EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approves the attached
resolution authorizing the sale of alcoholic beverages (beer) at the Formula 1 Champboat
Grand Prix Event on November 7 and 8, 2009 at Sugden Regional Park.
OBJECTIVE: To provide for the sale of alcoholic beverages (beer) at Sugden Regional Park
for spectators attending the Formula I Naples Champboat Grand Prix Event on November 7th
and 8th of 2009.
CONSIDERATIONS: The Formula 1 Champboat Grand Prix series held its initial showing in
2008 at Sugden Regional Lake. The event was supported both by the Parks and Recreation
Advisory Board and the Collier County Sports Council. The second annual race is being
scheduled for November 7 and 8, 2009 at the lake.
Brian Ohlis, Chairman of the Naples Grand Prix, who is the sponsor of the event, petitioned the
Board of County Commissioners on June 9, 2009 to allow for the sale of alcoholic beverages
(beer) during the event.
Staff was directed to work with Mr. Ohlis to establish a plan to address the sale of alcohol at this
year's event. Staff has met with Mr. Ohlis and developed procedures for constituent safety and
sale of alcoholic beverages. These procedures include:
SAFETY PROCEDURES:
. Contracting with Collier County EMS Services to provide medical services.
. Stand by Ambulance contracted by Collier County EMS.
. Provision of two professional rescue teams with Formula 1 Champboat knowledge.
. Establishment of two designated Helipads.
. Establishment of four emergency exits.
. Operational plan for monitoring inclement weather.
. Operational plan that provides communication to race organizers.
. Operational plan that includes significant contact phone information.
. Professional Announcer to orchestrate communications throughout the event to the
public.
. Contracted Uniformed Sheriffs Deputies proportionate to the number of spectators.
ALCOHOL SALES PROCEDURES:
. The designated vendor will serve beer only.
. The designated vendor is required to provide proof of adequate liability insurance naming
Collier County Board of County Commissioners as additionally insured (at least 10 days
prior to the event).

. There will be two "beer gardens" areas within the confines of the park.
. Beer sales will begin at l1AM each day and end when the last race begins each day.
. The "beer gardens" will be a confined area with temporary fencing determining the
boundaries.
. A Collier County Sheriff's Deputy will be assigned to each area during the time beer is
sold.
. All patrons to the "beer garden" will be asked to show valid proof of age before entering
the garden.
. No alcoholic beverage will be allowed to be consumed outside the "beer garden" area.
. Signage will be placed within the "beer gardens" with rules related to the consumption of
alcoholic beverages.
. The designated vendor will provide proof of training related to the dispensation of
alcoholic beverages.
GROWTH MANAGEMENT IMPACT: There is no growth management plan impact
associated with this event.
FISCAL IMPACT: Security and alcohol sales procedures will be funded by the Naples Grand
Prix. The Board of County Commissioners approved fee policy for the Parks and Recreation
Department will apply to the use of the park and will be also paid for by the Naples Grand Prix.
Proceeds from the event will be deposited into the Parks and Recreation Donation Fund to be
specifically used for the special needs sailing program and skiing program at Sugden Regional
Park.
LEGAL CONSIDERATIONS: Chapter 98, Article 3, of the Collier County Code of Laws and
Ordinances was amended by Ordinance No. 2007-66 on October 23, 2007 to add an exception to
the prohibition against alcoholic beverages in parks. The exception is set forth in subsection
(1 O)(b) and provides: "or except at such times and in such a manner as then not prohibited by law
and to the extent expressly authorized in advance in writing by permit issued by the director of
the Department in strict adherence with policy rules of the Department approved by resolution of
the Board of County Commissioners.
This item has been reviewed for legal sufficiency and requires simple majority vote. This item is
ready for Board action. - CMG
RECOMMENDATION: That the Board of County Commissioners approve a Resolution that
authorizes the sale of alcoholic beverages (beer) at the Formula I Champboat Grand Prix Series
at Sugden Regional Park on November 7th and 8th of2009.

RESOLUTION NO. 1 60
A RESOLUTION OF THE COLLIER COUNTY BOARD OF COUNTY
COMMISSIONERS AUTHORIZING BEER SALES AT SUGDEN PARK
ON NOVEMBER 7 & 8, 2009 FOR THE FORMULA 1 CHAMPBOAT
GRAND PRIX EVENT.
WHEREAS, the Formula 1 Champboat Grand Prix Event will take place at
Sugden Park on November 7 and 8, 2009; and
WHEREAS, the Chairman of the Formula 1 Champboat Grand Prix Event, Brian
Ohlis, petitioned the Board of County Commissioners to authorize the sale of alcoholic
beverages (beer) at the event; and
WHEREAS, the Board of County Commissioners has reviewed and approved the
request pursuant to Collier County Ordinance No. 07-66, section 98-58(10).
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that
1. The Formula 1 Champ boat Grand Prix Event may include beer sales at
Sugden Park on November 7 and 8, 2009.
2. The beer sales must be held in strict compliance with the attached Safety
Procedures and Alcohol Sales Procedures outlined by Collier County Staff.
PASSED AND DULY ADOPTED by the Board of County Commissioners of
