EXECUTIVE SUMMARY
Recommendation that the Board of Connty Commissioners formalize its intent and direction
regarding the establishment of new and/or reconstitnted advisory committees to work with
the Office of the Medical Director
OBJECTIVE: To determine specific Board direction regarding the potential establishment of one
or more advisory committees to assist the Medical Director and the County Commission in setting
technical and policy direction for the Connty's pre-hospital emergency medical services system.
CONSIDERATIONS: On December 8, 2008 the Board of County Commissioners conducted a
workshop with a number of representatives of local dependent fire districts, independent fire
districts, EMS, the Board's Medical Director, State EMS Medical Director and other interested
members of the general public.
The Board discussed a number of options as a result of the workshop to help improve
communication, manage the ALS Engine agreements, and contribute to the overall policy and best-
practices management of the program. A considerable portion of the meeting centered on the
potential establishment of advisory committees to assist with medical protocol review and related
issues as well as EMS system policy issues. Specific consideration was given to the following
possibilities:
. Restructuring of the Emergency Medical Services Advisory Committee that reports to the
Board of County Commissioners.
. Reactivation of the Quality Assurance program within the existing ALS Engine agreements
and/or BLS efforts as required and referenced in State EMS guidance as a function of pre-
hospital operations.
. Creation of a Medical Policy advisory group consisting of four highly specialized
medically trained members of the community and one local business community
representative to liaison with the Medical Director,
While considerable discussion ensued about these and other rclated proposals, it is unclear whether
a final consensus was reached among Board members on how precisely to proceed in this regard.
FISCAL IMPACT: There is no Fiscal Impact resulting from this action.
GROWTH IMPACT: There is no Growth Management Impact resulting from this action.
RECOMMENDATION: It is recommended that the Board of County Commissioners provide
specific direction to the Medical Director and County staff regarding the formation of advisory
committees to assist in setting technical and policy direction for the County's pre-hospital
emergency medical services system, including duties, composition and selection processes.
