B. Project Description, Scope of Work, and Protection Provided (Must be Completed in Detail 6 B 8
Describe, in detail, the existing problem, the proposed project, and the scope of work, Explain how the proposed project will
solve the problem(s) and provide the level(s) of protection described in Part A, Also. if available, attach a vendor's estimate
and/or a contractor's bid for the scope of work, Please ensure that each proposed project is mitigation and not
maintenance.
Description of the existing problems
. The project area map represents an approximate drainage basin area, The drainage basin area lacks an
adequate primary stormwater management outfall system.
. With a distinct wet season and dry season, Southwest Florida receives an average of 55 inches of rain annually,
with 44 inches occurring in the wet season, between June and October,
. During the wet season, the permeability of the soil is low and the water table is high. With regular back to back
rainfall events delivering in excess of one inch of rainfall per event, nuisance flooding in neighborhoods and on
roadways is common, and catastrophic flooding (structures) is also possible.
. The existing storm water outfall for this basin is inadequate and requires improvements to mitigate the potential
of flooding.
Describe the type(s) of protection that the proposed project will provide
The proposed project is designed to provide protection from flooding. The project consists of constructing several
storm water management system improvements designed to reduce the likelihood of localized flooding within the indicated
project area. Once the described improvements are constructed, properties, structures, residents, roadways, and other
infrastructure will be beNer served by a system which conveys storm water more efficiently to the outfall.
Scope of Work (describe in detail, what you are planning to do)
The proposed project is designed to reduce flooding in the East Naples area of Collier County, Florida. During rain
events the area experiences a high instance of run-off flooding. The project includes reconstructing an existing weir,
constructing a new weir, installing a 4 'x8' box culvert, and reconstructing 400' of existing ditch. Both weirs will have two
emergency flood gates which can be opened before or during a heavy rainfall event.
Describe any other on-going or proposed projects in the area that may impact. positively or negatively the proposed HMOP
or FMA project
Several projects have been completed, or wl/l be completed downstream and upstream of this project within the next two
years as part of the Lely Area Stormwater Improvement Project (LASIP). LASIP was designed to reduceflooding and
enhance water quality in the East Naples area. All work positively impacts the area by Improving the ability to convey
excess storm water runoff and decreasing the likelihood of flooding.
Section II. Project Location (Fully describe the location of the proposed project.)
A. Site
I. Describe the physical location of this project. including street numbers (or neighborhoods) and zip codes; and if
available, please provide precise longitude and latitude coordinates for the site utilizing a hand-held global
positioning system (OPS) unit or the equivalent:
The existing Locke Louise weir is located in Crown Pointe (between 3078 Crown Pointe Boulevard and 3090
Crown Pointe Boulevard.), just north of Riviera Estates. The new weir, box culvert, and ditch reconstruction
are located at the northwest corner of Riviera Estates in a drainage ditch across from 763 Charlemagne Court.

Environmental Review and Historic Preservation Compliance
(NOTE: This application cannot be processed if this section is not completed.)
1688
Because the HMGPIFMA are federally funded programs, all projects are required to undergo an environmental and historic preservation
review as part of the grant application process. Moreover. all projects must comply with the National Environmental Policy Act
(NEPA) and associated Federal, State, Tribal, and Local statutes to obtain funding, NO WORK can be done prior to the NEPA
review process. If work is done on your proposed project before the NEPA review is completed, it will NOT he eligible for
Federal funding.
I, The following information is required for the Environmental and Historic Preservation review:
All projects must have adequate documentation to determine if the proposed project complies with NEPA and associated statutes, The
State Environmental Stal/provide comprehensive NEPA technical assistance/or Applicants, with their consent. to complete the NEPA
review. The type and quantity of NEPA documents required to make this determination varies depending upon the project's size,
location, and complexity. However, at a minimum, please provide the applicable documentation from this section to facilitate the

