
PDFTM and MS Word™ documents. Downloaded books do not need to be purchased
individually from one vendor and can be shared among multiple users through the
OverDrive Download Station. Books can also be downloaded from other sources.
Should the new version PRS-700 also include the ability to add notes to the documents.
this will be the preferred version purchased.

D. PROJECT PROMOTION AND RECRUITMENT:
The Library will market the electronic download stations within all library facilities and
with existing publications and media contacts. including quarterly program booklets.
monthly 'BookPages TM'. in the monthly Friends newsletters, in separate press releases,
and on the Library and County websites. The local government channel will be asked to
broadcast public service announcements. Flyers and posters will be designed for all
locations.
Additional marketing opportunities are available with the program partnerships in this
grant proposal. Each host site will provide space on-site for posters advertising the
service, as well as provide space in their own newsletters for program announcements.
Virtual ribbon cutting ceremonies will be held at each facility hosting a download station.
The Library will also print and distribute the marketing materials provided by OverDrive
to notify the public of the new services. Speaking engagements by Library Staff will also
publicize the new service.

Marketing efforts for 'The Use of Portable Electronic Devices in County
Government, including the Public library' will be very different from the previously
discussed marketing of the OverDrive Download Stations. Several distinct and selective
groups will be asked to use the SonyTM Readers. and report on whether they are
positive or negative method of improving their own personal workflow.
The first group will be the members of the Board of County Commissioners and their
staff assistants. Weekly. if not daily. the Commissioners are provided with significant
quantities of printed documents for their review. Not only is the printing process costly,
but even the method of taking home documents is cumbersome. Most Commissioners
use a luggage cart to get the bulky documents to and from their cars.
This part of the project will attempt to answer the question: is there a better way to
provide large quantities of review documents? Can County government be more 'green'
by printing fewer documents?
The second group will be five (5) County staff members, selected by the County
Manager's Office, to use the SonyTM Readers in the same manor as the
Commissioners. Again, the project will attempt to answer the question: is there a
better way to provide large quantities of review documents? Can County government be

A third group consists of ten (10) participants in the Public Services Division
Leadership Training Program. Previous Leadership Graduates are forming a
book discussion group, as a follow-up activity to the training programs. Each
participant will be loaned a SonyTM Reader with the management book loaded.
Members will also be encouraged to use the SonyTM Reader at their own jobs,
providing the same types of information sought from the other groups using the
electronic readers.
A fourth group will be a select group of ten (10) public library users who
volunteer for this 'electronic book club'. The SonyTM Readers will be checked
out to group members for use in reading the selected book discussion title. The
program will include the typical discussion of the book, as well as, a discussion
of the use of the electronic reader itself.
For the first three (3) groups discussed above, the training in the use of the
SonyTM Reader will be done by Library Staff on an individual basis. Each
Commissioner or County Staff Member will be assigned a tutor in use of the
equipment. In addition to training, the tutor will also provide troubleshooting
assistance and answer any questions.

I Collier County is the largest land mass county in Florida. consisting of 2.026 square miles and a disparate population which runs the gamut from affluent waterfront residants 10 below-poverty

Collier County's Library system serves this widely varied population by combining treditiooallibrary services with technological advances. The nine phySical library locations are placed
geogrephlcally throughout the county and contain typical books and reference materials as well as computer staoons for the public to utilile. Traditional library programming for children and

6. Community Need: Include information about a specific community need that will be addressed by this project.
This grant will provide funds to enable all library users to have equal access to library materials. Currently use of electronic library materials is
limited 10 those library customers who can download electronic books to their home computers, because the Library cannot provide dedicated
download stations within libraries. The grant will also enable the Library to install electronic download stations at popular County Park sites and at
five (5) community service organizations, with the intent to reach library 'non-users' and encourage them to become library users and supporters.
The grant will also provide an opportunity for County Government to reevaluate how it does business, by providing a pilot program to use
'electronic readers' for documents, instead of printing large quantities of review documents for County Officials and Staff to take home. This is an
opportunity to become more 'green' in our document usage, and model the behavior to the public.

The result for the host sites should include the equipment and service left at their facilities, with a
continuing relationship with the Library for this and future projects. New users will have been
recruited, and in turn will recruit additional new users.

The broadband Internet access will be paid for in future years with e-rate dollars, and the Library
then should be able to maintain the service.
