The project aims to increase multi-family recycling and reduce contamination by adopting the
innovative outreach programs of the Federal Environmental Protection Agency (EPA), Minnesota's
Eureka Recycling and Florida's Green Lodging Program.
A. Recycling Monitor/Recycling Commitment Card campaign will educate residents about
proper recycling and hazardous materiallbulky item disposal. We will recruit recycling monitors
and encourage residents, renters and workers to sign recycling commitment cards. Outreach and
waste/recycling audits will be assisted by contracted local realtors. Highlighting common recycling
contamination and providing staff and residents a variety of incentives will change behaviors.
Recycling signs, brochures and loaned recycling containers will boost recycling.
B. Manager/Staff training and Corporate and Owners' Board buy in: We will visit and train
multi-family managers, staff and board of directors on common recycling contamination,
hazardous materials and best recycling practices in multi-family communities. We will conduct
follow up multi-family waste, energy, maintenance and water audits to show how money can be
saved. We'll contract with realtors to help monitor illegal hazardous material and illegal material
like horticultural waste in dumpsters. We'll ask board of directors to adopt pro environment policy
and procedure changes.
C. Applying Florida's Green Lodging program to multi-family communities Florida's
successful Green Palm recycling program has been adopted by eleven Collier County hotels as of
June 2009. A consultant will conduct a pilot program to test the best applications of this program
with apartments, condominiums, assisted living, mobile home and gated communities.

A. Recycling Monitor/Recycling Commitment Card campaign: We will modify and use
elements of the award wmnmg Minnesota's Eureka Recycling tool kit
http://www.eurekarecycling.orglTools.cfm and the EPA's multi-family recycling research
http://www .epa.gov /epawaste/nonhazJmunicipal/pubs/multifamily .pdf. With mail campaigns and
presentations, we will recruit recycling monitors and encourage residents and workers to sign
recycling commitment cards. Recycling monitors will be annually recognized. We will contract
with local Realtors to help expand our outreach and perform follow-up waste/recycling audits at
multi-family communities. Door magnets about what can and cannot be recycled and moving in
and moving out packets will be provided to managers. The packets will describe bulky item
pickups and proper disposal of hazardous materials.
B. Manager/ Staff training and Board buy in: Our approach is education and outreach, waste
and recycling audits, then enforcement. We will:
. demonstrate how their recycling and waste generation compares to similar communities;
highlight common recycling contamination to help change behaviors of people who
recycle the wrong items or do not recycle at all;
. conduct multi-family waste audits to demonstrate how money can be saved by reducing
the amount of mixed trash by increasing recycling. Audits will target the end of month
move outs and end of tourist season clean outs;
. monitor hazardous material and illegal material like horticultural waste in dumpsters;
. urge resident Boards of Directors to adopt various Green Lodging program energy, water,
maintenance, landscaping and waste/recycling collection savings; and
provide multi lingual recycling signs, "Green Palm" style awards and loan recycling
containers.
C. Florida's Green Lodging Program applied to multi-family communities: The program
includes funding for a consultant to research and develop a tool kit applying lesson learned of
energy, water, maintenance and waste savings from Florida's Green Lodging Program to
apartments, manufactured home communities, condos, assisted living complexes and gated
communities. Each community will have different opportunities and challenges in water and
energy savmgs, green landscaping, preventative maintenance, hazardous materials and
recycling/waste management. This program will reduce construction and demolition (C & D)
materials from the waste stream by encouraging communities to adopt rules requiring contractors
and delivery trucks to take cardboard, carpeting and old bulky items to resale stores or the Landfill
for possible recycling or proper disposal instead of using the community's dumpster. Certain
renovation projects should require a C & D dumpster. Multi-family locations are an ongoing
recycling/hazardous materials disposal challenges due to the large number of seasonal residents,
tourists and temporary workers/residents who may have low English skills. We propose to
recognize and reward environmentally conscientious multi-family communities. Many Florida
hotels have demonstrated their commitment to protecting Florida's resources while also saving
money and garnering good publicity www.dep.state.fl.us/GreenLodgingl . The FDEP awarded
Collier County's Janet Go, Recycling Coordinator for the Solid Waste Management Department,
Assessor designation for The Green Lodging Program. Collier County went from one Green
lodging hotel in 2007 to fourteen Green Lodging designations in 2009. Ms. Go's experience and
success will assist in transferring FDEP Green Lodging program lessons learned to multi-family
communities.

