The total amount of this award for this grant agreement is increased from $53,500 to $75,000 to
reflect this modification. The Landowner's matching costs have been increased to $75,800
($54,300 plus $21,500 for this project).

The McIlvane Marsh property is located in Sections 29 and 30, Township 51 S, Range 27E
within the southern coastal area of Collier County, Florida. The 389 - acre site contains
primarily mangrove Swamp, inland ponds and sloughs, saltwater marsh, wetland hardwood
forest, and pine flatwoods. See Map 1.
Relationship to nearest National Wildlife Refuge, State Management Area, National Forest,
Wetland Reserve Program Easement, Other Easement or otherwise protected area:
Adjoining state and federal conservation lands include the Ten Thousand Islands National
Wildlife Refuge, Collier Seminole State Park and Rookery Bay National Estuarine Research
Reserve (RBNERR). See Map 1.
OF,sCRIPTION AND PURPOSE OF PROJECT:

^ ~r~ntractor will be hired to conduct a chemical kill in place treatment in areas of dense invasive
...xulics from the property. The contractor will be responsible for the control of any target trees,

shrubs, and seedlings and the application of any herbicides within the designated project
location. All aspects of the control of listed FLEPPC Category I and II invasive species within
the property, including any equipment, labor, supply, and herbicide needs, will be the
responsibility of the contractor. The contractor will take precautions to avoid harming any native
vegetation or wildlife.
The vegetation will be cut at or below grade, treated with an appropriate herbicide per label rates
and left in place. The use of equipment will depend on site-specific conditions.
Future monitoring and re-treatment of the invasive exotic plant population within the property
will be performed by Collier County Staff or qualified contractors annually. Conservation Collier
is also working to coordinate overall exotic removal and management within the McIlvane
Marsh area with managers for surrounding state and federal lands to improve effectiveness of
proposed exotics treatments.
EXPECTED BENEFITS TO FEDERAL TRUST SPECIES (specify and briefly describe
for all endangered, threatened, and candidate species, migratory birds, etc.):
Target species include listed and non-listed bird, fish, reptile and mammal species that use the
marsh for feeding and raising young, including those observed within the marsh in 2006
RBNERR wildlife surveys. Birds identified by FWC as of greatest conservation need include
snowy egret, little blue heron, tricolored heron, and white ibis. Identified at risk fish species
include silversides, alligator gar, mullet, sheepshead, and snook.
Umbrella species targeted include American Alligator and American Crocodile. Alligators and
American crocodiles playa vital role in the food chain of their ecosystems.
M?mmals observed by RBNERR in wildlife surveys in the marsh include bobcat, Florida rabbit,
raccoons and white-tailed deer. Florida black bear are expected to use this area and Florida
panther telemetry data gathered by FWC show this area used by Florida Panthers.
Specific population objectives do not exist; however, Rookery Bay NERR is monitoring the
health of fish populations in McIlvane Marsh to provide data which aids in development of local
commercial and sport fishing population protections and regulations. Removing exotic
vegetation and allowing native vegetation to grow in its place will create more habitat for the at-
risk birds and reptiles listed above as well as the endangered Florida panther.

Invasive exotic vegetation removal from wetland and upland areas will both remove the
direct threat to infested habitat communities and remove the indirect threat of a large seed
source. Native plants will replace invasive exotic vegetation, thus increasing habitat for
native wildlife species.

Briefly Describe Activity (s) and Estimated Cost per Activity:
Once initial invasive exotic plant removal has occurred, the McIlvane Marsh site will be
re-treated for exotics annually.
Conservation Collier has recently acquired enough lands within McIlvane Marsh to
initiate management. The local ordinance that governs the Conservation Collier Program
(2007 -65) requires an Interim Management Plan to be developed which will guide
monitoring and management for the first two years. After that, a Final Management Plan
is required to be submitted to the Board of County Commissioners for approval that will
identify all activities necessary to preserve, enhance, restore, conserve, maintain and
monitor the resource in perpetuity, with updates every 5 years. Conservation Collier is
currently developing an Interim Management Plan for its holdings within McIlvane
Marsh. First objectives are to remove invasive exotic plant species, remove solid waste
and secure the area from trespass until appropriate public access can be planned. Staff is
currently engaged with the Florida Department of Environmental Protection via
RBNERR, Florida Department of Parks and Recreation via Collier Seminole State Park
and the U.S. Fish and Wildlife Service via Ten Thousand Islands National Wildlife
Refuge to develop a cooperative Interim Management Plan.

Long term partnerships are planned between private, state, local and federal owners
within the McIlvane Marsh and surrounding coastal conservation lands to maintain the
area free from exotic plants and animals and to develop appropriate public nature-based
recreational and educational uses.
