At today's meeting the BCC approved the following documents for signature by the BCC
Chairman.
Item 16(C) 7: Pre-Award Cost Form requesting pre-award credit of $5,796.00 in staff time and
expenditures as an addition to the grant application to the Florida Department of Community
Affairs for the Hazard Mitigation Grant Program for up to $50,000.00 to install alumimium roll down
shutters and supporting equipment on the Collier County Environment Compliance and Landfill
Scale Houses facility.
Item 16(C) 8: Pre-Award Cost Form requesting pre-award credit of $54,164.80 in staff time and
expenditures as an addition to the grant application to the Florida Department of Community
Affairs for the Hazard Mitigation Grant Program for up to $320,000.00 to construct a six-inch High

Collier proposes to reduce the landfill waste stream by increasing recycling and reducing
contamination rates at special events and venues, implementing the experience of National
and Florida Temporary Events programs. Staff will partner with parks, local governments,
universities, schools and community service groups to boost special event recycling. Staff
will contract with community service groups to coordinate the delivery of recycling
materials and their volunteers to weekend special events.
A. Establishing Baseline Data and Research Collier is drafting a mandatory Temporary
Events recycling ordinance. Staff will create a database of locations, dates, temporary
event organizers, vendors and venue operators to conduct recycling/waste audits of
temporary events to rank order our education and outreach efforts.
B. Marketing Mandatory Temporary Events Recycling Venue operators, temporary
event coordinators and vendors will get assistance developing a recycling and waste
reduction program. Many temporary event organizations have financial and volunteer
recruitment challenges. Collier will annually recognize the top recycling temporary events.
C. Workshops, Volunteer Assistance, Materials, Supplies Collier will partner with the
parks and maintenance staff at Federal, State, County and City parks and schools and
universities by providing training and loaning recycling containers, signs and banners.
Staff will assist venue managers, temporary events coordinators, haulers and vendors with
recycling workshops. Staff will contract with community service groups for volunteers and
to coordinate the use of recycling containers at temporary events.

A. Establishing Baseline Data and Audits Collier is drafting a mandatory Temporary
Events recycling ordinance which will require free admission for County staff and
representatives to boost and monitor recycling. Collier has seasonal golf and tennis
tournaments, ethnic festivals, art shows, "snow festivals," Collier Fairground events,
swamp buggy races and league sports events. Staff will create a data base of locations,
dates, special event organizers, vendors and venue operators. Previous temporary event
permit applications were scanned but not digitally recorded, making it difficult to contact
organizers. There is a high turn over of temporary event coordinators, volunteers and
vendors. People need to be reminded that they must recycle at fairs, parks and sports
events. We can evaluate recycling efforts and potential savings comparing invoices from
haulers of recycling and mixed waste between similar temporary events. Empty beverage
and food containers and cardboard generated at temporary events do not weigh much but
they have a large volume and can be recycled.
B. Partnering with Federal, State, County and City Parks, Venues and Community
Service Groups Staff will loan recycling containers, signs, banners and train maintenance
staff about temporary event recycling at Federal, State, County and City parks in Naples,
Marco Island and Everglades City, universities and schools. Staff will partner and contract
with universities, schools and community service groups like "The Conservancy of
Southwest Florida" and "Keep Collier Beautiful," to recruit volunteers and deliver
recycling materials at evening and weekends temporary events. The approximate value of
volunteers at $9.77 an hour, the minimum Collier County custodian salary, times, 1,000
hours per quarter times six quarters equals $58,620. This program will run during the
tourist season, which is approximately three calendar quarters and will take place in 2011
and 2012. The volunteer hours are based on our experience with our award winning School
Beverage Container Recycling Challenge Grant IG8-07 as the schools donated 2,451 hours
worth $80,824 in a six month period. Students can earn community service credits helping
recycle at temporary events. Yearly temporary event Recycling Champion plaques and
recycling volunteer thank you certificates will be awarded.
C. Workshops, Event Volunteer Assistance and Supplies Staff will mail recycling tool
kits and call temporary event and venue coordinators modeled after the Environmental
Protection Agency (EPA)'s tool kit. Workshops for temporary event organizers and
vendors before temporary events and detailed feedback after events will be provided by
staff and contracted non-profit agencies. Contracting some of the temporary event
recycling services will increase the number of temporary events the Solid Waste
Management Department (SWMD) can assist. Staff will loan recycling containers, signs
and banners to temporary event coordinators. Two portable trailers will be equipped with
recycling containers, plastic liners and recycling signs for use by larger event organizers to
borrow. Staff will provide temporary event venues with savings in water, electricity and
recycling/waste collection lessons learned from the Florida Green Lodging program.
Common recyclable materials and contamination and how to properly dispose of
hazardous materials will be discussed. Collier's Business "How to Recycle" training video
DVD Grant IG8-09 will be a key element of our temporary events tool kit.