(20 points) The range of scoring is between 0 and 20 points, with up to 10 points for meeting one
of the following sub-criteria, up to 15 points for meeting two, and up 20 points for meeting all
three. Note: applicant may adjust space used to address each sub-criterion.
Sub-criteria 1 - Not in common use in Florida.
Using Realtors to expand the education and outreach and waste/recycling audits is not
common in Florida. Green Lodging applications to multi-family communities have not
been studied nor implemented yet. Minnesota's Eureka Recycling award winning online
multi-family recycling tool kit has not been modified for Florida.
Sub-criteria 2 - Novel application of an existing technology or process.
Florida's Green Lodging list of environmental initiatives and recognition program has been
very successful. Using the lessons learned from Green Lodging that apply to multi-family
communities will produce significant savings in water, energy, landscaping, maintenance and
recycling/waste management. Green Palm designated hotels have demonstrated their
commitment to succeed in protecting Florida's resources while also saving money and
garnering good publicity. People have a choice where they live and rent and residents are
eager to save money and contain or lower community expenses.
Sub-criteria 3 - Overcoming obstacles to recycling/waste reduction in
new or innovative ways.
Recycling/waste reduction obstacles in Florida's multi-family communities include a large
number of seasonal renters, one week tourists, transient workers, some low income
communities where English is a second language and recycling is not a priority, and
frequent turnover of community managers/workers. Minnesota's Eureka Recycling
developed an award winning online multi-family recycling tool kit that will be a model for
Florida http://www.eurekarecvcling.org/Tools.cfm . We will recruit recycling monitors and
encourage residents and workers to sign recycling commitment cards. Recycling monitors
will be recognized annually. We will conduct multi-family waste audits to show how
money can be saved by reducing the amount of mixed trash and increasing recycling. We
will show how their recycling and waste generation compares to similar communities. We
will highlight common recycling contamination to help change behaviors of people who
recycle the wrong items or do not recycle. Our consultant will devise a tool kit based on
their pilot program studying Green Lodging applications to multi-family communities. We
will provide model collection contracts to building managers, multi-lingual recycling signs
and loan recycling containers. Our contractors will conduct site waste/recycling visits at
multi-family communities which have continuing recycling/hazardous material and/or
bulking item challenges. Collier's Business "How to Recycle" training video DVD Grant IG8-
09 features Mediterra Gated community, Northwood Apartments and other business recycling
success stories for multi-family communities to follow.

(10 Points) Demonstrate innovative processes to collect and recycle or reduce these targeted
materials/sectors: Construction and Demolition Materials, Commercial/Institutional Sectors,
Hurricane Debris, Pay-As-You-Throw and Waste Tires. Note: if the proposed project also includes
materials/sectors other than those targeted by this criteria, the project will receive less than the
maximum 10 points allocated for the criteria.
This program targets multi-family communities, which are part of the Commercial/Industrial
Sector. This program helps reduce Construction and Demolition (C & D) waste by requiring
delivery people and contractors to truck away appliances, furniture and packaging instead of using
community dumpsters. We will urge adoption of rules requiring certain community and home
improvements to have a C & D dumpster. Educating employees and residents about proper disposal
of bulky items, electronics and hazardous material assists the commercial sector as many multi-
family residents are full time workers for businesses which must follow the same disposal laws.
Comparing waste generation, water and energy use and maintenance among similar multi-family
communities will provide a strong incentive to reuse, reduce and recycle. The success of the
Florida Green lodging program is demonstrated as hotels market themselves to green conscious
customers. Multi-family complexes want to be identified as Green and saving money on their
promotional materials and web site. Commercial recycling generates over 65% of the solid waste in
Collier County.

