CALL TO ORDER Sheryl Soukup nominated Mary Waller to run the meeting in the absence of Steve Hruby. Joe Schmitt seconded and the group voted 6-0 in favor. Mary called the meeting to order at 8:34 am and John Cowan led in the Pledge of Allegiance. Mary read the procedures to be followed. 2. ROLL CALL – COMMITTEE MEMBERS AND STAFF 1.A.2 Packet Pg. 12 Attachment: AHAC Meeting Agenda - June 3, 2019 (9467 : Affordable Housing Advisory Committee - June 3, 2019) 2 There were 6 active members present, therefore a quorum was established. 3. APPROVAL OF AGENDA AND MINUTE a. A motion was made to approve the agenda by Joe Schmitt seconded by Sheryl Soukup. The motion passed by a vote of 6-0. b. A motion was made by Joe Schmitt to approve the minutes from the meeting of April 1, 2019 and seconded by Sheryl Soukup. The motion was passed with a vote of 6-0. 4. INFORMATIONAL ITEMS a. Michael Ossorio from Code Enforcement spoke to the group about compliance. He explained that the purpose of his division is to correct violations and safety issues. He stated that the county does not foreclose on homesteaded property but can do injunctions to put some pressure on the homeowner to correct the violation. He that explained there is a Nuisance Abatement Board that reviews applications for waiving or reducing fees. There are specific qualifications for a fee waiver including: abatement of the violation, a hardship has occurred preventing abatement, or the property was sold and there is a new owner. The county is repaid for any costs that were incurred. He told the group that the county has 2 to 3 clean- ups in specific neighborhoods each month. Gary Hains asked about open house signage in the county. Michael told the group that open house signs are permitted as long as an open house is taking place. Signs can’t be left up for any random period of time. Mary Waller asked if there were still violations caused by the hurricanes. Michael said no, there are very few that are related to storm damage. b. Cormac recapped the current procurement solicitations to the group: a. The Bembridge property ITN and the Housing Marketing Outreach have closed and are currently being reviewed by Procurement. The selection committee will be chosen, and oral presentations will be done. It is the legal opinion of the County Attorney that the AHAC not be involved in the decision-making process. b. The Land Trust RFP will close on May 7, 2019. It was a recommendation from the housing plan that $100,000 be set aside for a non-profit to start and operate the land trust. 5. PUBLIC COMMENT The public speakers at this meeting spoke at the time of the discussed item. 6. DISCUSSION ITEMS a. 2019 HUD Median Income has been released. After a 10% increase last year – the index went up another 4.5% and maximum allowable rents went up correspondingly. Because of these changes, the housing demand model will be redone, and housing affordabilty 1.A.2 Packet Pg. 13 Attachment: AHAC Meeting Agenda - June 3, 2019 (9467 : Affordable Housing Advisory Committee - June 3, 2019) 3 limits will be re-calculated. An availability study will be done with NABOR to come up with housing needs based on new population and cost burden. 7. UPCOMING MEETINGS a. A subcommittee was formed that will work with staff over the summer to develop criteria for the review and scoring of applications for funding from the affordable housing trust fund. Sheryl Soukup, Mary Waller and Litha Berger volunteered to be on the subcommittee that will be meeting on June 3, 2019 at 10:00 a.m. right after the next AHAC meeting. b. 2019-2020 HUD Action Plan and project approvals are going to the BCC on 6/25/19. Cormac will bring it to the next meeting for your review. 8. ADJOURN a.