of the following sub-criteria, up to 15 points for meeting two, and up 20 points for meeting all

Sub-criteria 1 - Not in common use in Florida.
There is no mandatory temporary event recycling ordinance in either Collier County or most
Florida counties. According to the EP A, nearly 70% of plastic beverage bottles get tossed in
the trash or become litter. Partnering with National, State, County and City parks,
universities, schools and non-profits to expand Temporary Event Recycling efforts using their
staff and volunteers will build institutional and community culture of recycling and stretches
shrinking operational budgets.
Sub-criteria 2 - Novel application of an existing technology or process.
Contracting with non-profit organizations to recruit and manage volunteers to assist with
evening and weekend temporary event recycling is novel and saves County overtime and
compensatory time. Staff will apply California's innovative temporary events and venue
recycling model ordinances, marketing, incentives, recycling signs and procedures. The
EP A's extensive temporary event recycling tool kit evaluates the effectiveness of temporary

Sub-criteria 3 - Overcoming obstacles to recycling/waste reduction in
new or innovative ways.
Lack of portable recycling containers, volunteer organizer, staff and vendor turnover and
limited English skills are obsticles to recycling at temporary events. In partnerships with staff
at parks, universities, schools and community service groups, we will provide training,
volunteers and special event recycling tool kits. Contracting with non-profit organizations
allows us to support more temporary events. Our partners will be loaned recycling containers,
signs and banners. High school and university student volunteers will gain community
service credits. Staff will annually recognize temporary event recycling volunteers and the
best Temporary Event recycling events. Staff will mail and/or email recycling took kits and
telephone temporary event organizers. A modest stipend will encourage temporary event
orgamzers to comply with the temporary events recycling ordinance rules.

materials/sectors: Construction and Demolition Materials, Commercial/Institutional Sectors,
Hurricane Debris, Pay-As-You-Throw and Waste Tires. Note: if the proposed project also includes
materials/sectors other than those targeted by this criteria, the project will receive less than the
maximum 10 points allocated for the criteria.
This program targets Commercial/Institutional Sectors including The Conservancy of
Southwest Florida, Rookery Bay National Estuarine Research Reserve, The Naples Zoo,
The Naples Botanical Gardens, County Fairgrounds, Government centers, sports fields,
parks, hospitals and churches. Commercial operations include Country Clubs, hotels,
neighborhood garage sales and festivals, business temporary events and used goods stores
like GoodwilL Many community service clubs have facilities hosting temporary events
including the Veterans of Foreign Wars, Eagles, Lion's Club, American Legion and ethnic
social clubs.