Criteria 3: BENEFITS/ Cost-Effectiveness

(25 points) Demonstrate the potential economic, environmental, and cost-effectiveness of the
program's approach. Note: applicant may adjust space used to address each sub-criterion.
Sub-criteria 1 - Environmental Benefits (5 points).
. Methodology
We will combine Eureka's 20-year tested multi-family recycling outreach tool kit and the
EP A research to Florida communities. We will apply the Florida Green Lodging Program
resources and lessons learned to multi-family communities based on a pilot program at an
apartment, manufactured home community, condominium and gated community.
. Toxicity
Our program will identify multi-family communities with recycling and contamination
challenges and successes. Florescent lamps, oils, lithium batteries, pesticides, paints,
cleaning solvents and other hazardous waste will be monitored with an education and audit
emphasis on move in, move out and end of season clean outs. C & D dumpsters will be
urged for certain community and resident improvements.
Sub-criteria 2 - Economic Benefits (5 Points).
Many multi-family communities can reduce their waste disposal, energy, water, grounds
keeping and maintenance costs by implementing a Green Lodging style plan. Creating
recycling habits in employees, employers, residents and tourists benefits the community
and encourages workers and employers to educate and motivate their children to recycle at
school, parks and the community. Collier County will save valuable landfill airspace if
more businesses and residents recycle. Material Recovery Facilities (MRF) will collect
more recyclables with less contamination. Less contamination means a quicker MRF
processing time with fewer equipment shut downs and injuries.
Sub-criteria 3 - Cost-Effectiveness (15 Points).
The Eureka Recycling multi-family recycling outreach tool kit will be easily reused by
other Florida communities. In FY 2007 Collier County diverted/recycled 670,199 tons
(71 %) of 938,391 tons of mixed waste generated. Malcolm Pimie, Environmental
Engineers, advised us to use $64 a ton tipping fees as the contingency disposal cost. A 3%
increase in recycling/diversion would be 20,106 times $64 avoided landfill costs of
recyclables saving $1,286,784. A 1 % increase in recycling/diversion would be 6,702 times
$64 saving $428,928. Applying the resources, success stories and lessons learned from the
Florida Green Lodging Program will make a compelling case to multi-family operators and
community leadership. The total grant cost is $271,900. We estimate the grant will pay for
itself in between one to two years.

(25 points) Demonstrate the sustainability ofthe proposed program.
The Green Lodging recognition program of higher levels of environmental savings will have
sustainability effect on multi-family communities. Our Department's Recycling Coordinators and
contracted realtors will visit each multi-family complex manager and many community leadership
members and perform audits to help sustain this program. Using the consultant developed tool kits,
we will help staff and association leaders determine how much they can save in energy, water,
landscaping, maintenance and waste and recycling collection. Multi-family communities are
required to recycle under Collier County's mandatory commercial recycling Ordinance 2004-50.
We hope to post photos of recycling monitors and recycling stars at multi-family locations on our web
site. Multi-family managers, employees and volunteer residents and renters will get recognition letters
from our elected officials. We have an annual outreach campaign to meet seasonal resident 'Snow
Birds' and new seasonal employees who are being hired by businesses. We collect emails from multi-
family residents, renters, employees and managers to update them periodically and gain feedback. We
will join and participate in the Building Owners and Managers Association and Apartment
Associations as resource and support personnel. We hope that the money saved by multi-family
complexes will encourage managers to offer incentives for residents and employees who are recycling
monitors or volunteers. The Mediterra gated community rewards employees BBQ lunches and
Moorings Park assisted living community rewards employee gift cards with money earned by
recycling metal and paper. Collier's Business "How to Recycle" training video DVD Grant IG8-09

family communities to follow.

Sub-criteria 1 - Transferability of technology and processes (5 points).
Eureka Recycle? Eureka Recycles? It is written several different ways throughout.
The lessons learned applying the Florida Green Lodging Program, Minnesota Eureka
Recycle Tool kit and EPA's research about multi-family communities will be transferable
as a tool kit DVD to other Florida and USA communities. This project will produce
findings and processes that could have applications for dormitories, hospitals, campsites,
marinas and other commercial buildings and operations.
Sub-criteria 2 - How project will promote transferability (5 points).
This project budgets for a Lessons Learned PowerPoint, Green Palm Lodging application to Multi
family community and supporting documents on a tool kit DVD. This DVD will include the "Can I
recycle it at home? ", "Recycling at an Apartment ", "Recycling at a Gated Community" and
"Disposal of Hazardous Materials" videos produced by the FDEP innovation grant IG8-09. A
"Processing of Recyclables" video produced by the Florida Gulf Coast University will be
included. This DVD will be mailed to Florida's County Solid Waste Departments, state Apartment
Associations, Commercial Property Manager Associations and interested municipalities and
citizens. Our application budgets $5,500 to travel to help distribute lessons learned includes a
workshop at Collier County Solid Waste Management Department. This outreach includes
presentations including future SW ANA, National Recycling Coalition and Recycle Florida Today
conferences. Multi-family communities will be encouraged to begin or upgrade their green
approach to energy, water, grounds keeping, maintenance and waste reduction and recycling
program and training after they see success stories in waste management at similar communities.