2, Alternative Actions
The NEPA process requires that at least two alternative actions be considered that address the same problem/issue as the
proposed project. In this section, list two feasible alternative projects to mitigate the hazards faced in the project area, One
alternative is the "No Action Alternative",
1. No Action Alternative
Discuss the impacts on the project area ifno action is taken.
Lache Louise, which Is the downstream portion of Crown Polnte, provides storage for lowering flood peaks. Downstream of
Lache Louise an undersized ditch from Riviera carries runoff into the Lely Branch. Under present conditions, outflow from
Lache Louise enters the Haldeman Creek Basin to the west via an existing channel or flow.' to the .<outh in the Lely Branch
to the Lely Main Canal south of Rattlesnake Hammock Road. There are no structures to control the flow division at this
time.
There is a history of flooding in the project area. (See appendix H for photos). Structural and street flooding has occurred.
In addition, flooding of septic tanks in the area is problematic. The project is designed to relieve flooding and improve water
quality. Insurance and FEMA claims will continue if there are no improvements in the area. Without the necessary
improvements, flooding in the area will continue, presenting a potential health and safety risk to the public.

Alternative
Actions,
2. Other Feasible Alternative
Discuss a feasible alternative to the proposed project. This could be an entirely different mitigation method or a significant
modification to the design of the current proposed project. Complete all of parts a-e (below) and include engineering details
(if applicable),
a. Project Description for the Alternative
Describe. in detail. the alternative project. Also, explain how the alternative project will solve the problem(s) and/or
provide protection from the hazard(s).
The proposed project is designed to reduce flooding in the East Naples area of Collier County, Florida.
During rain events the area experiences a high instance of run-off flooding. The project consists of
reconstructing an existing weir, constructing a new weir, and enclosing 400' of existing ditch with 4 X 8 box
culvert. The project is designed to reduce the likelihood of localized flooding within the indicated project
benefit area. The described improvements are designed to provide properties, structures, residents, roadways,
and other infrastructure with a better stormwater management system which conveys water more efficiently to
the outfall.
b. Project Location of the Alternative (describe briefly)
The existing Loche Louise weir is located in Crown Pointe (on West Crown Pointe Blvd.), just north of Riviera
Estates. The new weir and box culvert will be located at the northwest corner of Riviera Estates in an existing
drainage ditch on Charlemagne Boulevard.
i:2:J Attach a map or diagram showing the alternative site in relation to the proposed project site
The alternative project is located at the same site as the proposed project. See appendix A for maps.
i:2:J Photographs (2 copies) of alternative site
The alternative project is located at the same site as the proposed project. See appendix G for photographs.
c. Scope of Work for Alternative Project
The project includes reconstructing an existing weir, constructing a new weir, and enclosing 400' of existing
ditch with 4 X 8 box culvert.
d, Impacts of Alternative Project
Below, discuss the impact of this alternative on the project area, Include comments on these issues as appropriate:
Environmental Justice, Endangered Species, Wetlands, Hydrology (Upstream and Downstream surface water
Impacts), Floodplain/Floodway, Historic Preservation and Hazardous Materials,
The proposed alternative presents a more efficient and effective way to convey water. However, enclosing the
drainage ditch with box culvert reduces foraging habitat for wading bird species and negatively impacts water
quality.
Ditches and swales holding stormwater runoff provide several valuable functions. Flood attenuation in
canals is an important component of our flood prevention strategy. Open channels represent a major storage
component 0/ our stormwater management system. Upon collection, as water temporarily "sits" in the ditch,
sunlight provides energy to the natural biological system present. Microscopic organisms begin the water
purification process before gravity begins water's slow movement downward into the soil. Aquifer recharge in
our area is 100% sur/ace water recharge. Once the downward movement (percolation) begins, stormwater
runoff held in a ditch is further purified by traveling through soil layers as it makes its way back to the
underground aquifer, one of nature's finest water storage areas. The conceptual permits for the Lely Area
Storm water Improvement Project from state and federal regulatory agencies has been approved based on