Sub-criteria 1 - Environmental Benefits (5 points).
. Methodology
Increasing recycling through education, outreach, supplies, equipment and volunteers will
reduce the amount of material that goes into the landfill. We will reduce littering by
increasing the number of recycling containers. Recycling at temporary events will educate
and motivate more people to recycle more at work, school, vacations and other events.
. Toxicity
V olunteers, vendors, staff, neighborhood garage sales homeowners and used goods resale
stores like Goodwill will be trained how to properly recycle and properly dispose of
hazardous materials at our recycling center. Dumping cooking oil into public drains will be
discouraged if waste oil collection is provided and required at temporary events. This
education will motivate more people to put Fat, Oil and Grease (FOG) into their garbage at
home rather than down the drain. Staff will encourage temporary events to require reusable
collector's items cups, aluminum cans and ban Styrofoam cups.
Sub-criteria 2 - Economic Benefits (5 Points).
Many temporary events and temporary event venues can reduce their waste disposal costs
by implementing a recycling plan. Creating recycling habits in employees, vendors and
customers benefits the community. Reducing contamination in recycling collection will
make recyclable material more valuable to end factory recycled material processors.
Diverting recyclable materials will save valuable landfill airspace.
Sub-criteria 3 - Cost-Effectiveness (15 Points).
Our program partners with parks, schools, and venue operators to train their existing
maintenance staff and preposition recycling containers and recycling materials.
Contracting with nonprofit organizations to recruit volunteers and deliver recycling
materials to temporary events expands the number of temporary events we can support and
limits SWMD's overtime and compensatory time. In fiscal year 2007 Collier's commercial
sector generated 177,037 out of 268,192 tons of landfill waste (66%). Malcolm Pimie,
Environmental Engineers advised us to use $64 a ton tipping fees as the contingency
disposal cost when we must transport our mixed waste out of county. A 3% decrease in
mixed waste results in 5,311 fewer tons sent to the landfill saving $339,911. This
program's outreach program means Materials Recovery Facilities, (MRF) will have more
recyclables generated with less contamination. Less contamination means quicker MRF
processing time with fewer equipment shut downs and injuries. The total grant cost is
$343,070. Staff estimates this program will pay for itself in one to two years.

(25 points) Demonstrate the sustainability of the proposed program.
Businesses, temporary event organizers and volunteers will receive recognition letters and
the best recycling temporary events by category will receive a plaque from our elected
officials. Temporary event categories include golf/tennis tournaments, art shows, sport
events, church festivals, neighborhood garage sales, festivals, family reunions and
charitable events. Two annual outreach campaigns will train seasonal park, hotel and
Country Club employees about recycling and hazardous material disposal. Staff will
collect emails, addresses and cell phone numbers from vendors and temporary event
organizers and their potential successors to email and/or mail recycling tool kits including
model waste and recycling haulers contracts and procedures. Temporary events and venues
will be legally required to recycle under Collier's proposed update of our 2004 mandatory
commercial recycling ordinance. Our Recycling Coordinators, with assistance from local
nonprofit organizations, will provide waste reduction and recycling audits to help venues
and temporary event organizers determine how much they can save by recycling.
Commercial haulers and self-haulers must submit their recycling and landfill invoices or
disposal tickets within 30 days after the temporary event to the County. The EPA's special
events tool kit will track the effectiveness of individual temporary event recycling. Money
saved by businesses and temporary event coordinators by recycling will encourage them to
offer prizes for employees and volunteers who are recycling monitors. The Mediterra gated
community rewards employees BBQ lunches and Moorings Park assisted living
community rewards employee gift cards with money earned by recycling metal and paper.

Sub-criteria 1 - Transferability of technology and processes (5 points).
Staff budgeted time and money to hold workshops about lessons learned at Solid Waste
Association of North America and other recycling conventions. Lessons learned
PowerPoint, reports and supporting documents will be placed on tool kit disk. Many
vendors of temporary events travel around the state to similar events and will take their
recycling training and habits with them. Many hotel special event venues, like golf courses
and country clubs are part of corporate chains. Venue managers and employees will take
their recycling training and habits with them when they change locations.
Sub-criteria 2 - How project will promote transferability (5 points).
This program budgets funds to write the quarterly and annual reports, lessons learned,
supporting documents and a PowerPoint that will be mailed to Florida's County Solid
Waste Departments and interested municipalities. This outreach includes presentations at
future Solid Waste (SW ANA) and Recycling conferences. Other communities and
Temporary events organizers will be encouraged to begin a waste reduction and recycling
program after they learn about recycling success stories. Businesses will be increasingly
pressured to recycle as they get direct feedback about their waste generation. SWMD is
encouraging cities to adopt and enforce mandatory temporary event recycling ordinances.
More consumers are targeting their spending to recycling friendly events and companies.
Collier's web site can feature the small and medium special events that emphasize recycling.
Temporary event waste and recycling rates will show which temporary events have good recycling
results.
