B. Project Description, Scope of Work, and Protection Provided (Must be Completed in Detail)
Describe, in detail, the existing problem, the proposed project, and the scope of work, Explain how the proposed project will
solve the problem(s) and provide the level(s) of protection described in Part A, Also, if available, attach a vendor's estimate

Description of the existing problems-
The Collier County, Florida Solid Waste Management Department maintains one ]andfill and four recycling centers. Collier
County generated 590.270 tons ofmunicipa] solid waste in 2008. Of these 590,270 tons of waste generated, 241,8]6 tons of
residential & commercial solid waste was buried in the Collier County LandfilL
The Collier County Environmental Compliance and Landfill Scale House is an essential facility in the process to clear the
streets to allow emergency personnel to assist citizens, collect debris and rotting food, assist businesses, schools and the
community to reopen and recover from a disaster and to collect accurate reimbursement data for FEMA for disaster recovery
costs. Consultants at our Local Mitigation Committee testified that large structures including landfills can cause micro
climate events which result in severe wind gusts, Collier County's Landfill is the highest elevation in the county.
Waste Management ]nc, operates the Landfill on behalf of Collier County. The Environmental Compliance and Landfill
Scale house will provide office space to Waste Management Inc, personnel who operate at the landfill out of manufactured
housing type of structures,
Describe the type(s) of protection that the proposed project will provide-
The project will provide hurricane protection on all window openings throughout the Environmental Compliance and
Landfill Scale House building, These hurricane shutters will provide a barrier from flying debris, water and high winds often
generated by hurricane force winds,
Scope of Work (describe in detail, what you are planning to do)-
The project will involve installation of Florida Building Code specifications hurricane protection on all window openings
throughout the Environmental Compliance and Landfill Scale House, Thirteen windows will be motorized with backup
manual operation. Emp]oyee meeting room windows will be upgraded to meet Florida building code standards, Total work
includes permitting, installation, stucco work and re-painting if necessary,
Describe any other on-going or proposed projects in the area that may impact, positively or negatively the proposed
HMGP or FMA project-
The proposed HMGP Landfill leachate six inch HDPE pipe will positively impact this proposed project. The Environmental
Compliance and Landfill Scale House is an essential facility for the processing of leachate during normal and disaster related
mixed solid waste, debris and horticultural waste for Collier County residents and businesses, This project is also very
important to meet the need to process additional leachate produced by future population growth, Future population growth
will generate more Mixed Solid Waste. This anticipated growth will be accommodated by expanding the existing landfill
vertically and horizontally,

Because the HMGP/FMA are federally funded programs, all projects are required to undergo an environmental and historic preservation
review as pari of the grant application process, Moreover. all projects must comply with the National Environmental Policy Act
(NEPA) and associated Federal, State, Tribal, and Local statutes to obtain funding, NO WORK can be done prior to the NEPA
review process. If work is done on your proposed project before the NEPA review is completed, it will NOT be eligible for
Federal funding.

Landfill cannot operate, The operation of the landfill is essential to the public health and safety. The
landfill is essential to process storm debris quickly to provide for the health, safety and welfare of a
community to recover from a disaster. Specifically, the landfill is an essential facility to assist in activities

An alternative project that was considered impact-rated glass on a portion of the existing building.
Consultants have advised us however that impact-rated glass may not protect this essential facility from
flying debris in a major wind storm. Consultants said that micro wind sheers occur around high elevation
structures. The Collier County Landfill, permitted for a 100 foot elevation, is the highest elevation in
Collier County and is adjacent to the Environmental Compliance and Landfill Scale House.

debris impact.
